Intrductin Our prgress has been steadfast, but ur wrk is far frm ver. There are still t many Ohi adults in need f ur services whm we are nt reaching thrugh ur current prgrams. Fr the students wh are enrlling, we must cntinue t seek innvative slutins t address barriers t access and persistence, particularly fr thse adults with special learning needs. A rapidly grwing immigrant ppulatin pses additinal challenges t ur readiness level. In ur quest fr quality services, we must cntinue t refine and strengthen ur accuntability system. We must prvide a relevant, evidence-based prfessinal develpment system that increases the prfessinalizatin f ur dedicated adult educatrs and rewards prfessinal grwth. T ensure that we are pised t address these issues and ther pprtunities that will strengthen ur services, Aspire initiated a cmprehensive planning prcess. The Strategic Plan has been a guide t the develpment f the Aspire prgram. In additin, the plan has been revisited frequently t update the bjectives and pririty actins. At the heart f the strategic plan are five questins that serve as the framewrk fr the Ohi Aspire System. The five questins serve as shrt, simple, yet pwerful reminders f the public we serve and will guide the wrk f the adult educatin system. The questins als serve as the framewrk fr accuntability measures with key indicatrs that mnitr ur prgress and encurage and reward behavirs that mve us clser t ur gals. Gals, Objectives and Gal 1: Instructinal Services Ohi Aspire will sustain an effective delivery system that prvides instructinal supprt fr adult students t maintain participatin and meet their educatinal gals. Objective 1.1 Ohi Aspire will supprt lcal prgrams in prmting student access and persistence and reducing barriers t participatin. 1.1.1 Sustain and enhance a cmprehensive student persistence prcess with apprpriate instructinal and prgrammatic strategies; e.g. distance learning, student experience mdel (SEM), managed enrllment. 1.1.2 Cntinue t ffer services t thse special needs students wh can benefit frm Aspire services (wh can set a gal, make prgress twards that gal). 1.1.3 Assist lcal prgrams in selecting and implementing plicies and prgrams that increase student access t Aspire services. Objective 1.2 Ohi Aspire will utilize evidence-based methds and materials that prmte effective instructin. 1.2.1 Increase the integratin f technlgy int Aspire services and instructin thrugh technical assistance and capacity-building supprt. 1.2.2 Ensure that learning activities and delivery systems are varied, engaging, respnsive, and purpseful fr students and their learning styles. 1.2.3 Cntinue using the prtfli system as a tl that supprts standards-based educatin. 1.2.4 Imprve and increase the prficient use f effective screening and assessment instruments in Aspire prgrams. 1.2.5 Cntinue t supprt adult students with their transitin t pstsecndary educatin/training and emplyment. 1.2.6 Cntinue t participate in evidence-based initiatives; e.g. STAR,TEAL 1.2.7 Cntinue research, prductin, and disseminatin f prmising practices. Objective 2.1 Ohi Aspire will expand state-level partnerships t prvide greater pprtunities fr input, maximize the efficient use f resurces and create a cntinuum f services fr adult students. 2.1.1 Assist students in transitining t pstsecndary educatin/training and emplyment within the Department f Higher Educatin. 2.1.2 Prduce standards that align with Ohi s cmmn cre standards and curriculum. 2.1.3 Assist students in transitining t pstsecndary educatin/training and emplyment thrugh invlvement with state-level partners and prgrams. 2.1.4 Build state-level partnerships t prvide better crdinatin f services thrugh active invlvement with One-Stp Systems, Department f Jb and Family Services, Department f Educatin, Opprtunities fr Ohians with Disabilities and ther key state agencies. 2.1.5 Develp a cmmunicatin plan t facilitate cllabratin between partners and prgrams that supprt student transitins. Objective 2.2 Ohi Aspire will prvide leadership t lcal prgrams as they integrate and/r cllabrate with ther cmmunity partners t increase enrllment and prvide the full array f services needed by eligible yuth and adults in each cmmunity. 2.2.1 Supprt crss-agency prfessinal develpment and technical assistance n building and maintaining effective partnerships with key stakehlders t increase referrals and t reduce student barriers t participatin. 2.2.2 Build articulatin agreements with the Ohi Department f Higher Educatin institutins and ther prviders. Objective 2.3 Ohi Aspire will prvide leadership t increase the visibility f Aspire services and the impact f thse services n Ohi families, cmmunities, and the state s ecnmy. 2.3.1 Cllabrative in the develpment f a statewide campaign t increase visibility and make a strnger, mre cnsistent statement abut ur services at lcal, state, and natinal levels. 2.3.2 Build awareness f Aspire s value at the state, lcal and federal level by prviding lcal prgrams with access t advcacy resurces. 2.3.3 Use reliable methds t determine return n investment f Aspire services t measure Aspire s impact n Ohi s Wrkfrce and ecnmic develpment. Gal 3: Prfessinal Develpment Ohi Aspire will maintain and enhance a cmprehensive, prfessinal develpment system that prvides adult educatrs with the tls t supprt student achievement in pstsecndary educatin and emplyment. Objective 3.1 Ohi Aspire will direct a State Leadership Netwrk and Adult Educatrs in the develpment f a multi-tiered standards-based prfessinal develpment system that includes a variety f access ptins and incentives t encurage prfessinal grwth. 3.1.1 Develp a multi-tiered standards-based prfessinal develpment system that includes selfassessment, cre requirements, incentives, and a credentialing ptin. 3.1.2 Increase availability f prfessinal develpment pprtunities including a cmbinatin f alternative and traditinal delivery mdes. Objective 3.2 The State Aspire Prgram will invest federal and state funding tward the cntinuus imprvement f Aspire services thrugh relevant, evidence-based prfessinal develpment activities and technical assistance. 3.2.1 Strengthen the evaluatin cmpnent f the prfessinal develpment cycle t ensure data-driven decisins are made at the state, event, prgram and individual levels. 3.2.2 Integrate evidence-based research int nging prfessinal develpment using multiple-delivery methds. Gal 4: Capacity Ohi Aspire will cntinue t systematically expand the capacity f lcal prgrams t prvide services. Objective 4.1 Identify and secure additinal revenue streams. 4.1.1 Build the financial capacity f prgrams t expand services thrugh an aggressive examinatin f expanded and/r alternative revenue streams frm bth public and private entities. Objective 4.2 Explre strategies fr delivering services in a mre cst-efficient and effective manner. 4.2.1 Prvide mdels f lcal and reginal cllabratin f Aspire prgrams t strengthen lcal capacity. 4.2.2 Determine the mst efficient prcess fr prviding leadership services thrugh the State Leadership Netwrk. Gal 5: Accuntability Ohi Aspire will maintain and enhance an accuntability system that supprts and recgnizes prgram achievement. Objective 5.1 Aspire funding will increasingly depend n the perfrmance f prgrams with respect t student enrllment, persistence, learning gains and gal achievement. 5.1.1 Create and implement a perfrmance-based funding system which includes setting state and lcal targets and prviding incentives fr high-perfrming prgrams. Objective 5.2 Ohi Aspire will prvide clear guidance and technical assistance fr the delivery f quality services. 5.2.1 Cntinue t refine the accuntability system including Ohi s eguide (frmerly OPAS) and the Indicatrs f Prgram Quality. Objective 5.3 Ohi Aspire will cntinue t evaluate its effectiveness t prmte cntinuus imprvement. 5.3.1 Utilize custmer satisfactin surveys t measure state and lcal quality f services. 5.3.2 Sustain and enhance the use f desk reviews and prgram reviews t evaluate lcal prgram effectiveness. 5.3.3 Evaluate the effectiveness f the State Leadership Netwrk prjects. 5.3.4 Expand the capacity f the ABLELink system and data analysis in making infrmed decisins at the state and lcal levels.
