MOTION TO RECOMMEND ADOPTION an Amendment #1 to the FY Unified Planning Work Program (UPWP) for TPA Lease Costs The Palm Beach TPA is requesting an amendment to the FY UPWP for TPA Lease Costs. The TPA s Transition Steering Committee aroved these costs on August 15. The requested amendments are shown in strikethrough/underline format to highlight the changes from the adoted UPWP in the attachment. B. MOTION TO RECOMMEND ADOPTION of targets for System Performance, Bridge Condition, and Pavement Condition Federal Performance Measures Pursuant to Federal Highway Administration (FHWA) erformance measures imlementation requirements, the TPA is required to adot targets for System Performance, Bridge Condition, and Pavement Condition that will be included in the Long Range Transortation Plan (LRTP) and Transortation Imrovement Program (TIP). 2 3. INFORMATION ITEMS A. Lake Worth Road Multimodal Corridor Study Udate Treasure Coast Regional Planning Council (TCRPC), as consultant to the TPA, will rovide an udate on the Lake Worth Road Multimodal Corridor Study from Raulerson Drive to S Congress Avenue. Recommendations from this study will be incororated into the lanned FDOT FY 2021 resurfacing roject for this roadway segment. There is no backu for this item. B. South Florida Transit Oriented Develoment (SFTOD) Grant Program South Florida Regional Transortation Authority (SFRTA) and TCRPC staff will rovide an udate on the SFTOD grant lanning activities along the Tri-Rail Coastal Link Corridor. There is no backu for this item. C. School Hazardous Walking Conditions Analysis TPA staff will rovide an overview of the school hazardous walking conditions analysis of Palm Beach County ublic elementary schools, er Section , F.S. There is no backu for this item. D. Draft Local Initiatives (LI) and Transortation Alternatives (PA) Program Policy Udates TPA staff will resent the attached draft 2019 LI and TA rogram guidelines and scoring system. Also included are olicy guidance items for further research. TPA staff is seeking committee feedback and will resent the final rogram overview and scoring system in December. E. TPA s FY 19 Strategic Plan The Strategic Plan serves to focus the TPA s riorities for the current year. The Strategic Plan Committee met on August 20, 2018 to review the agency s erformance for FY 18 and to identify udates for FY 19. The FY 18 reort card and meeting summary are attached. ANDREW UHLIR reviewed the following from the Liaison's Reort: The Palm Beach TPA is required by federal agencies to sign assurances that all reciients of federal funds allocated by the TPA have Americans with Disabilities Act (ADA) transition lans in lace. The TPA will host a half-day worksho on October 11. Contact Malissa Booth at MBooth@PalmBeachTPA.org or for additional details. The 22nd annual Walk to School Day is October 10, Members are encouraged to articiate and encourage their local schools to lan and register their events to celebrate walking at: The next TPA Governing Board Meeting will be held on October 18 at the South County Civic Center, Jog Road, Delray Beach, FL The Palm Beach TPA has a Transortation Survey available on the TPA website, feedback is helful in lanning LRTP and other transortation and infrastructure related lans. CHAIR BAILEY roceeded to have a brief discussion with resent municiality members about their ADA Transition Plans currently in lace. He exressed his gratitude to TPA staff for reminding members of this lan. 1.F. General Public Comments and Public Comments on Agenda Items There were no general ublic comments received. 2. ACTION ITEMS 2.A. RECOMMENDED ADOPTION: Amendment #1 to the FY Unified Planning Work Program (UPWP) for TPA Lease Costs MR. NICK UHREN, Palm Beach TPA Executive Director resented a brief overview on this item. He highlighted some background and noted that the UPWP is the federal name for the TPA lanning budget that covers a 2-year eriod. He also mentioned that the requests made are in coordination with the TPA's transition into an indeendent agency. He reviewed the FY 19 request to increase the Florida Highway Administration (FHWA) lanning funds by $1.2M and decrease the Federal Transit Administration (FTA) funds by $300K. This would allow the $900K net increase to suort the TPA office buildout. He reviewed the FY 20 request to decrease FHWA lanning funds by $550K dollars, and to decrease FTA funds by $150K dollars and add a request of $600K dollars of FHWA Surface Transortation Funds for lanning and administrative costs to allow the agency to oerate indeendently. By reducing Task 6 (Administer the Agency) by $100K, the TPA would be aying lower rent cost in year two and ucoming years. MR. UHREN noted that the TPA has a transition committee consisting of six governing board members that have been meeting regularly to discuss the transition rocess. They recommended aroval to the Governing Board regarding this request. Ms. Kara Irwin-Ferris joined the meeting 9:20 a.m. MR. JORGE PEREZ inquired about variations of funding in regards to staffing and trainings. MR. UHREN clarified that minimal changes within the UPWP requires for redistribution of the funding sources available.

MO AL-TURK inquired about the TPA office remaining hosted by a county facility and the rental costs once searated from the county. He questioned whether the TPA ays fees to the county for rent, services rovided, and what the exact costs were. MR. UHREN clarified that the TPA ays the county for rent and additional services rovided. He noted that by transitioning into an indeendent agency, the TPA would not be hosted by a county facility, as the TPA would not be oerating under the county's olicies, rocedures and overall administration. He noted that the rental costs would increase by aroximately $100K. Ms. Kim Glas-Castro joined the meeting at 9:40 a.m. MR. ALEX HANSEN inquired about the shifting of funding sources (FHWA and FTA), whether there would be substantial changes and requirements transitioning from a county entity to an indeendent agency. MR. UHREN noted that the FHWA and FTA lanning funds are similar; however, there are certain things that FTA funds allow that FHWA funds do not allow. He highlighted that the agency budget is made u of aroximately 95% of the above-mentioned funds. He reviewed the request in FY 20, and reestablished that the TPA wants to use Surface Transortation funds to hel accommodate the buildout. Counterarts in large urban areas around Florida/ country have taken comarable stes. The $900K increase request would exend residual lanning funds in FY 19 to be able to use Surface Transortation funds in FY 20. MS. MARIA TEJERA inquired about the budget table for FY for Task 6. She noted the overall total and the columns on the table were not adding u. MR. UH REN noted that the total should consist of all of the columns excet the columns entitled soft match. He clarified that all federal funds are inclusive of an obligation match that is matched through the alication of toll credits reinvested into the transortation system statewide. The match is alied by the DOT to all federal highway rograms. He clarified it is not included in the total because the funds are not readily available for sending. DR. AL-TURK inquired about the TPA's overall cost for the transition and the motive for transitioning into an indeendent agency. MR. UHREN highlighted the $900K agency buildout; the annual cost and noted that ideally the agency would like to oerate with a $3M budget to cover staff costs, consultant contracts and direct exenses. MR. LAN inquired about any agency mission changes when indeendent, and about counterarts taking similar stes towards indeendence or remaining hosted by their county. MR. UHREN noted the agency wants to be strictly accountable to the Governing Board members and wants to establish a culture where the municialities, the county and the Port of Palm Beach collaboratively decide how to send the available funds, collaboratively invest into transortation, and collaboratively mitigate imacts of new develoments. If the agency were hosted solely by one entity, the agency would always be subject to only one ersective. DR. AL-TURK inquired about instances where the agency was subject to only one ersective. MR. UHREN referenced the County Imact Fee discussion and the effects of the discussion amongst municial members and county commissioners on the Governing Board. He briefly reviewed the other MPOs in Florida who have already transitioned into indeendence and highlighted the MPOs who remain hosted by their county. Mr. Khurshid Mohyuddin, reresenting the Palm Beach County Planning Deartment, inquired about the county's cash match and about the Governing Board member dues required.

He rovided examles and noted that converting from a hosted agency (county rovides cash match funds) to an indeendent agency (member dues) the county's share based on the unincororated oulation becomes a fixed share of 10% of the unincororated oulation which will be roughly $60K. He noted that this is why the county has a net decrease in dollars exended that they do not recover from the agency. MOTION to Recommend Adotion of Amendment #1 to the FY UPWP for TPA Lease Costs. RECOMMENDED ADOPTION: of targets for System Performance, Bridge Condition, and Pavement Condition Federal Performance Measures MR. UHLIR resented this item. He noted that Moving Ahead for Progress in the 21st Century (MAP-21) and Fixing America's Surface Transortation (FAST) Act legislation established five Safety Measures that state DOTs and MPOs must address. He noted these erformance measures would be udated annually and inclusive in the Long Range Transortation Plan (LRTP) goals and objectives. He focused on the National Highway System (NHS) erformance measures and targets. He reviewed avement and bridge erformance measures and targets for ercent of Interstate avements in good/oor condition; the non-interstate NHS avements in good/oor condition; and the ercent of NHS bridges by deck area in good/oor condition. He highlighted the 2017 state and county targets, the state 2-year (2019) and 4-year target (2021 ), and the county 2 and 4-year targets. MR. UHLIR reviewed the 0-10 ratings given for substructure, suerstructure and deck when measuring bridge conditions. He highlighted the good, fair and oor rating scale conditions, and noted that ranking seven and above is considered good condition and ranking one to four is considered oor condition. He reviewed the lowest rating bridge in Palm Beach County and noted the roadway as US-1 (SR-5). MR. JORGE PEREZ inquired on whether the bridges to the islands were included when rating bridges in PBC. MR. UHLIR clarified that none of the bridges crossing the lntracoastal are on the NHS system so they would not be included in this measure, but are rated by FOOT. MR. UHLIR roceeded to review how avement conditions are measured, and referenced the good, fair and oor ranking scale for International Roughness Index (IRI), cracking ercent, rutting, faulting and Present Serviceability Rating (PSR). He rovided the 2017 Interstate and Non-Interstate NHS avement conditions by MPO and noted that the TPA had 55.2% Interstate avement conditions ranking in good condition and 44.8% ranking in fair condition, and 0% ranking in oor condition. He noted that the TPA had 40.3% Non-Interstate avement conditions ranking in good condition and 59.2% ranking in fair condition, and 0.5% ranking in fair condition.

UHLIR reviewed System Performance measures and targets for ercent of erson-miles on the Interstate system that are reliable (Interstate LOTTR), ercent of erson-miles on the Non Interstate NHS that are reliable (Non-Interstate NHS LOTTR) and for Truck travel time reliability (TTTR) on the Interstate. He highlighted the 2017 state and county targets, the state 2-year (2019) and 4-year target (2021 ), and the county 2 and 4-year targets. DR. AL-TURK requested for clarification of TTTR on the Interstate Performance Measure. MR. UHLIR clarified LOTTR is defined as the ratio of the longer travel times (80th ercentile) to a normal travel time (50th ercentile). MR. HANSEN inquired about the TPA's 2017 Non-Interstate NHS Reliability ercentage of 89% in comarison to revious years. MR. UHLIR noted that the 2017 data is from an udated data source, and is more accurate than revious year's data. Staff will comile and rovide more information in the future. MR. UHLIR reviewed the final target settings and noted what would occur if set targets were not met. He clarified that the TPA does not reort to the FHWA on this and FOOT would be required to obligate more funds towards meeting measures and the TPA may need to shift use of currently rioritized funding sources to meet these targets. He noted staff recommends adotion of FOOT targets for 2019 and MR. HANSEN inquired about data resented and whether the significant changes in ercentages would alter targets. MS. KELLEY highlighted that the data rovided was from the FHWA. She noted that she would comile more information on this to distribute amongst members. MR. PATEL noted that Florida Legislature has established erformance measures and targets for FOOT for many years. He clarified that the current oerational standards are indeendent of the data collected after monitoring bridges. MR. HANSEN noted their targets are simly rojection based. CHAIR BAILEY requested more information on this item. MR. LAN inquired about the 2-year and 4-year state/county avement, bridge, and system erformance targets and their accuracy. VICE CHAIR FERGUSON inquired about set targets and how the targets coincide with the TPA's mission and vision. There was further discussion regarding NHS statistics and statewide target accuracy when considering the congestion levels in other counties. 8 MINUTES OF THE TECHNICAL ADVISORY COMMITTEE I OCTOBER 3, 2018 PAGE 6 3. INFORMATION ITEMS 3.A. DISCUSSED: Lake Worth Road Multimodal Corridor Study Udate DR. KIM DELANEY, Treasure Coast Regional Planning Council's Director of Strategic Develoment and Policy resented on this item. She noted the study is a multi-agency aroach and reviewed the need and urose. She highlighted ossible future considerations and rovided evidence suorting the safety concerns along the corridor. She reviewed the corridor context for Comlete Streets, the design seeds, arterials and collectors, minimum travel and auxiliary lane widths and medians for the C4 - General Urban Land Use FDOT context classification of this corridor. She roceeded to review safety statistics and rovided a detailed grahic illustrating vehicle seeds of 20, 30 and 40 MPH and the edestrian chances of survival if hit by a vehicle at each seed. She reviewed the current seed (40 MPH) along the corridor and emhasized the seed reduction request made by the Village of Palm Srings and the City of Greenacres. DR. DELANEY reviewed the existing conditions along the corridor and highlighted the lack of edestrian crossings and neighborhood connections. She reviewed the Comlete Street design alternative emhasizing the design seed as 35 MPH and the reduced center median, and the addition of a Davis Road signal and two edestrian-only mid-block crossings. She reviewed the Comlete Streets Road Diet design alternative emhasizing that local governments did not suort this alternative. DR. DELANEY roceeded to review the existing traffic signals, bus stos and edestrian crossings along the corridor and noted roosed traffic signals and edestrian crossings. DR. AL-TURK noted that this corridor is a state road and that FDOT is ultimately resonsible for actions taken. He clarified that Palm Beach County Engineering would be oosed to any additional traffic signals where a warrant study shows they are not needed as defined by the uniform traffic signal standards that FDOT adheres to. He stated that the Lake Worth Road worksho that he was involved in highlighted that Access Management was substandard. Lastly, he stated that imroved Access Management would hel with functionality and safety of the corridor, and that roosed narrower lanes would affect seed and caacity as well. DR. DELANEY clarified that there are concerns from the surrounding municialities regarding high seed, high volume corridors within the county. MR. CHAD GERARD noted that on Lake Worth Road ast Congress Avenue, traffic goes directly into downtown Lake Worth and there are no immediate connectors to Interstate 95. DR. AL-TURK clarified that this study does not go ast Congress. He noted years ago, he was involved in the safety lanning, and that he collaboratively worked with FDOT on traffic signals and edestrian signals for this corridor. He emhasized the need of edestrian crossings and traffic signals along the corridor. MR. O'DELL requested clarification on the reduction of design seed request. He inquired about the municialities goals for this corridor and stated that by reducing lanes and creating an urban setting, the daily traffic would naturally accumulate elsewhere. DR. DELANEY clarified that the goal is that FDOT designs the corridor based on Comlete Streets guidelines. MR. HANSEN noted that years ago, a similar study took lace along this corridor,' and he recommended that staff and FDOT look into older studies rior to altering existing conditions. There was a discussion regarding the deadlines for the design of this corridor, and available otions for ostoning the schedule for this roject.ms. CARGILL made the motion to request

There was no further discussion on this item. MOTION to request to FDOT that they imlement a 35 MPH design seed on the corridor based on requests from the two local governments. Y = Yes N = No A= Absent ABST = Abstain DISCUSSED: South Florida Transit Oriented Develoment (SFTOD) Grant Program MS. LORAINE CARGILL rovided a brief introduction on this udate. She noted that in 2015 SFRTA and TRPC received a grant from the FTA for $1.25M to hel leverage and suort TOD lanning activities along the FEC corridor. She stated outreach is currently being done and future udates are forthcoming. DR. DELANEY resented on this udate. She defined Transit Oriented Develoment (TOD) and highlighted the differences between TOD and Transit Adjacent Develoment (TAD). She noted TAD is relevant to auto oriented uses, large surface arking lots usually disconnected from adjacent sites and is internally focused and is not edestrian friendly. Mr. Jamie Brown left the meeting at 11: 15 a.m. DR. DELANEY reviewed the Tri-Rail Coastal Link System Segments, and highlighted the TOD baseline comonents, grant overview and funded activities taking lace. She reviewed the station area lans for Palm Beach Gardens and Delray Beach. She rovided roject statuses for Oakland Park, Wilton Manors, Hollywood and North Miami Beach. Mr. Alex Hansen left the meeting at 11 :32 a.m. DR. DELANEY roceeded to highlight SFTOD lessons learned thus far and categorized them into six bullets; continued TOD education, suburban to urban shifting, confidence in the future of TOD, considerations of surrounding neighborhoods, continuous building of the CS network and noting that TOD isn't a one-size-fits-all solution. Mr. Mayur Patel left the meeting at 11 :40 a.m. 3.C. DISCUSSED: School Hazardous Walking Conditions Analysis MS. ALYSSA FRANK, Palm Beach TPA Planner resented on this item. She rovided a brief background on the House Bill 41 "Gabby's Law for Student Safety." She noted the bill was udated to include MPOs in the School Hazardous Walking Conditions analysis rocess. She noted that the TPA has comleted analysis of all 107 Palm Beach County ublic elementary schools and emhasized three schools with hazardous conditions: Allamanda Elementary School in Palm Beach Gardens, Barton Elementary School in Lake Worth and Sandier Shores Elementary School in Boca Raton.

FRANK noted staff will be working with schools and local artners to lan, rioritize and fund rojects to fix hazardous walking conditions. She encouraged resent municiality reresentatives and FDOT to aly to the TPA for funding to eliminate hazards. She listed the ossible funding rograms available: TA, LI Program, Safe Routes to School Grant and the Palm Beach County Pathways Program. 3.D. DISCUSSED: Draft Local Initiatives (LI) and Transortation Alternatives (TA) Program Policy Udate MR. UHLIR noted this udate would return in December for final olicy aroval. He highlighted that there a few significant changes regarding the ca of deartment submittals and that we currently ca the county total submittals to six alications. He also noted that in the ast there has not been a ca on the amount of rojects being rioritized er round of available funding.
