1 Minutes of the Regular meeting of the Rural Municipality of Lakeview No. 337 held on in the Council Chambers of the R.M. of Lakeview commencing at 8:00 a.m. PRESENT REEVE: Mervin Kryzanowski COUNCILLORS: Donnie Linde Malcolm Evans Clifford Gryba Morris Kiland Wayne Anderson Garnet Vigoren ADMINISTRATOR: Carrie Turnbull 134/16 GRYBA: THAT the minutes of the May 11, 2016 regular meeting of Minutes council be approved as read. 135/16 ANDERSON: THAT the minutes of the June 2, 2016 Special Meeting of Council be Special approved as read. Minutes 136/16 LINDE: THAT Smart Ideas be contacted to purchase an extra office Ipad and set it up to Ipad be used by the acting administrator during the upcoming maternity and parental leave Admin by Administrator Carrie Turnbull. 137/16 ANDERSON: WHEREAS Administrator Carrie Turnbull will be commencing a maternity Acting and parental leave planned for September; Admin BE IT RESOLVED THAT the municipality hires Betty Ann Bjarnason to be the temporary Acting Administrator for the duration of Turnbull s maternity and parental leave; AND THAT her annual salary be $67,000 with 5 weeks of annual holidays; AND THAT the municipality and Betty Ann plan on a September start date with any additional worked days required before then by Betty Ann to be indemnified with time-off-in-lieu as required. 138/16 VIGOREN: THAT the gravel maps presented by the Public Works Foreman indicating Gravel approximately 12,175 yards of gravel to be applied in 2016 be accepted as presented and filed. 1
2 139/16 KILAND: THAT the May Receipts & Payments Statement and Bank Reconciliations be R & P accepted as presented, attached and form part of the minutes. Bank recs 140/16 KILAND: WHEREAS the Hendon Grid Clay Capping Project has been approved by MREP MREP for a funding extension in 2016; Enviro AND WHEREAS several environmental permitting requirements are required in order to proceed during the summer; BE IT RESOLVED THAT the municipality have AMEC complete all environmental surveys and permits as in their quoted Scope of Work at a rate of $7, /16 ANDERSON: THAT Betty Ann Bjarnason be appointed the Returning Officer for the Appoint 2016 election year. RO 142/16 ANDERSON: THAT Diane McMartin be appointed as Deputy Returning Officer for 2016; Election AND THAT Beverly Urbanoski be appointed poll clerk for Officials 143/16 EVANS: THAT the Administrator be authorized to publish the Tax Enforcement TE List for 2016 in the Wadena News August 15, 2016 and that she be authorized to delete from the list any arrears that are less than half of the 2015 levy; AND THAT the Tax Enforcement List be attached and form part of the minutes; AND THAT reminder letters be sent to all land owners on the list. 144/16 VIGOREN: THAT the Administrator be authorized to commence proceedings under Six Months The Tax Enforcement Act to acquire title for the following described lands and serve Notice the six months notice: i. PT NW W2 ii. SW W2 145/16 EVANS: THAT being a bylaw to provide for the application of mill rate 1 st reading factors throughout the municipality be read a first time. 2
3 146/16 GRYBA: THAT being a bylaw to provide for the application of mill rate 2ND reading factors throughout the municipality be read a second time. 147/16 ANDERSON: THAT permission be given for to be read a third time at this Permission meeting. UNANIMOUSLY 148/16 LINDE: THAT being a bylaw to provide for the application of mill rate 3 rd reading factors throughout the municipality be read a third and final time and adopted. 149/16 GRYBA: THAT the municipality advertise the Advance Haying Policy in the Advance June 13 & June 20 issues of the Wadena News and that the advertisement read Haying that the municipality will begin mowing RM ditches on July 15 unless notified Policy by a ratepayer of their intentions to hay a particular road side; AND THAT the advertisement also state that the bales must be picked up by August /16 VIGOREN: THAT the municipality acknowledge the 2016 Kelvington C& D Tax Levies C&D # 1 as presented and filed. 151/16 LINDE: THAT the municipality acknowledge the 2016 Spalding C& D Tax Levies C&D # 2 as presented and filed. 152/16 GRYBA: THAT the municipality acknowledge the 2016 School tax levy as follows: School mill i) Agriculture 2.67 mills Rate ii) Residential 5.03 mills iii) Commercial 8.28 mills iv) Oil & Pipelines mills 153/16 ANDERSON: THAT the administrator contact SARM to amend the Beaver Control BCP Program Application to reduce the indemnity for each beaver to $30, instead of the Payments current $35 indemnity per tail. 3
4 154/16 KILAND: WHEREAS the municipality received an invoice for fire call services on the RM WDF road approach for the NE W2; Invoice BE IT RESOLVED THAT the municipality pays the invoice and submit it to SARM s Insurance department for compensation. 155/16 LINDE: THAT the municipality orders two Slow Watch for Children signs for Signs Chad Haskey and one for Sara Airriess to be placed by their driveways located PT SW- Children W2 and NW W2 respectively; AND THAT the public works crew will erect the signs but the costs of the sign posts and the signs will be the responsibility of the ratepayer s and if they are stolen or damaged, replacement of the signs will be at their expense. 156/16 KILAND: THAT the monthly Hendon well report be accepted as presented and filed. Hendon well 157/16 VIGOREN: THAT the monthly community wells report be accepted as presented Community and filed.
