Brooks, Clerk to the Council, Cllr Mrs C Bailey, PCSO Warren Carne 19/09 QUESTIONS FROM PARISHIONERS None 20/09 APOLOGIES Cllr G Beckett, PC N Harding, Mr R Kellaway. 21/09 MINUTES The minutes of the meetings held on 12 th January 2009, which had been circulated, were agreed and signed by the Chairman. 22/09 MATTERS ARISING FROM THE MINUTES OF THE MEETING OF 12 th JANUARY 2009 Paths to Partnership - Mrs Bell asked that the folder be returned to her as a parishioner had expressed interest. Four Dell Farm Application for variation of condition limiting vehicle movements this had been granted subject to a condition requiring access to be gained from the main access road only. Dogs in the Recreation ground The Clerk reported that he had put up a notice as requested reminding users that dogs should be kept to the dog walking area, but that notices asking that the wheelie bin not be used for disposing of dog faeces had been removed by persons unknown on several occasions. 23/09 PC POLICE REPORT PCSO Warren Carne passed on apologies from PC Nigel Harding, who had been injured just after Christmas and had only just returned to work. He submitted a report of crimes and accidents etc in the Parish which is attached hereto. 1

2 24/09 DISTRICT COUNCILLOR'S REPORT Mrs Bell reported as follows:- Hampshire Buildings Preservation Trust I have been appointed by Hampshire and IOW LGA to the Board of HBPT which manages historic and heritage buildings within Hampshire. The next meeting of the Board, and the first I shall attend, is on 13 March WCC Cabinet LDF (Local Development Framework) A meeting of Cabinet (LOF) of 28 January considered proposed Preferred Options for Winchester Town (and immediate area), which include the identification of Barton Farm to the north of the city for the eventual development of 2,000 homes and associated infrastructure, plus the development of a knowledge based business or science park at Bushfield Camp, the surrounding down land to be preserved as open space. No recommendations were brought forward for further development to the West, S West or S East of the city, and an assessment has been made that none of the reserve sites have yet been triggered for release as sufficient building land currently exists. The recommendations are available on the WCC website and are summarised in Parish Connect newsletter. Following Cabinet on 25 March and then Full Council on 22 April, there will be a further public consultation (May June). City Councillors will have an LDF briefing session on 11 March. Winchester Sports Stadium on 29 January Councillors visited the new Olympic standard facilities provided by the University of Winchester with support from WCC, which includes all weather pitches and athletics track, club and community facilities. An impressive local community programme is underway, as well as the business of attracting world class athletes to train at the site. WCC Customer Contact Centre opened its doors to Councillors on the evening of 20 January when the Customer Service manager outlined the centre s ethos, its achievements and future plans. The centre works closely with Communications to maintain an excellent standard of service. The Customer Contact Centre and Landlord Services (council owned housing) have since been independently assessed and given an excellent customer service rating. Refuse Collections during February snowfalls Refuse collections were temporarily disrupted during heavy snow in February. Almost all collections were completed by Saturday of the same week. All revised arrangements were displayed daily on the WCC front page, which also provided links to operators for updates on bus services, snow clearing and gritting (Hampshire Highways) and news of cancelled meetings and events, maintaining its usual high standard of communication. Planning matters: Four Dell Farm Application by AJ Blake for discharge of conditions relating to limits on vehicle movements went to HCC Regulatory Committee on 12 February. This follows from the decision by the Appeal Inspector in November not to limit vehicle movements for R&W. WCC objected, representations were made on the day by Cllr Bell, Clir Bailey, C&S PC and OCASSA and the 2

3 24/09 (Cont.) committee itself was divided. But a motion to defer was lost, and the application was then granted. Although conditions have been added re dust and maximum tonnage, HCC have allowed this mechanism to effect a new stand alone permission for the crusher operation, not subject to judicial review (hearing date 20 March.) Application to HCC for processing of wood waste WCC had earlier objected to this application, on grounds of noise, additional HGV activity and adverse impact on the character of the locality. The three parish councils were willing to support, providing certain conditions were met. After consultation had completed, a further request was added to include the use of a pelletiser and hammer drill (70dB) to produce fuel for energy generation, thus increasing the industrial aspects of the application, and requiring further noise information and environmental reports. The application which will go before HCC on 11 March with an officer recommendation to permit will grant industrial waste use to the one remaining agricultural building on the site. Application for relief of condition on hours of use of grain dryers WCC Environmental officer and Planning Case officer have made the recommendation to permit, but imposed what they consider to be reasonable and enforceable sound levels. This application will go to PDC committee on 12 March. 25/09 CORRESPONDENCE 1) St John s Farley PCc Request for annual grant of 70. It was agreed that the grant be paid. 2) Winchester Area Community Action Letter asking if the Parish Council would like to receive a short presentation relating to Community Transport Services. The Clerk was asked to consider whether this might be a suitable subject for the APM. 3) Winchester District Community History Partnership Invitation to meeting 24/03/09 Noted 4) All Saints Hursley PCC Request for payment of annual grant of 70 for each of 2008/9 and 2007/8 (the latter inadvertently not requested.) RESOLVED That the Council in accordance with its powers under section 137 of the Local Government Act 1972, authorises the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants: - All Saints PCC Grant of 140 towards magazine expenses. 5) HALC Request for payment of HALC and NALC affiliation fees ( 220) It was agreed that the fees be paid. 6) Mrs Melanie Legge seeking a grant for Neighbourhood Watch signs at Farley etc. Dealt with later. 3

4 26/09 PLANNING MATTERS The schedule of applications and decisions was noted. Applications:- Signage to side elevation (Retrospective) Pine Emporium 99 Main Road. After discussion it was decided to inform Winchester City Council that The Parish Council objects strongly to these advertisements. The size, design and colouring etc are seriously detrimental to the appearance of the building and very intrusive and inappropriate within the Conservation Area. New entrance and draft lobby with electronic opening doors to West elevation. IBM United Kingdom Ltd Hursley Park Road. After discussion it was decided that no comment should be made. Crown lift to 6m and reduce limbs towards building to allow 1.5m clearance on 1 no. Holm Oak. 79 Main Road Hursley After discussion it was decided that because this tree was so important in the street scene advice as to its maintenance could be safely left in the hands of Winchester City Council tree officers. Retention of commercial use for a further temporary period. Pine Emporium 99 Main Road No formal application had been made but the clerk read letters from the intending applicant. After discussion it was decided that the clerk be authorised to inform Winchester City Council in due course that, providing the grant of a further temporary permission would not jeopardise the eventual return of the premises to residential use then in view of the current economic situation the Parish Council would raise no objection. Action/Clerk Complaint The clerk reported receipt of a complaint about the banner tied to the Parish Hall fence advertising the nursery school. It was felt that in the interests of consistency the PHMC be asked to ensure that the banner is removed as soon as possible. 27/09 REPORT OF THE RECREATION GROUND AND ENVIRONMENT COMMITTEE Mr Fields noted that children had been practising golf in the recreation ground. The Clerk commented that notices prohibiting this had been Action/JW removed. Mr Winchester agreed to ask parents to control this activity. Action/MW Mr Waldron reported that he had received an offer from a parishioner to repaint the Parish Hall bus shelter with wood preservative at a cost of 60 to include materials. In view of the impending reopening of the hall by the Lord Lieutenant and the fact that the shelter was rather shabby, he recommended that the offer be accepted. This was agreed. 4

5 28/09 REPORT OF THE ALLOTMENTS AND CEMETERY COMMITTEE Grave Levelling - Mr Waldron reported that he had received a quote from Mr Peter Macpherson to level seven graves, raking and reseeding as necessary and to dispose of soil in sunken areas all for the sum of 125. It was agreed to accept the quote which in view of its reasonableness was Action/MW unlikely to be improved on. Action/JF Allotments Mr Fields reported that the allotments were fully tenanted although not all were fully cultivated, and there were five people on the waiting list. He favoured amending the regulations to discourage underuse and questioned whether the land opposite the Cooper plot, presently unused but reserved for future burials, could in the interim be used for extra allotments. After discussion the general feeling was in favour of this suggestion and it was decided to ask the Allotment Association to meet and come up with a formal proposal for consideration by the Council. 29/09 COUNTY COUNCILLOR'S REPORT Mrs Bailey reported that she had visited the Parish Hall on the occasion of the reopening of the nursery school and had much enjoyed the occasion. She reported that the Hampshire Action Team of County Councillors was to meet shortly to consider prioritising certain highway proposals and she would press for the suggested speed limits through Ladwell and Pitt. 30/09 REPORTS OF COUNCIL REPRESENTATIVES Mr Beusmans reported that the signpost on the triangle at the Sparsholt Road/Farley Mount Road junction had been knocked down, as had a sign by the bus stop at Standon. Mr Fields commented that the speed limit signs in Port Lane and Collins Lane were so dirty as to be illegible. Mr Waldron Action/MW agreed to report these matters to Hampshire Highways. Mr Waldron reported that the drainage works at Standon had not been carried out as expected in that the new road drains had been connected to soakaways rather than the village drain. This was being investigated. Mrs Bell reported on her attendance at a Parish Policing Partnership meeting, the minutes of which had been circulated, and drew attention to the discussions about the theft of plant, Countryside Watch and the problem of isolated rural dwellings not covered by Countryside Watch or Neighbourhood Watch 31/09 ACQUISITION OF LAND BETWEEN CHURCH DRIVE AND MEREDUN CLOSE The Clerk reported receipt of the Land Registry transfer Document and explained its import. The Parish Council would be acquiring the freehold of the land under Meredun Close and between Meredun Close and Church Drive. There were restrictions prohibiting use for anything other than amenity or recreational use or any erection on the land. The rent for the substation would henceforth be payable to the Parish Council. RESOLVED That Mr Waldron and Mrs Squire be authorised to sign as a deed the Land Registry Transfer Document in respect of Land at Meredun Close and Dolphin s Field, Hursley. Mr Waldron and Mrs Squire then signed the document. 5

6 32/09 PORTABLE SPEED SIGN Further to the discussion at the last meeting the Clerk reported that he had applied for and received a grant in the sum of 2,500 from funds within Cllr Mrs Charlotte Bailey s control and had ordered the speed sign from the recommended supplier. There were various complicated licence agreements etc to be entered into before the sign could be deployed. He was shortly to attend a further meeting with representatives of the four other Parish Councils to discuss and plan progress. Action/Clerk RESOLVED That the Clerk s action in placing an order for the purchase of a Portable Speed sign be approved and that he be further authorised to purchase such fittings as might be necessary and to enter into the necessary licences, and agreements with contractors and other Parish Councils, for the periodic movement of the sign. 33/09 NEIGHBORHOOD WATCH SIGNS AT FARLEY The application from Mrs Legge was considered and it was agreed that the Clerk be authorised to purchase seven Neighbourhood Watch signs at a cost Action/Clerk not exceeding 200 to be erected at approved positions. 34/09 FINANCIAL STATEMENT The Council received a copy of the financial statement. Authority was given for the payments listed. 35/09 ARRANGEMENTS FOR ANNUAL PARISH MEETING The APM is to take place on 18 th May commencing at 7.30 pm. It was agreed that Mr Esplin-Jones be invited to give a short talk on the recently completed building project followed by refreshments as usual to be provided from the Chairman s allowance. Food would be ordered from Hursley High Class Butchers and the Clerk agreed to acquire the wine etc. Councillors Action/All would assist in preparations. 36/09 NEXT MEETING The next meeting of the Council will be the Statutory Annual Meeting to be held on 11 th May 2009 in the Parish Hall.
