2 Minister s Message I am pleased to present the Department of Culture, Language, Elders and Youth s report on grants and contributions for This report summarizes the projects that were funded through the grant and contribution programs and highlights several of the projects and activities supported across the territory. The Department of Culture, Language, Elders and Youth has a special role and responsibility in the promotion of engagement in cultural activity. One of the important ways that it fulfills this mandate is through a comprehensive program of funding for arts, culture and heritage initiatives. Funding is currently provided through 20 grant programs and 18 contribution programs that support a broad range of activities including arts, culture, language, elders, youth, physical activity, sport and recreation. This funding has a significant impact on individuals and communities across the territory. It helps to transform communities by supporting programs and services that build capacity for preserving culture and traditions, while at the same time providing opportunities to explore new and innovative means to express the creativity and vitality of Nunavummiut. On behalf of the Department of Culture, Language, Elders and Youth, I want to thank the members of the working groups who generously volunteer their time to review the hundreds of applications that are received each year. I also encourage all Nunavummiut to take advantage of these funding programs and to participate in the important work of ensuring the preservation and promotion of Nunavut s unique culture and heritage. 3 Since 1999, the Department of Culture, Language, Elders and Youth (CLEY) has provided grant and contribution funding to individuals and organizations in order to promote the development of healthy and sustainable communities. Each year, the Department receives hundreds of applications for funding, and awards millions of dollars in support of a broad range of activities and initiatives including arts, language, culture, sport and recreation. 4 Program Overview Administration CLEY s Grants and Contribution Program is administered by the department s Corporate Services Division, and governed by the Grants and Contributions Policy. Applications are processed by three administrative staff (Grants and Contributions Administration Officers) whose responsibilities include the receipt and processing of applications, managing the review of applications by working groups, and forwarding working group recommendations to program directors for review and decision. In 2009, the department incorporated an appeals process into the Grants and Contributions Policy. Decisions concerning appeals are made by the Deputy Minister Overview In , the department received 785 applications which represented a 46% increase over the previous year. The total amount of funding requested was $17M dollars. The department s grants and contribution budget, including Vote 4/5 sources, was $9.1M. 5 Culture and Heritage grants and contributions support the efforts of individuals and non-profit organizations to promote understanding, awareness and enhancement of Nunavut s culture and traditions. Support is provided for activities in arts and culture, including operational funding for community libraries, radio stations, and heritage facilities. Culture and Heritage In , 124 applications for support were received and $1.9M was awarded. Core operational support was provided for 10 community radio stations, 10 public libraries and 4 community heritage facilities. Support for the arts included music camps in Igloolik and Iqaluit, and events such as the Nunavut Arts and Crafts Association Summer Showcase, the Alianait! Arts Festival, the Igloolik Arts Festival and the Omingmak Frolics. Funding was also provided to support the transfer and preservation of traditional knowledge and skills including land-based cultural retreats, drum dancing, throat singing, skin preparation, making skin clothing, and qamutik building. Night, a play written by Christopher Morris and premiered at the National Arts Centre in January 2010, toured three communities in Nunavut with support from CLEY s grants and contributions program. The bilingual, cross-cultural theatre production, which explores the clashes between Inuit and Southern Canadian culture, reached many Nunavummiut and contributed to the much needed dialogue regarding suicide. The wall hangings depict various aspects of the community s cultural heritage and were crafted by community members of all ages. The finished products hang publicly as symbols of pride for the community s cultural heritage and the value of cooperation and teamwork. Libraries funded through CLEY receive support for operational costs, salaries and supplies. This support enables libraries across Nunavut to serve the public as well as to deliver reading programs to children, and encourage literacy and bilingualism amongst people of all ages. 8 Elders and Youth Elders and Youth grants and contributions support the efforts of non-profit, community-based organizations and individuals to promote the involvement of elders and youth in cultural and language initiatives across Nunavut. Program activities include the delivery of training workshops, community-based elder and youth programs and elder and youth committees. In , 128 applications were received and over $800,000 was awarded in support of elders and youth initiatives across Nunavut. Funding was provided to support 11 elders and youth facility improvements as well as 31 elders and youth committees. Support for elder s activities included sewing programs, drum dance festivals and elders gatherings. Youth initiatives funding included land-based survival skills camps, sewing groups and support for Nunavut youth to participate in Students on Ice and Northern Youth Abroad. Through this multi-session project, four elder instructors taught youth and young adults traditional sewing skills through the creation of Inuit dolls. While learning how to work with fur, hide, sinew, fabric, thread and beads, participants gained valuable traditional knowledge that will keep the skills alive for generations to come. With its mandate to educate, motivate and inspire the next generation of leaders by connecting them to nature, Students on Ice provided participants with an overview of the diversity of the Arctic and the impacts of climate change. The presentations, workshops, lectures and hands-on research activities undoubtedly enriched the participant and as well as her community forever. 9

11 Inuit Qaujumajatuqangit contributions provide individuals and non-profit organizations with funding for the encouragement and promotion of Inuit societal values. These values are based on the principle of incorporating traditional Inuit knowledge into modern, everyday practices. It aims to strengthen the role of elders in addressing social problems and issues in Nunavut. 12 Official Languages The Official Languages Division provides internal as well as third party funding to individuals and non-profit organizations to develop, retain, promote and preserve the Inuit and French languages. It administers language services under the provisions of the Canada-Nunavut General Agreement on the Promotion of French and Inuit Languages and supports community-based initiatives that encourage the development, preservation, use and promotion of the Inuit language. In , 45 applications were received and more than $1.58M was awarded in grants and contributions for projects that focused on the promotion and protection of the Inuit and French languages. With this support, traditional Inuit stories were recorded, information on health and social services was produced in French, Inuit sign language was researched and documented and language programs for children were run throughout Nunavut. This pre-school Inuktitut immersion program fosters language and culture and builds strong foundations in participants first language. It also equips parents with the means to support this approach in the home and in the community. The success of bilingualism in Nunavut is dependent on the young population and this program is undeniably a step in the right direction. Inuktitut Language Nest Aaralaat Uqariuqsajut 11

14 Piqqusilirivvik The Piqqusilirivvik Division is responsible for the development of the Inuit cultural learning facility, Piqqusilirivvik was opened in Clyde River in April 1st, Prior to the opening of the learning facility, the division developed and ran traditional land-based programs in Clyde River, Baker Lake, Igloolik and for the first time this year, Kugluktuk. Piqqusilirivvik is using the contributions program to develop and test land based training programs that are to be added to the core curriculum and offered in various locations. In a total of 6 applications were received and over $218,000 was contributed to projects with the objective of expanding knowledge and expertise with respect to Inuit traditional ways. Specific projects included traditional Ice Fishing (with kakivak), Igluvigak Construction and Lining for Insulation, Spring Seal Hunting at Aglus and a Fall Hunting and Safe Travel program. In the spring of 2011 the first Route Based Learning Program was run from Kugluktuk along traditional routes to Great Bear Lake, to learn safe travel, ice fishing and hunting below the tree line. Spring ice fishing for char, using traditional methods to prepare fishing holes (ice chisel) and using kakivak and lures to catch the fish (instead of modern fish hooks). Development of land based training programs to be offered by Piqqusilirivvik. 13

16 Sports and Recreation The Sport and Recreation Division is responsible for the promotion, development and delivery of amateur sport, recreation and physical activity opportunities for all Nunavummiut. Grants and contributions are provided to registered territorial sport organizations, sport clubs, volunteer organizations and municipal corporations to run sport related training and development programs as well as technical development, sport development, sport events, games funding, on-going community-based physical activity initiatives and sport and recreational activities and programs. The Division also coordinates and provides funding for Nunavut s participation in multisport games such as the Arctic Winter Games, Canada Winter and Summer Games, Western Canada Summer Games and the North American Indigenous Games. In , 477 applications were received and $3.78M was awarded in support of sport, recreation and physical activity initiatives at the community and territorial levels. Funding from the grants and contributions program helped prepare athletes, coaches and officials for participation in numerous tournaments such as judo, hockey, gymnastics, curling, soccer, basketball, badminton, table tennis and wrestling. Funding was provided for facility and equipment improvements as well as cultural activities such as community feasts, the Nunavut Quest dog sled race and Inuit games. Support for pool operations, Nunavut Day celebrations and volunteer recognition was also provided. These positive participatory sport and recreation experiences helped Nunavummiut make healthy lifestyle choices to promote sport and physical activity. 15

Eight communities, including Iqaluit, Clyde River, Chesterfield Inlet, Baker Lake, Coral Harbour, Cambridge Bay, Igloolik, and Gjoa Haven, participated in the tournament. Assistance was provided for air fare for both participants and referees. 16
