Terms f Reference fr Baseline Survey f Rift Valley Regin in Kenya Hand in Hand Eastern Africa, June 2014 1. Intrductin Hand in Hand Eastern Africa (HiH EA) is inviting qualified cnsultants t submit prpsals t cnduct a baseline survey f the sci-ecnmic cnditins f rural men and wmen and stakehlder mapping in selected cunties f the Rift Valley regin in Kenya, relating t themes f jb creatin, imprved livelihds and empwerment. This baseline survey will supprt Phase 2 f HiH EA s nging peratins in the Rift Valley regin, supprted by the Swedish Internatinal Develpment Cperatin Agency (Sida) and Hand in Hand Sweden. 2. Brief Descriptin f HiH EA HiH EA is a Nn-Gvernmental Organizatin (NGO) in Kenya, established in 2010, with the visin t alleviate pverty thrugh jb creatin. HiH EA prmtes ecnmic and scial empwerment f the prest citizens t help them lift themselves ut f pverty and vulnerability. HiH EA belngs t the glbal Hand in Hand netwrk f NGOs1 with a shared visin t reduce pverty thrugh the creatin f sustainable enterprises and jbs. Since HiH s inceptin in India in 2002, HiH s jb creatin prgrams have helped 1,120,000 peple, 96% wmen, establish 1,130,000 micrenterprises and create 1.6 millin jbs. HiH EA has adapted this apprach t the specific circumstances in Kenya. HiH EA targets disadvantaged grups in the Kenyan sciety, with fcus n wmen and vulnerable grups in rural areas wh are active in the infrmal sectr. HiH EA s apprach is based n a philsphy f self-help, which prvides business and skills training and supprt t enable pr peple, particularly wmen, t build and sustain independent, market-based ecnmic activities. This prvides fr a higher level f incme fr them and their families. This in turn cntributes t greater fd security, better educatin fr children, increased access t medicines and healthcare and imprved husing. By end April, HiH EA has mbilized 56,218 rural pr (74% wmen) int 2,292 Self-Help Grups (SHGs), creating 49,364 enterprises and 59,757 jbs. This is dne thrugh a 4-step apprach: Step 1 Grup frmatin and savings mbilizatin: HiH EA frms new grups and wrks with existing grups frmed previusly under the gvernment s Natinal Agriculture and Livestck Extensin Prgramme (NALEP). demgraphics and scial chesin. The frmatin f strng, self-selected grups is a crucial building blck, especially fr wmen and vulnerable grups wh find a vice by sharing prblems and respnsibilities. Once mbilized, grups receive basic grup training t develp a cnstitutin utlining grup rules and elect leadership. Attaining at least 90% member attendance attests t the value that wmen vulnerable grups ascribe SHGs, guaranteeing grup sustainability. Grups are taught the imprtance f savings, basic finance and cash management, t better manage existing resurces. They pl regular and discretinary savings thrugh varius mutually agreed savings mechanisms; funds are used fr shrt-term lans t members, allwing them t smth cnsumptin and meet shrt-term cash needs. Grups are encuraged t pen a savings accunt. Experience shws that grup members mbilize average 73 in individual savings and shw 100% repayment n internal grup lending. Training uptake, evidenced by gd attendance, savings and internal lan repayment, is a pre-requisite t mve frward in the prgram. Step 2 Entrepreneurship and financial management training: Grups are prvided with enterprise and financial literacy training t develp skills needed t identify and establish an incme generating activity; fr members already ecnmically active, fcus will be n expanding r enhancing their enterprise. Members develp basic skills t start and manage a business, including: basics f enterprises, bkkeeping, business registratin and financial analysis. Step 3 Access t credit: Fr sme, access t internal grup savings is enugh t meet their needs; hwever, mst will ver time need access t additinal finance. Althugh multiple MFIs exist in Kenya, rates are ften prhibitive and prducts unsuitable r unavailable t the pr, especially wmen. T vercme this financial exclusin, HiH EA has set up an Enterprise Incubatin Fund (EIF), aimed at expanding members access t catalytic capital fr an incme generating activity, t build their credit histry. The EIF is capitalized separately by HiH Internatinal thrugh brrwing n sft/cncessinal terms frm scial impact investrs. By end April 2014, KES 52,000,000 (USD 590,000) has been issued thrugh 5,090 lans with 100% repayment thrugh the EIF. A maximum f three small micr-lans f KES 5,000-20,000 (USD 56-225) are available at affrdable and respnsible rates t members wh have cmpleted training, shw high repayment frm internal lending, have a sund business plan and demnstrate a required level f savings. Over-indebtedness is avided by training against multi-brrwing, ffering small lans, excluding thse already indebted, and giving subsequent lans nly nce the existing lan is fully repaid. After a third lan, members are expected t transitin t MFIs r regular banks t access finance and t keep the EIF relatively small and catalytic. Step 4 Supprt with market access and value-additin: HiH EA equips its members with skills t add value by increasing prductivity, imprving quality and marketing. Based n members needs, HiH EA prvides vcatinal training and mre specialized, tailred advice n prcessing, packaging and quality cntrl, as well as prduct-specific advice. Specialized training is ffered thrugh HiH EA s expert partners and includes training n a range f apprpriate small-farming techniques. HiH EA links members t ther stakehlders within a selectin f agricultural value chains fr respective cunty. Interventins are initially lcal, in the village, market center and grup-t-grup. Linking enterprises t mre frmal market utlets, such as supermarkets and prcessrs, is difficult given variable quantities and quality against buyer demand. Therefre, HiH EA advises members n imprved prductivity, quality cntrl, prper pricing, reliable bulk prductin and delivery that generate ecnmies f scale. This stage als incrprates envirnmental sensitizatin n green practices, such as recycling, renewable energy and prmtin f tree nursery enterprises in partnership with envirnmental-based rganizatins. 2
3. Descriptin f Sida Prject Phase Tw HiH EA entered the Rift Valley regin in August 2012 with financing frm Sida; since then, HiH EA has mbilized 40,095 rural wmen and men int 2,063 SHGs, created 28,067 enterprises and thereby 36,487 jbs. Fllwing a successful End-Term Evaluatin (EVE), Sida has cmmitted t additinal financial supprt fr a tw-year prject extensin called phase tw. Phase tw aims t deepen penetratin f HiH EA s prgram within existing branches; bth t sustain the jbs created during phase ne and increase reach and scale t create an additinal 28,000 jbs. This will help realize HiH EA s Strategic Plan 2013-2015, during which HiH EA aims t equip additinal 108,000 rural wmen and men with basic business skills and resurces t create 75,700 enterprises and 98,400 jbs. These jbs will cntribute t fd security, better educatin, healthcare and imprved husing. In additin t the intrinsic value, wmen will use the benefits f their wrk t feed, educate and care fr their families and imprve their cmmunities. Supprt t ecnmically empwer wmen cntributes t reduce pverty, but given the gender imbalances in Kenya, it als cntributes t strengthen wmen s rle and vice in sciety. 4. Descriptin f Baseline Survey The main tasks f this baseline survey assignment are t map and assess i) a range f sciecnmic indicatrs f a representative sample f the target ppulatin and ii) existing stakehlders in the selected cunties f the Rift Valley regin, Nakuru and Baring. The bjective is t understand the level f pverty and gender inequality f the ppulatin, with special fcus n rural wmen. A participatry research mdel f data gathering will be used, with bth quantitative and qualitative data cllecting methds. The target grup shuld be selected using natinal sci-ecnmic data which will permit stratificatin f the ppulatin in the selected districts. Data pints within the survey tls shuld at minimum reflect the baseline data cllected by HiH EA n member-basis upn registratin in HiH EA s prgram (see Appendix I), but als include a brader sci-ecnmic mapping. i) Sci-ecnmic aspects t be mapped and studied include: Levels f pverty f the ppulatin, with special fcus n rural wmen. Wrk Plan This baseline survey assignment shuld cmmence as sn as pssible and be cmpleted by end July 2014. Cnsultants are expected t prvide a clear wrk plan depending n their interpretatin f these Terms f Reference. The cnsultant s prpsal will elabrate a detailed methdlgy, including data cllectin tls and targeting mechanisms. 7. Cnsultant Skills and Experience HiH EA is lking fr a cnsultant r team f cnsultants with the fllwing skills and experience: At least five (5) years experience in cnducting baseline surveys and prgram evaluatin; Experience with prgram cycle management and interactin with key stakehlders in Kenya at bth peratinal and plicy levels; Strng research and analytical skills with special emphasis n data cllectin and analysis tls; Slid prject management and implementatin experience; 4
Fluency in English and lcal languages, including Kiswahili. Surveyrs will need t cnsider gender aspects t cnduct their interviews in rder t ensure effective utreach t rural wmen. 8.
