Introduction The Status of Projects in Execution (SOPE) Report for FY09 provides information on all IBRD/IDA projects that were active as of June 30, 2009. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank s revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document or Program Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY09 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: Amounts and Graphs for loans/credits/grants in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. Disbursement graphs are not included for Development Policy Operations, which provide quick-disbursing financing to support policy and institutional reforms. For these operations, funds are disbursed in one or more stages (tranches), released when the borrower complies with agreed prior actions. Develop a matching grants system to finance the subprojects, (iii). Validate procedures for project cycle management and financial management, through implementing the sub-projects, to replicate as basic operating procedure in 's overall decentralization program; and (iv). Introduce and promote public awareness programs to maintain a broad enabling environment of common understanding. Project is achieving its development objectives. Project results are mostly visible in terms of support to decentralization and capacity building to the local government staff and local communities. Preliminary evidence indicates that human development indicators have improved in areas of project interventions resulting from community development initiatives investments which were largely schools and health facilities. The Project is also helping communities to actively participate in making decisions on interventions that are intended for them. In the spirit of deepening decentralized service delivery for the poor, the project is also supporting capacity building and technical assistance to implementation of the Vision 2020 Umurenge Program, termed Economic Development and Poverty Reduction Strategy (EDPRS) which targets the most vulnerable segments of the population amongst the 37% of the population. There has been slow progress in the implementation of the project. However the Project's Development Objectives (PDOs) remains relevant and with recent agreements on the mode of implementation of the major sub-component of the project, rehabilitation of the Kigali-Ruhengeri road, the project is on track to achieving its PDO. Good progress has also been made on the formation of Road Agency envisaged in the design of the project and the relevant legislation is at parliament level. In addition, the government has adopted an increase in fuel levy for road maintenance which raises the existing tariff to 11 US cents equivalent and which will also make more funding available for maintenance of rural roads and hence creation of employment. These two actions together with proposed enactment of a Road Act, that will provide the framework for road development, should impact positively on road management in and increase the chances of the overall project PDO being achieved. The Mid-Term Review was held in July 2009; one of the recommendations was to restructure Component 3 of the project. This will be completed in September 2009. The changes only affect Component 3 and will not affect the PDO. In terms of progress towards reaching the PDO, the following has occurred: 12 Ministries and 12 District Offices have received office automation equipment allowing them to process transactions more efficiently. Furthermore, the government portal is now ready, with back end databases, to securely process and deliver the government's information to itself, to citizens, and the private sector. Over 10 Ministries and 5 Districts now have dedicated and well-updated websites, allowing them to deliver better information to citizens. One mobile application (esoko) enables the Ministry of Agriculture to deliver better service in the form of provision of market prices for commodities as well as use the data for internal processing and effectiveness. Progress towards achievement of project objectives is slow but steady. A comprehensive public financial management reform package is being implemented. This has helped to improve macroeconomic management, budget management, intergovernmental fiscal relations, accounting and reporting, integrated financial management systems, public procurement, internal and external auditing. The Government prepared its first consolidated financial statements for 2006 and has since continued the practice annually. An ambitious capacity building program for parliament was launched in 2009 aiming at reinforcing parliament's oversight function, public outreach and legislative drafting. The majority of the expected results have been achieved. A larger number of community-based subprojects for primary school construction, rehabilitation and equipment were approved (125 subprojects versus 60 planned) and have contributed to increased school access. In addition, the quality of education has improved, as judged by the increased transition rate from primary to secondary education, passing from 35% at the onset of the Project to 50% now. Also, the proportion of qualified teachers has increased. As a consequence of the Project, anti-aids clubs have been established in the majority of schools in the country, increasing awareness of HIV/AIDS among students, teachers and the population at large. In terms of institutional capacity building of the education system, the Project has been instrumental in helping the government establish a Sector-Wide Approach, thus creating a venue for the donor community to provide support to the development of 's education system. Nearly 3.5 million primary school textbooks (of which 2.7 million mathematics textbooks) were distributed to schools across the country. This accomplishment contributed significantly to the government's objective of improving pupil: textbooks ratios, particularly in the area of mathematics. Within the first component relating to a policy framework, notable achievements continue to be made as a draft law on marshlands has been completed, and as regulatory guidelines for marshland management were adopted in early 2009. Planning for establishing a Biodiversity Information System at a national level is also completed. The second component regarding capacity building and training continues apace in 10 partner districts where recent work has focused on a series of workshops for validating watershed management plans; some additional training at the central level will be undertaken under a revised work plan adopted in early 2009. Acceptance by communities of the watershed plans has permitted start-up of investments in the third component which addresses priority investments that serve as the foundation for communitybased interventions in the remaining project period.
