MONTHLY NEWS AND INFORMATION FROM THE FUND SECRETARY If Disability Pays, The Price Paid by Firefighters and Paramedics is Too High. The Chicago Sun Times published an article about disabilities on the Chicago Police and Fire Departments on Sunday, March 1, The title of the front page article is Disability Still Pays. The article claims that our mayor s disability reform proposals have fallen short. I disagree with Mr. Nowak, Fusco and the Sun Times portrayal of our disability benefits. Mr. Fusco utilized a photo of police officer, Charles T. Siedlecki big game hunting to portray members on disability and a few instances of officers, firefighters and paramedics having moved out of the state of Illinois to portray abuse of our disability benefits as rampant and in need of reform. Abuse of fire disability benefits is not widespread, systemic or excessive. The City of Chicago has less firefighters on disability proportionately than any large City I have found. In 1999 the Fire Fund had 504 members on disability. At the end of 2014, the Fund had 330 members in receipt of disability benefits, that is a decline of over 30%. The following chart shows declines in disability over the past ten years. These numbers demonstrate that the Fund not only cares about ferreting out abuse but that the safeguards and procedures that we have in place have been effective. 2 For a fireman or paramedic to receive Occupational Disability, he must have become unable to perform his duties due to heart disease, tuberculosis, disease of the lungs or respiratory tract, cancer, AIDS, Hepatitis C or stroke and have completed seven years on the department to be eligible. Our sick members should not be portrayed as if they are abusing the system and neither should they be treated as such by the media or community they have served. For a firemen or paramedic to receive a Duty Disability, he must have become unable to perform his duties from a specific injury or cumulative injuries, or of a specific sickness which occurred in or resulted from an act or acts of duty. The retirement board carefully reviews every application to prevent abuse. Additionally, under Illinois, law, trustees of the Firemen s Annuity and Benefit Fund are required to refer to the Cook County State s Attorney, any person who knowingly makes a false statement, falsifies or permits to be falsified any record including a disability application. Over the past twelve plus years, I have participated in over 540 disability hearings. I have not always voted to grant benefits when a member applies. However, given what I have seen and heard over the years, I am grateful for the benefits we have. Our benefits are not only deserved but necessary given that we do not benefit from Social Security Disability or Workman s Compensation. As a trustee, I want to assure you that the trustees and staff of your Fund know that the cost of our members benefits too often pales in comparison to their sacrifice. Thank you. Anthony R.
