And we seek t influence the plicies and ways f wrking f gvernments, internatinal rganisatins like the UN and multinatinal cmpanies, t reduce cnflict risk and increase the prspects f peace. Internatinal Alert has been implementing since August 2014 the 4-year prject Tushiriki wte, in partnership with eleven civil sciety actrs in the Demcratic Republic f Cng, Rwanda and Burundi. The key prblem this prject seeks t address is wmen s ecnmic vulnerability and their exclusin frm decisin-making at all levels (frm individual, t husehld, t cmmunity, up t the prvincial, natinal and reginal levels), as main bstacles fr peace in the cuntry and in the regin. The specific bjective f the prject is t prmte wmen s civic, plitical and ecnmic empwerment thrugh knwledge, netwrking and advcacy in eastern DRC and in the Great Lakes regin f Africa. Empwering wmen as ecnmic, plitical and scial actrs will lead t mre representative institutins, hence a mre inclusive Cnglese state and a mre sustainable peaceful cexistence in DRC and in the Great Lakes regin f Africa. In rder t achieve this bjective, the prject will capitalise n a series f well-tested interventin strategies: strengthening knwledge and dialgue; netwrking and crdinatin; as well as research and advcacy. The cmbined effect f these interventin strategies will lead t the fur expected results f this prject: Page 1 ut f 7

R1. Target grups in Nrth and Suth Kivu and crss-brder areas are mre gender equitable and inclusive by the end f the prject. The first expected result will fcus n addressing the sci-cultural nrms that place men in a psitin f pwer ver wmen, giving them cntrl ver decisins and assets in the husehld and in the cmmunity. The prject will wrk in a number f territries in Nrth and Suth Kivu with cmmunity members, with university students and with wmen crss brder traders t challenge traditinal gender rles and steretypes and discuss strategies n hw t increase wmen s decisin-making pwer. R2. Target wmen in Nrth and Suth Kivu and crss-brder areas have access t mre ecnmic resurces and the skills t use them by the end f the prject. The secnd expected result seeks t imprve wmen s ecnmic cnditins by facilitating their access t ecnmic pprtunities (including imprving traders knwledge f, access t and management f credit), strengthening trader cnfidence and ability t seek cntrl ver ecnmic benefits; wrking with brder agencies and (prvincial and natinal) ministries t imprve trader security and fair treatment at the brder; and supprting their advcacy initiatives. In rder t d s, we will wrk with wmen traders, traders cperatives, micr-finance institutins and custms and brder fficials. R3. The participatin f wmen in civic and plitical life in Nrth and Suth Kivu and crss-brder areas has increased and is mre effective by the end f the prject. Alert will wrk with wmen members f the cmmunity dialgue grups and with wmen small-scale crss-brder traders s they can learn t read and write, which will allw them t play a mre active rle in taking decisins in their cmmunities. We will als wrk with peple already in leadership psitins in lcal, prvincial r natinal institutins r mechanisms t increase their sensibility twards gender issues and gd gvernance. In additin, we will wrk with yung wmen members f the student dialgue grups t increase their leadership skills. This result will als aim t supprt civil sciety rganisatins and citizens (members f dialgue grups, students, etc.) as right hlders, s they are better placed t hld the Cnglese gvernment accuntable fr cmmitments t gender equality. R4. Increased trust and imprved cllabratin n wmen s ecnmic empwerment and participatin in DRC and acrss the Great Lakes regin by the end f the prject. The wmen's mvement in DRC and reginally is weakly rganised and there are cnsiderable differences between wmen n the basis f class, ethnicity, gegraphic rigin and educatin. The prject will reinfrce existing crdinating mechanisms and prvide spaces fr dialgue at prvincial, natinal and reginal level, t reflect abut and address divisins within the mvement. The prject will als strengthen wmen traders assciatins and cperatives, and link them natinally and reginally. The target grups (direct beneficiaries) f Tushiriki Wte are the fllwing (exact number f peple will be defined in early January): Cmmunity members in Nrth and Suth Kivu (60% wmen, 40% men, f which 20% will be yung peple frm 18 t 30 years ld). The grups will be distributed in several territries acrss Nrth and Suth Kivu, and will have representatin f different ethnic grups. Students at several universities and clleges in Bukavu, Uvira, Beni and Gma (frm 18 t 25 years ld, with 60% yung wmen and 40% yung men). Wmen small-scale crss-brder traders frm brder areas f Nrth and Suth Kivu, Rwanda, and Burundi (Uvira-Gatumba, Gma-Gisenyi and Bukavu-Cyangugu). Page 2 ut f 7

Officials frm the fllwing brder services DGM, 1 OCC, 2 DGDA, 3 Hygiene Department 4 and Brder Plice, present at the brders f Uvira-Gatumba, Gma-Gisenyi and Bukavu-Cyangugu. Purpse f the baseline study The purpse f the baseline study is t determine quantitatively and qualitatively the current situatin in relatin t the main elements f the prject (gender relatins, wmen s ecnmic empwerment, wmen s participatin in decisin-making, and cmmunity rapprchement) amngst the target beneficiaries in Nrth and Suth Kivu (DRC) and crss-brder areas f Rwanda and Burundi. The survey will establish the baseline fr the prject s key indicatrs (please see methdlgy sectin fr mre infrmatin), and cnstitute the basis t measure the prject perfrmance. Even thugh the baseline study is intended primarily t facilitate the prject mnitring and evaluatin, it will als be used as an evidence-based lbbying and advcacy tl (with the pssibility f publishing a summary f the findings). 3. Methdlgy and scpe f wrk The study design and methdlgy will be discussed and agreed with the prject team and with the implementing partners at the beginning f the cnsultancy. The cnsultant will use different data cllecting methds: desk review, direct bservatin, quantitative survey, interviews, and fcus grup discussins, t establish a baseline fr the prject s key indicatrs. The indicatrs have been lcally develped with a representatin f the target beneficiaries in a participatry manner, using the apprach f everyday peace indicatrs. 5 Indicatrs have been als validated by all civil sciety partners in the start-up wrkshp f the prject. The methdlgy will fllw the fllwing steps: Preparatry phase: Key dcuments f the prject will be submitted t the cnsultant, tgether with draft questinnaires fr the quantitative surveys (fr different target grups there d be small differences), interviews and fcus grups discussins, which incrprate the different sub-indicatrs and questins referred t abve. Finalise methdlgy f the study, including but nt limited t the finalisatin f the sample size (arund 600 peple fr the quantitative surveys), the develpment f the questinnaires fr the fcus grup discussins and qualitative interviews (arund 20 FGD, and 15 qualitative interviews, t cver different key infrmants) and the finalizatin f the questinnaire fr the quantitative survey. The methdlgy will als include a prpsitin t d data cding (fr quantitative and qualitative data) and data entry. Methdlgy will need t be validated by the prject team. Submit study design fr ethical apprval Field wrk. Field wrk will take place in Nrth Kivu and Suth Kivu (DRC) and in the crssbrder areas with Rwanda and Burundi (brders f Uvira-Gatumba, Gma-Gisenyi and Bukavu- Cyangugu). During the field wrk, and with the supprt f the prject team and the civil sciety partners, the cnsultant will: Train data cllectrs Field test the questinnaire Supervise data cllectin Supervise data entry Data analysis, in cllabratin with the data cllectin team and the prject team. Draft reprt Final reprt, taking int cnsideratin tw runds f cmments frm the prject team and partners. Creative ways t present the findings wuld be encuraged, such as using audivisual supprt. The prject team, including the prject manager, the prject fficers, a mnitring and evaluatin fficer, and a senir gender and research advisr, wuld accmpany the cnsultant thrughut the implementatin f all these tasks. The cnsultant will be supervised by the prject manager. 4. Timeframe The baseline study will take place during the mnths f February and March 2015. The cnsultant will submit a wrk plan and specific dates will be agreed at the beginning f the cnsultancy. A draft reprt will be submitted at the end f data cllectin and Internatinal Alert will have a maximum f 4 weeks t submit tw runds f cmments n the baseline reprt. The final reprt must take int cnsideratin the cmments made by the prject team. 5. Final reprt The final reprt will be written in French and will be maximum 35 pages lng (withut the annexes). It must include the fllwing sectins: Executive summary (max. 5 pages) Intrductin Cntext (descriptin f the prject and the areas where it is implemented) Objectives f the baseline study Page 6 ut f 7

Requirements We are lking fr a cnsultant (r a cnsultancy firm) which lives up t the fllwing requirements: MA University degree in relevant field (gender studies, plitical science, anthrplgy, internatinal relatins, develpment studies) Prven experience in cnducting quantitative and qualitative research, and specifically cnducting baseline studies Experience with quantitative data analysis sftware, r pssibility t subcntract wrk Excellent wrking knwledge f French and English (as dcumentatin will be in bth languages), and excellent writing skills in French Reprt writing skills In-depth knwledge f the sci-cultural, ecnmic and plitical cntext f the Demcratic Republic f Cng (DRC) and the Great Lakes regin Knwledge and experience f gender sensitive appraches, including cnducting baseline studies n gender issues 7.
