AT, PT, UK, Austria: Maximum working time of Physicians Croatia: Working hours banks introduced Portugal: suspend almost 500 collective agreements on working time reduction concluded between the trade unions and the municipalities. Romania: Law no 91/2014 ensures the ability of parents to carry out one health check per child; 1 unpaid d ay off per year Portugal: Constitutional Court accepts wage nominal cuts in the public sector (following the criteria in place between 2011 and 2013) to be implemented for the years 2014 and 2015, but rules their extension until 2018 to be unconstitutional; Austria: Amendment of the anti- wage and social dumping law: Paying less than the collectively agreed rate now breaches administrative law.

11 EurWORK Quarterly reporting, first snippets from Q3 Social dialogue, collective bargaining Preagreement; gearing up for tripartite negotiations ES Further decentralisation of collective bargaining to company level No formal consultation of social partners on Partnership Agreement Spain: Government representatives, trade unions and employers organisations signed a pre-agreement with several proposals and key issues to be discussed at tripartite level. The Agreement for Employment and Social Dialogue shall be renewed before 31st December 2014, adapting it to the new economic context; for this agreement, the issue of salaries is one of the most conflictual areas. RO HU Romania: Number of collective agreements concluded at the company level, in Q2, 2014 amounted to 5290, i.e. 359 more than 2013, Q2. Statistical Bulletin in the field of labour and social protection in Q2, 2014 and Q2, Hungary: The Partnership Agreement, which sets down the development path of the country for the coming seven years, has been submitted and agreed without formal consultation with the Hungarian social partners.

12 EurWORK Quarterly reporting, first snippets from Q3 Disputes and dispute resolution Trade union protest against the Law on Social Dialogue RO Public sector industrial action/ proposal to reform dispute law Protests in relations to pay Romania Trade unions have repeatedly protested against the Law of social dialogue. Such protests are also announced for the month of October, by the National Trade Union Confederation "Cartel Alfa", in order to urgently amend the Law on Social Dialogue no. 62/2011. In addition, the leader of the confederation announced a protest demonstration on October 7th requesting the amendment of the criteria of representativeness, reinstatement of the possibility to negotiate a collective contract at the national level and a superior protection of the union representatives. UK SI, HR United Kingdom: Public sector industrial action dominated the industrial relations landscape at the start of Q3 and received much media attention. Further public sector strikes are planned for October. Much of the industrial action is being taken on the issue of pay. The Conservative Party announced proposals to reform industrial disputes law by requiring a turnout threshold to be met in union ballots and by limiting the time for which a ballot is considered legally valid. Slovenia: On 1 July 2014 some 300 miners in the Premogovnik Velenje mine went on strike for the second time this year after they had not received holiday bonuses guaranteed in their collective agreements. They were joined by an additional 600 miners. Croatia: One of the most important reasons for industrial conflicts and disagreements in Croatia is non-payment of salaries. According to the Tax Administration data a total of 7,461 employers employing 27,534 workers were not paying their workers' salaries in the first half of 2014.
