He raised disappointment about HTC being asked to comment on a retrospective application. His disappointment is compounded by two factors - 1. The risk to Harwich s economic lifeline, i.e. tourism, and 2. The build having taken place before approval is granted, which is taking a risk with public money. Dr Rogers quoted from the H&M Standard, that the project was funded from the Community Initiatives Fund (CiF). His question related to section 12 of the application form regarding Flood Risk, and it states that the area is not in a flood risk area; and he asked if HTC can confirm if it s not at risk of flooding. Cllr Calver said no but HTC can ask the question and draw that point to the attention of the planning authority, whatever our recommendation. Graham Richardson, General Manager of the Mayflower Project said he was aware they are in a flood risk area and would be happy to take up any error on the application with the planning authority. Regarding the funding, Mr Richardson confirmed that part came from CiF, part from a heritage trust and large part came from the project itself. P021/16 MATTERS ARISING FROM THE MINUTES AND PREVIOUS MINUTES P022/16 PLANNING APPLICATIONS The Committee considered a schedule of planning applications for weeks ending 24 th June, 1 st July and 8 th July RESOLVED: Recommendations in Appendix A be submitted to Tendring District Council. 9

2 P023/16 DETERMINATIONS Members noted planning applications which had been determined by the Planning Authority: Notification of Appeal Decision in relation to application 15/00528/FUL, erection of a new dwelling house to the rear of 12 Wick Lane and fronting Gordon Road. Appeal Dismissed. Approval of application 16/00611/FUL - Proposed residential dwelling house, Land rear of 9 Fronks Road Refusal of application 16/00636/COUNOT - Change of use from residential care home to children s day nursery, Abbeyfields, 93 Fronks Road, Harwich. Approval of application 14/01224/FUL Conversion of existing dwelling into 4 flats with 2 storey rear extension, 25 Hill Road, Dovercourt. NOTED 16/00919/FUL J & J Holdings - Mr Dodds Pound Farm 548 Main Road Harwich Variation of condition 2 to vary approved plans to alter the number of bedrooms of some plots and removal of condition 26 regarding pedestrian access onto Clarkes Road of planning permission 12/00843/FUL. Objection. HTC object to any alteration to condition 2 without having had the specific impact of the alternations placed before HTC s planning committee for consideration. With regard to condition 26, HTC object to the removal of condition 26 as it will increase the usage of the access/egress onto the main road and have an unacceptably negative amenity aspect for pedestrians and cyclists within the proposed development WEEK ENDING 1ST July /00933/FUL Miss Chase-Gardener - Harwich Mayflower Project Harwich Goods Shed George Street Harwich Proposed new purpose designed visitors centre. No Objection with comments that HTC has been made aware of concerns regarding the statement that the site is not within an area at risk of flooding 11

4 and would request that this is investigated by TDC and that HTC is made aware of the outcome of that investigation. Furthermore to raise concern at being asked to comment on a retrospective application. No Objection 16/00908/FUL Mr C Cook Land Between 73 and 76 King Georges Avenue Dovercourt Revised application for the erection of 4 x 2 bedroom flats and 1 x 1 bedroom flat with associated parking. (Following refusal under 15/01689/FUL). No Objection - Abstained x4 Against x1 For x7 16/00942/FUL The Directors - Harwich Village Homes 298 Main Road Harwich Demolition of garages and erection of 3 bedroom dwelling house. No objection but that if the development is going to be given approval that a condition be placed that at the completion of the development the road is returned to the present condition if there is any detrimental impact upon the road as a direct result of the works as approved. 16/00968/FUL Mrs Reader 72 Valley Road Dovercourt Ramped access to front elevation.
