1 SOUTH HANNINGFIELD PARISH COUNCIL Minutes of a Parish Council meeting held on Thursday 7 th September 2017 in Ramsden Heath Village Hall. Present: The Chairman and Councillors Bonnett, Mitchell, Walker, Linwood, Whitehead, Black, Huntington, Vickers and Burgess. Three members of the public were in attendance and the Clerk kept the minutes. 1. Apologies for Absence Councillors Vallis and Marsello. 2. Members to Report any Gifts or Hospitalities or Declaration of Interests None. 3. Adjournment Mr & Mrs Metcalfe came to discuss their planning application at Downham Hall. 4. Approval of Minutes dated the 6 th and 27 th July 2017 Proposed as a true record by Cllr Burgess, seconded by Cllr Whitehead. 5. Matters arising from the Minutes - 6 th July 2017 a) 3-The Clerk reported that the Police Crime Commissioners Office have advised there are no current applicants for the Volunteer Special Constable vacancy. The position has been advertised on the notice boards and our website. b) 11b-Cllr Huntington requested an update regarding the car repair workshop at Mill Lane? 27 th July 2017 a) 3-Cllr Walker reported she had spoken to Claire Walker of First Buses who advised that dates and times are required in order to find out who the driver was. Cllr Walker will contact Debbie McDonald. 6. Planning - a) 17/01342/Ful North Wing, Downham Hall, Castledon Road, Downham - Change of use from residential dwelling to 5 bed B&B with a multi function venue on the ground floor. Alterations to internal layout CLLR THOMASON DECLARED AN INTEREST Cllr Bonnett dealt with this application and Cllr Thomason left the room. No Objection. b) 17/01444/Out The Orchard, De Beauvoir Chase, Downham

2 Single storey replacement dwelling No comment. c) 17/01448/Ful Garages at Nightingale Lodge, Brock Hill, South Hanningfield Conversion of existing garage block to residential bungalow including raising of roof, single storey infill extension, alterations to fenestration and associated works No comment. d) 17/01366/Ful Avonlea, 104 Downham Road, Downham First floor front extension and single storey front porch extension No Objection. e) 17/01525/Cleud The Grange, Grange Lane, Downham The erection of 3 buildings The Parish Council are disappointed that CCC did not act upon this when we reported the structures to Enforcement. f) 17/01330/Ful Copper Farm, Goatsmoor Lane, Stock Demolition of existing stables and construction of one new dwelling with associated access and landscaping - Very narrow lane. g) 17/01324/Ful 39 Church Road, Ramsden Heath Single storey side and rear extension No Objection. h) 17/01321/Ful Goatsmoor Farm, Goatsmoor Lane, Stock Two storey rear extension. Single storey rear and side extensions and front porch. Alterations to fenestration Further development in a narrow lane. i) 17/05184/TPO 105 Downham Road, Downham crown reduction by 2-2.5m oak and fell pine to ground level No objection. 7. Donation Request from the Luncheon Club The Clerk read the request, which Jenny Crewdson had sent before recess. Members agreed that as Ramsden Heath Village Hall Management Committee had already paid for the dishwasher installation, it would be best if we considered a larger donation towards their Christmas meal this year Christmas Tree Lighting The Clerk reported that this will be held on Friday 1 st December at 7pm. 10. To receive all correspondence - a) The Clerk reported that Park Lane will be closed for five days commencing 2 nd October 2017 whilst Essex & Suffolk Water undertakes a new connection. b) The Clerk referred to the London Southend Airport Flight Path Consultation document. Cllr Whitehead reported that as this will not affect us, no response will be required. c) The Clerk asked members who are cheque signatories, could they please stay behind to sign new updated forms. 11. Any Other Business - a) Cllr Vickers reported there had been 13 reported burglary incidents within the last two weeks in South Hanningfield. He has requested a

4 meeting with the Police Crime Commissioner. b) Cllr Vickers reported that he will be attending the open surgery meeting at Essex County Council on Tuesday 19 th September regarding the footpath in Middlemead. c) Cllr Whitehead reported that Chelmsford City Council will be holding a recycling open day on Saturday 9 th September 10am to 2pm. d) Cllr Black reported he has met with two representatives to date regarding quotations for the overflow car park. e) Cllrs Black and Huntington gave their apologies for the next meeting. f) Cllr Mitchell asked for an update on the mirror installation in Heath Road? The Clerk thought this would be sited on land owned by The White Horse? Cllr Mitchell thought it would be on highways land? The Clerk to speak with the Landlord of the Pub. g) Cllr Mitchell reported that parents are still parking their vehicles on the footway opposite Downham School. He would like to see some form of bollards installed. The Clerk suggested he completes a LHP request form. h) Cllr Mitchell reported that there is an article on the Billericay Face book page regarding proposed allotment gardens in Goatsmoor Lane. It is requesting residents to contribute towards funding in order to purchase the land. i) The Chairman reported that we will be holding an open discussion at our meeting of 19 th October Approved as a true record.
