BRIEF NOTICE INVITING BID 1.0 Sealed Bid in English (One Original and ten identical copies) are invited by NLC TAMILNADU POWER LIMITED (NTPL), a joint venture of Neyveli Lignite Corporation Limited (Govt. of India Enterprise) and Tamilnadu Electricity Board, a company registered under Indian Companies act, 1956 for the EOT Crane for Workshop Building Package (TB1A) for TUTICORIN POWER PROJECT (2x500MW) AT TUTICORIN, TUTICORIN DISTRICT, TAMILNADU as per details given below: 1. Tender No : CO/CONTS/0018B /NTPL/TTPP/TB1A/2014, dt Scope of Work : The scope of work of EOT crane shall include Design, Engineering, Manufacture/ Supply, Transportation & Delivery at Site, Storage, Handling at Site, Insurance, Erection including minor civil works, Testing, Commissioning, trial operation, Guarantee and warranty of one number of Pendent Operated 15/5 Tonnes capacity DGEOT crane complete with electrical equipment and attachments as covered under this specification and crane Clearance Diagram enclosed herewith for the proposed Mechanical Workshop & Electrical Repair shop for 2X500 MW NTPL Tuticorin Thermal Power Project, Tuticorin and handing over the EOT Crane to the Purchaser. 3. OFFICE: BLOCK 1, NEYVELI , TAMIL NADU, INDIA TUTICORIN THERMAL POWER PROJECT( 2X 500 MW) NOTICE INVITING BID FOR DOUBLE GIRDER EOT CRANE FOR WORKSHOP PACKAGE (TB-1A) PRESS TENDER ENQUIRY Tender No: CO/CONTS/0018B/NTPL/TTPP/TB1A/2014 Dated: NLC TAMILNADU POWER LIMITED (NTPL), a joint venture (JV) company between NLC Limited and Tamil Nadu Electricity Board, is in the process of setting up a 2X500 MW Coal based Thermal Power Project at TUTICORIN in Tamil Nadu. Sealed Bid in English [one (1) original and eleven (11) identical copies] are invited by NEYVELI LIGNITE CORPORATION LIMITED, Neyveli on behalf of NTPL for the following work required for TUTICORIN THERMAL POWER PROJECT( 2X 500 MW) as per details given below : 1.2 SCOPE OF WORK The scope of work of EOT crane shall include Engineering, Manufacture/ Supply, Transportation & Delivery at Site, Storage, Handling at Site, Insurance, Erection including minor civil works, Testing, Commissioning, trial operation, Guarantee and warranty of one number of 15/5 Tonnes capacity EOT crane for the proposed Mechanical Workshop & Electrical Repair shop for 2X500 MW NTPL Tuticorin Thermal Power Project, Tuticorin and handing over the EOT Crane to the Purchaser. The scope of work of the Bidder shall also include the following: Supply of DSL system along with fixing brackets and accessories for power supply to the crane. Design, manufacture, supply, erection of Down Shop Lead (Angle Bus Bar/ Shrouded Bus Bar/ Flexible Festoon Cable type) along with fixing accessories Supply and laying the rails for crane wheels (Long travel), fixing bolts etc. along with other accessories Power Isolator at ground level and Indication lamps for indication of power supply on the DSL Supply of handling attachment if any as indicated in clearance diagram Supply of commissioning spares as per clause no i & ii of Technical Specification Supply of mandatory spares for two (2) years normal operation & maintenance as per Clause no of Technical Specification The scope of supply shall cover the required quantity of initial fill of lubricants, hydraulic fluid, cleaning/ flushing fluid including replenishment during commissioning and other consumables necessary for erection, testing and commissioning of the crane.

4 1.2.8 The scope of supply shall cover the necessary tools and tackles required for maintenance or testing/inspection as per clause no.2.09 of Technical Specification The scope of supply shall cover supply of required quantity of paints for intermediate, final coat and retouching Supply of drawings and documents as per clause no & of the Technical Specification The scope of work shall stand supplemented by stipulations mentioned elsewhere in this specification and any other part of the tender document Any other facilities to complete the plant as per the system requirement. Detailed scope is available in the Technical Specification. 1.3 Cost of Tender Document : 5, Bid Guarantee Amount : 1,20,000/- 1.5 Tender document sale period : From Hrs on to 17.00Hrs on Last Date and Time for receipt of bid : up to 14:30 Hrs on Date and Time of bid opening (Part I) : at Hrs on QUALIFYING REQUIREMENT FOR THE BIDDERS The Bidder should meet the following Technical and Financial requirements The bidder should have manufactured / supplied, erected and commissioned an EOT crane of minimum 10 Tonnes capacity within the last seven years and the same should have been in satisfactory operation for a minimum period of two (2) years as on the original scheduled date of bid opening The bidder shall have positive net worth as per their latest audited financial statements The Average Annual Turnover of the Bidder in the preceding three consecutive financial years as on the original scheduled date of bid opening shall not be less than Rs Lakhs Documentary evidences to be submitted along with bid: i) Copies of the purchase order / LOA, user Certificate etc. to satisfy the Qualifying Requirements mentioned in Clause ii) The bidder shall furnish his audited profit and loss account and balance sheet for the preceding three consecutive financial years to satisfy QR clauses &

5 1.8.3 Other requirements: Bidder to note the following clauses and furnish point wise confirmation of acceptance to these clauses in the Bid. i) The successful bidder shall furnish a Contract performance guarantee for a value of 10% of the total contract price in the form of an on-demand Bank Guarantee for the faithful performance of the contract after the Letter of Award (LOA). ii) The Contractor shall not Sub-contract the Contract work in whole to third parties for the performance of this contract. iii) In case, certificate(s) submitted by the Bidder is found to be a forged one/bogus one, the Bidder will not only be disqualified for the tender but also would be black listed/ debarred and Bid Guarantee amount will be forfeited by the Purchaser. iv) Notwithstanding anything stated above, NLC/NTPL reserves the right to verify all statements/ information submitted to confirm the Bidder s claim on experience and to assess the Bidder s capability and capacity to perform the contract, should the circumstances warrant such an assessment in the overall interest of the project. v) NLC/NTPL reserves the right to reject any or all bids or cancel/withdraw the Invitation for bid without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. 2.0 TENDER DOCUMENTS 2.1 The tender documents (non-transferable) can be had from ED/PBD&Contracts, Corporate Office, Neyveli Lignite Corporation Limited, Neyveli , Tamilnadu, India on payment by crossed demand draft drawn in favour of NLC TamilnaduPower Limited, payable at Tuticorin The cost of tender document may also be remitted through RTGS / NEFT mode and the UTR No. may be indicated in the tender document. The Bank commission charges will be to the account of the bidder. The remittance details shall be clearly indicated by the bidder in their offer and the qualification of the bidder is subject to receipt of cost of the tender document stipulated in the tender. 6 Tender documents shall be issued free of cost to small scale industries registered under single point registration scheme of the NSIC, provided the request is received in time with an attested copy of valid certificate of registration and the product range mentioned in the certificate is the same or similar as per the requirement of the tender document. The copy of NSIC registration certificate should be attested by any Notary Public or Gazetted Officer or practicing Chartered Accountant with seal and date. 2.2 The Tender specification can also be downloaded from NLC Website In such case the Price of the Tender Specification as indicated in NIB shall be paid in the form of Demand Draft (DD) drawn in favour of NLC Tamilnadu Power Limited payable at Tuticorin. The DD shall be submitted in part I of the Bid. Bid received without the price of Tender Document will be rejected. The small scale industries, registered under single point registration scheme of the NSIC may also download the Tender Specification from NLC Website and may submit their bid without payment towards cost of Tender documents, provided they submit an attested copies of valid certificate of their registration with the NSIC under single point registration scheme and the product range mentioned in the certificate is the same or similar as per the requirement of the tender document. The above mentioned attested copies shall be enclosed in Part-I of the Bid in separate cover super scribing over the cover Free of Cost of Tender Document. 2.3 Amendments, if any, issued for the tenders shall form part and p arcel of the tender documents/amendments will be hosted in NLC s website. Bidders are requested to visit NLC s website and note the amendments before submission of the offer. NLC shall not be responsible if any bidder omits to notice any amendments. Amendments will be numbered consecutively. 2.4 The forwarding letter should bear tender reference number and be addressed to EXECUTIVE DIRECTOR/PBD&Contracts, Corporate Office, Neyveli Lignite Corporation Limited, Neyveli , Tamilnadu 2.5 NLC reserves the right to accept/reject any bid or all bids received at its discretion or cancel/withdraw the Invitation to bid without assigning any reason thereof. No further correspondence shall be entertained in this regard. 2.6 Considering the bid qualification criteria given in the enquiry document the Bidder shall submit the bid documents on or before the scheduled date and time as specified. Any offer received after the expiry of the time specified for receiving the completed bids are liable for rejection. 2.7 Bids not meeting the requirements as stated above and without bid guarantee shall be rejected. The firms registered with NSIC are presently exempted from furnishing the Bid Guarantee, provided that such small scale units are registered under single point registration scheme of the NSIC and are valid on the scheduled date of Tender opening and the product range mentioned in the certificate is the same or similar to the tender requirements. 2.8 Telegraphic, telex, , fax, e-tender will not be accepted.

7 2.9 The scope of the work shall be on the basis of single Bidder responsibility. The Contract(s) will be entered into only with the successful bidder All other terms and conditions along with technical specifications, time schedule, Bid guarantee, validity of bid and instruction to bidders, etc. are contained in the Tender Specifications Tender documents are not transferable The Tender Specifications are meant for the exclusive purpose of bidding against the subject package and shall not be transferred, reproduced or otherwise use for the purposes other than for which these are specifically issued The Purchaser Preference as notified by the Govt. of India will be applicable in respect of Public Sector Undertakings. 3.0 TIME SCHEDULE: The completion period of the work upto successful completion of Trial Operation will be ten (10) months from date of Letter of Award (LOA). 4.0 BID SUBMISSION AND OPENING: 4.1 Proposals are to be submitted in TWO PARTS IN SEPARATE SEALED COVERS as follows: Part-I : Bid Guarantee, Documentary evidence to substantiate the fulfillment of the Qualifying Requirements (QR) & Technical and Commercial Aspects. Part-II : Prices only (Price Schedule) 4.2 The Bidder shall submit the Bid with documentary evidence establishing fulfillment of the Qualifying Requirements and as per the tender specifications. 4.3 Issuance of Tender Documents will not be construed to mean that such bidders would be automatically considered. 4.4 Purchaser reserves the right to reject any bid or all bids received or cancel / withdraw the Invitation to Bid at its discretion without assigning any reasons whatsoever. 4.5 Purchaser takes no responsibility for delay, loss or non-receipt of Tender/bid documents or any letter sent by post either way. 4.6 The Bid shall be made in Indian Rupees and payment for entire scope will be made in Indian Rupees only.

8 5.0 BENEFITS / EXEMPTIONS FOR MEGA POWER PROJECTS Ministry of Power (Govt. of India) has certified that NTPL Power Project (2Xx500 MW) fulfils the laid down criteria for Mega Power Project. Accordingly, supplies of goods for this package shall be eligible for the Benefits/Exemptions as per provisions of relevant notifications of Govt. of India.
