Failure to do so may result in the disqualification or rejection of the proposal. Attached are formal responses to all the questions that we have received through December 15, We look forward to receiving your proposals by no later than 4:00 PM on January 5, Note: Information in this addendum takes precedence over original information. All other provisions of the document remain unchanged.
2 December 15, 2011 Page Two Addendum #1 Property Tax Bill Production & Mass Mailing Questions and Answers Question #1: Who was the previous winner of the project last time? Answer: Peregrine Services, Inc. was awarded the contract for this project in Question #2: What was the cost associated with the proposal? Answer: The proposal included a cost of $5,952.00, based on a quantity of 62,000 units. This cost did not include postage. Question #3: Can it be an out-of-state Company? And does the out-of-state company need a business license for the State of Alaska? Answer: Yes, an out-of-state Company can propose on this project. An Alaska business license will not be required. Question #4: Is postage cost to be included in the per unit price? Will the cost for postage be paid at the end of the project invoice or will a check for postage be sent prior to the mailing? Answer: Yes, postage cost is to be included in the per unit price. The Borough prefers to make payment for postage after the mailing with a postal form being provided to verify the postage costs. Question #5: Can you provide samples of the tax bills and envelopes? Answer: Samples of the envelopes, tax bills (front and back) and the corresponding placement of data has been provided. An.xml sample of the data is available online (see TaxBills.xml ). Question #6: Would you need a call center customer services to take any calls from residents with questions? Answer: No, all calls concerning the tax bills are to be directed to the Borough. Question #7: In your last mailing what was the breakdown of quantities? Answer: There were approximately 19,000 addressees receiving a single bill in one #10 envelope. There were approximately 11,000 addressees receiving two to six bills in one #10 envelope. There were approximately 800 addressees receiving seven or more bills in one 9 x 12 envelope.

4 IMPORTANT PLEASE READ Taxes are payable when billed. Payment in full is due on or before October 15 and becomes delinquent thereafter. At the option of the taxpayer, taxes may be paid in two installments. If the taxpayer elects this option, the first installment of the taxes payable must be paid on or before September 15. The second installment of the taxes payable then become due on or before November 15 and become delinquent thereafter. If the first installment of the taxes payable is not paid by September 15, payment of the taxes in full becomes due on or before October 15. Envelopes must be postmarked on or before the due date to avoid penalty and interest charges. To pay taxes online go to The Borough does not assume responsibility for timeliness of postmarks. Additionally, if your assessment declaration form was filed late or involuntarily for either personal/business property a 10% late filing penalty has been added to your account. NO FURTHER NOTICES WILL BE MAILED UNLESS YOUR TAX ACCOUNT BECOMES DELINQUENT Penalty and interest are calculated as follows: Late payment penalty of 5% of the taxes due shall be added to all delinquent taxes on the day they become delinquent and an additional penalty of 5% of the taxes due shall be added to any tax more than 30 days delinquent. Interest shall be calculated at 10% per year from the date that the taxes would have ordinarily come due in accordance with KPB (A). Failure to receive a tax bill does not relieve the taxpayer of responsibility for timely payment or constitute cause for cancellation of penalty, interest or costs in cases of delinquency. Once the account becomes delinquent, payment must be received in the office by the due date shown on the bill to be considered timely in order to avoid additional charges. Special Assessments - Property owners will be billed separately from this tax bill for any special assessment that may be due. Real Property consists of land and any improvement attached to the land, such as houses, mobile homes on private lots and in mobile home parks, barns, fences, wells, septic systems, and driveways. Land and improvements are valued by a field appraiser on a regular basis. Real property assessment notices are mailed MARCH 1 of each year to all recorded property owners informing them of the assessed value upon which they will be taxed. Personal/Business Property consists of items not permanently affixed to the land, such as truck campers, boats, and assets or equipment used to operate a business. Unless otherwise exempted by Borough Code (Personal Property Tax-Exemptions-First $100,000), all personal/business property owners are required to file an assessment declaration form by FEBRUARY 15 of each year or a 10% late filing penalty will be charged. Personal/business property assessment notices are mailed APRIL 1 to all filers to inform them of the value upon which they will be taxed. Motor Vehicle Taxes are collected by the State of Alaska on behalf of the Borough at the time of vehicle registration. A standard rate table established by AS is used for the tax collected, which is then remitted to the borough less an 8% collection fee. $100,000 Exemption - The first $100,000 of assessed valuation of personal/business property, other than watercraft and aircraft, owned by each taxpayer shall be exempt from the Borough tax levy. For a taxpayer with more than one personal/business property tax account, the exemption shall be distributed pro rata amongst the taxpayer's accounts based on assessed value. In addition, the first $100,000 of assessed valuation of personal/business property, other than watercraft owned by each taxpayer shall be exempt from the Homer and Soldotna tax levy. Watercraft - Vessels having been issued an AK#, ADF&G#, Document or Official Number are considered to be watercraft. Watercraft for which all certificates of number, registrations, documentation or other form of maritime licensing or registration and the ADF&G number, if applicable, have been surrendered to the issuing authority by January 1 of the tax year shall be taxed on an ad valorem basis. Vessels for which such registration or licensing has lapsed but has not been surrendered shall NOT qualify for ad valorem taxation. Taxation on aircraft and vessels: Aircraft that have been issued an N number by the Federal Aviation Administration ("FAA") by January 1 of the tax year shall be totally exempted from ad valorem taxes for the Borough portion and shall be taxed in accordance with the Borough flat tax based on the Manufacturers Gross Weight with an Internal Load ("MGWIL"). ALL AIRCRAFT that are located within the city limits of Seward and Homer are taxed according to their full-assessed value in addition to the Borough flat tax. Aircraft located within the city limits of Seldovia and Soldotna are taxed according to the flat tax schedule below in addition to the Borough flat tax. ALL VESSELS that are located within the city limits of Kenai, Seldovia, and Seward are taxed according to their full-assessed value in addition to the Borough flat tax. Vessels 20' and over located with the city limits of Homer and Soldotna are taxed according to the city's flat tax in addition to the Borough flat tax. Vessels or aircraft NOT located within an incorporated city will be subject to only the Borough flat tax.
