MOTION TO RECOMMEND ADOPTION of targets for System Performance, Bridge Condition, and Pavement Condition Federal Performance Measures 3. INFORMATION ITEMS Pursuant to Federal Highway Administration (FHWA) performance measures implementation requirements, the TPA is required to adopt targets for System Performance, Bridge Condition, and Pavement Condition that will be included in the Long Range Transportation Plan (LRTP) and Transportation Improvement Program (TIP). The attachment provides the adopted State targets and accompanying data. A. Lake Worth Road Multimodal Corridor Study Update Treasure Coast Regional Planning Council (TCRPC), as consultant to the TPA, will provide an update on the Lake Worth Road Multimodal Corridor Study from Raulerson Drive to S Congress Avenue. Recommendations from this study will be incorporated into the planned FDOT FY 2021 resurfacing project for this roadway segment. 2 B. Palm Tran Route Performance Maximization (RPM) Update Palm Tran staff will provide an overview of their RPM effort that went into effect in late September There is no backup for this item. C. School Hazardous Walking Conditions Analysis TPA staff will provide an overview of the school hazardous walking conditions analysis of Palm Beach County public elementary schools, per Section , F.S. There is no backup for this item. D. Draft Local Initiatives (LI) and Transportation Alternatives (TA) Program Policy Updates TPA staff will present the attached draft 2019 LI and TA program guidelines and scoring system. Also included are policy guidance items for further research. TPA staff is seeking committee feedback and will present the final program overview and scoring system in December. E. TPA s FY 19 Strategic Plan The Strategic Plan serves to focus the TPA s priorities for the current year. The Strategic Plan Committee met on August 20, 2018 to review the agency s performance for FY 18 and to identify updates for FY 19. The FY 18 report card and meeting summary are attached. TPA staff will highlight the attached FY 19 strategic plan that was approved by the Governing Board on September 20, F. Summary Points of the September 20, 2018 Governing Board Meeting 4. She noted the point of contact as Tara Applebaum, and reviewed a variety of efforts she is currently working on. She highlighted City staff received scholarships and were attending the NACTO conference in Los Angeles, California. 1.E. BTPAC Liaison's Report MR. The 22nd annual Walk to School Day is October 10, BTPAC members are encouraged to participate and encourage their local schools to plan and register their events to celebrate walking at: The next TPA Governing Board Meeting will be held on October 18 at the South County Civic Center, Jog Road, Delray Beach, FL The Palm Beach TPA has a Transportation Survey available on the TPA website at https: / / This feedback is helpful in planning the LRTP and other transportation and infrastructure related plans. FDOT has provided an updated spreadsheet that lists FDOT projects heading into the design phase. The spreadsheet serves as a tracking tool to communicate to BTPAC members which FDOT projects are on the horizon. The spreadsheet is a 3-12 month preview that will be updated quarterly. The next update will be in December. MR. LARRY WALLACE noted that the content in the spreadsheet is centered on key dates within the FDOT schedule that serve as opportunities for TPA committee members to provide input and comments. He briefly reviewed the design phases and noted key critical dates. MR. DAVID WILOCH inquired about the review process for the projects within the county. MR. HERNANDEZ noted TPA staff review the projects in the constructability phase along with other partner agencies through the Electronic Review Comments (ER() process. MS. LISA JUAN, Kimley-Horn and Associates Transportation Analyst, noted that if any members have any specific questions or concerns relating to a project, to reach out to her or Mr. Larry Wallace for more information. MR. LARRY WALLACE noted that he is the new FDOT non-voting advisory member on the BTPAC. The TPA held a local MPOAC Institute Training for Governing Board Members in May, which provided an understanding of transportation decision-making. Committee members are encouraged to visit to view the training and become more familiar with MPOs. There will be no TPA Governing Board or committee meetings held in November. The next BTPAC meeting will occur on Wednesday, December 6th. MR. HERNANDEZ stated he would be reaching out to members within the next month or so regarding the bicycle and pedestrian facilities in their municipalities. 1.F. General Public Comments and Public Comments on Action Items There were no general public comments received. 2. ACTION ITEMS 2.A RECOMMENDED ADOPTION: Targets for System Performance, Bridge Condition, and Pavement Condition Federal Performance Measures MR. UHLIR presented of this item. He noted that Moving Ahead for Progress in the 21 st Century Act (MAP-21) and Fixing America's Surface Transportation (FAST) Act legislation established five Safety Measures that state DOT's and MPO' s must address. He noted these performance measures would be updated annually and included in the Long Range Transportation Plan (LRTP) goals and objectives. He focused on the National Highway System (NHS) performance measures and targets. He reviewed pavement and bridge performance measures and targets for percent of Interstate pavements in good/poor condition; the non-interstate NHS pavements in
5 MINUTES OF THE BICYCLE/TRAILWAYS/PEDESTRIAN ADVISORY COMMITTEE I OCTOBER 4, 2018 PAGE 3 good/poor condition; and the percent of NHS bridges by deck area in good/poor condition. He highlighted the 2017 State and County targets, the State 2-year (2019) and 4-year target (2021), and the County 2 and 4-year targets. MR.UHLIR reviewed the 0-10 ratings given for substructure, superstructure and deck when measuring bridge conditions. He highlighted the good, fair and poor rating scale conditions, and noted that the ranking of seven and above is considered good condition and ranking one to four is considered poor condition. He reviewed the lowest rating bridge in Palm Beach County and noted the roadway as US-1 (SR-5). MR. UHLIR proceeded to review how pavement conditions are measured and referenced the good, fair and poor ranking scale for International Roughness Index (IRI), cracking percent, rutting, faulting and Present Serviceability Rating (PSR). He reviewed the 2017 Interstate and Non-Interstate NHS pavement conditions by MPO and noted that the TPA had 55.2% Interstate pavement conditions ranking in good condition and 44.8% ranking in fair condition, and 0% ranking in poor condition. He noted that the TPA had 40.3% Non-Interstate pavement conditions ranking in good condition and 59.2% ranking in fair condition, and 0.5% ranking in fair condition. MR. UHLIR reviewed System Performance measures and targets for percent of person-miles on the Interstate system that are reliable (Interstate LOTIR), percent of person-miles on the Non Interstate NHS that are reliable (Non-Interstate NHS LOTIR) and for Truck travel time reliability (TTIR) on the Interstate. He highlighted the 2017 State and County targets, the State 2-year (2019) and 4-year target (2021 ), and the County 2 and 4-year targets. There was a brief discussion regarding FDOT funding requirements and failure to meet targets in certain areas around Palm Beach County. Mr. Steve Anderson, Palm Tran Project Manager inquired about the possibility of recommending a motion as a committee to lower set targets regarding the system performance measures. There was a brief discussion regarding the set targets and shifting the set targets to accommodate multimodal users within the community. MOTION to recommend adoption of targets for System Performance, Bridge Condition, and Pavement Condition Federal Performance Measures. Motion by Mr. Bob Sabin, seconded by Mr. Michael Owens and carried unanimously 9-0. MR. UHLIR noted that the South Florida Regional Transportation Authority (SFRTA) and Palm Tran Transit Asset Management Plan (TAM) are forthcoming as action items to a future agenda. INFORMATION ITEMS 3.A. DISCUSSED: Lake Worth Road Multimodal Corridor Study Update DR. KIM DELANEY, Treasure Coast Regional Planning Council's Director of Strategic Development and Policy, presented on this item. She noted the Lake Worth Multimodal Corridor Study from Raulerson Drive to S Congress Avenue is being led by the Palm Beach TPA and is a multi-agency approach to incorporate recommendations for safety improvements into the FDOT FY 2021 resurfacing project for this roadway segment. She highlighted possible future considerations and provided evidence supporting the safety concerns along the corridor. She reviewed the corridor context for Complete Streets, the design speeds, arterials and collectors, minimum travel and auxiliary lane widths and medians for the C4 - General Urban Land Use FDOT context
6 MINUTES OF THE BICYCLE/TRAILWAYS/PEDESTRIAN ADVISORY COMMITIEE I OCTOBER 4, 2018 PAGE 4 classification of this corridor. She proceeded to review safety statistics and provided a detailed graphic illustrating vehicle speeds of 20, 30 and 40 MPH and the pedestrian chances of survival if hit by a vehicle at each speed. She reviewed the current speed (40 MPH) along the corridor and emphasized the speed reduction request made by the Village of Palm Springs and the City of Greenacres. DR. DELANEY reviewed the existing conditions along the corridor and highlighted the lack of pedestrian crossings and neighborhood connections. She reviewed the Complete Street design alternative emphasizing the design speed as 35 MPH, reduced center median, and the addition of a Davis Road signal and two pedestrian-only mid-block crossings. She reviewed the Complete Streets Road Diet design alternative emphasizing that local governments did not support this alternative. DR. DELANEY proceeded to review the existing traffic signals, bus stops and pedestrian crossings along the corridor and noted proposed traffic signals and pedestrian crossings. There was a brief discussion regarding the number of curb cuts in the corridor, the inclusion of bio swales and other design considerations. Another brief discussion ensued regarding the inclusion of Palm Tran and school bus shelters along the corridor, integration of a trolley system connecting Palm Beach State College, the Village of Palm Springs and John Prince Park. MOTION to request the TPA Governing Board to request that FOOT reduce the design speed to 35 mph with the suggested design recommendations. Motion by Mr. Michael Howe, seconded by Mr. Lee Lietzke and carried unanimously DISCUSSED: Palm Tran Route Performance Maximization (RPM) Update MR. ANDERSON presented on this item. He noted the RPM system modifications have been in effect since September 30th and reviewed the service changes from 1996 until present day. He provided a brief overview of transit in Palm Beach County highlighting productivity, frequency, operational cost and walkability to transit. He reviewed the goals of the RPM with the existing resources and the expected future goals. He noted the results identified approximately $5M of unproductive hours of service and proceeded to review efforts to improve Palm Trans services. MR. ANDERSON proceeded to discuss the frequency improvements and highlighted the major corridors still not fully served. He reviewed rider feedback and route productivity since March of this year. He provided examples of routes undergoing RPM changes and highlighted proposed route changes. He noted alterations in routes for the Western communities. He emphasized the proposed route (91 /94) in Boca Raton that would connect Florida Atlantic University, Tri Rail and the downtown area with a frequency of service of 20 minutes. There was a brief discussion regarding Palm Tran's annual and daily ridership, services provided for the airport.the coordination of bus shelters in the northern areas of Palm Beach County. MR. ANDERSON, clarified the focus of Palm Tran is to establish more routes in the Eastern areas of Palm Beach County. 3.C. DISCUSSED: School Hazardous Walking Conditions Analysis MS. ALYSSA FRANK, Palm Beach TPA Planner presented on this item. She provided a brief background on the House Bill 41 "Gabby's Law for Student Safety." She noted the Bill was updated to include MPOs in the School Hazardous Walking Conditions analysis process. She noted that the TPA has completed analysis of all 107 Palm Beach County public elementary schools and reviewed the analysis performed on three schools as an example: Allamanda Elementary School in Palm Beach Gardens, Barton Elementary School in Lake Worth, and Sandpiper Shores Elementary School in Boca Raton.

FRANK stated staff would be working with schools and local partners to plan, prioritize and fund projects to fix hazardous walking conditions and encouraged municipalities to apply to the TPA's local funding programs, Safe Routes to School Grant, and or the Palm Beach County Pathways Program. There was no discussion on this item. 3.D. DISCUSSED: Draft Local Initiatives (LI) and Transportation Alternatives (TA) Program Policy Updates MR. UHLIR noted this item would return in December for final policy approval. He highlighted that there are a few significant changes, including the cap for County Department submittals and that the current cap for the County submittals is six applications total. He also noted that in the past there has never been a cap on the number of projects being prioritized per round of available funding. He noted in the past this was not an issue as there were never enough applications submitted to make it competitive. MR UHLIR noted the program schedule makes specific references to the requirement of community letters of support to be included at the time of application. CHAIR TRIBOU inquired about the submission difficulty providing community support letters prior to the application deadline. MR. UHLIR clarified that the requirement for community support letters can be due at the future BTPAC meeting on April 4, MR. DAVID WILOCH inquired about the percentage of TA funds awarded in the previous year's cycle. MR. UHLIR clarified only one project in the previous year's cycle was not awarded due to low prioritization. MR. HOWE recalled that year's ago, there was a cap on the municipalities and county department applications. 3.E. DISCUSSED: TPA's FY 19 Strategic Plan MR. UHLIR presented on this item and noted it was approved by the Governing Board on Septembe~ 20, He noted the Strategic Plan is above and beyond what the agency does daily to help support the TPA's mission and vision. He highlighted the six goals that align with the TPA's FY19 ft FY20 Unified Planning Work Program (UPWP), and briefly reviewed the new objectives and targets for each goal. There was a brief discussion regarding the TPA finalizing lease agreements for 301 Datura Street in downtown West Palm Beach. 3.F.
