3 REPORT PREFACE The Sponsored Research Revenue: Research Funding at Alberta s Comprehensive Academic and Research Institutions report is produced annually by the Research Capacity Planning branch of Enterprise and Advanced Education. The data derived from this report comprise a component of the Ministry of Enterprise and Advanced Education s Annual Report and Business Plan. The Campus Alberta model differentiates institutions based on credentials offered, type and intensity of research activity, as well as institutional program base in relation to the breadth of other institutions within the system, geography served and client base. Campus Alberta institutions are classified into the following six sectors: 1) Comprehensive Academic and Research Institutions (CARIs); 2) Baccalaureate and Applied Studies Institutions; 3) Polytechnical Institutions; 4) Comprehensive Community Institutions; 5) Independent Academic Institutions; and 6) Specialized Arts and Culture Institutions. The data included in this report are that of Alberta s Comprehensive Academic and Research Institution s (Universities of Alberta, Calgary, and Lethbridge, and Athabasca University), and do not provide an overview of sponsored research revenue garnered from other sectors of Campus Alberta. The data collected for this report provide information consistent with the overall sponsored research revenue totals reported by the institutions to the Canadian Association of University Business Officers. This report presents a 15 year overview of Comprehensive Academic and Research Institution data, with a more detailed focus on the six year span, from to Based on competition cycles and multi-year funding, significant increases or decreases in program funding levels may take one to five years to be reflected in the sponsored research revenue data. Sponsored research revenues are those funds garnered outside of regular university operating grants. These research contracts, grants and donations are used to support the operating and infrastructure costs of research activities of the institutions. The data in this report are provided directly to the Government of Alberta by the institutions and are derived from a combination of audited financial schedules and supplemental financial reports. 3

4 DRIVING ALBERTA S FUTURE SUCCESS THROUGH RESEARCH The Government of Alberta recognizes the key role that Alberta s Comprehensive Academic and Research Institutions play in building research capacity and maintaining a strong base of research strengths in Alberta that contribute to the economic, environmental and social priorities of the province. The Government of Alberta supports world-class research and innovation in Campus Alberta. By attracting people from all over the world to contribute to Alberta s research excellence in areas of priority that contribute to a broadened economic base, efficient resource and environmental management, and healthy resilient communities, Alberta will create solutions to global challenges and improve quality of life. Alberta continues to build research and innovation capacity in core areas, such as nanotechnology, information and communications technology and omics, through contributions from Enterprise and Advanced Education, the Alberta Innovates corporations Alberta Innovates Bio Solutions, Alberta Innovates Energy and Environment Solutions, Alberta Innovates Health Solutions, and Alberta Innovates Technology Futures, and other relevant government departments. 4

5 HIGHLIGHTS 1 The following summary presents revenue data from Alberta s Comprehensive Academic and Research Institutions the Universities of Alberta, Calgary, and Lethbridge, and Athabasca University which receive research funding from a variety of sources, including provincial and federal funding programs, industry, non-profits, endowments and municipal and international jurisdictions. This diversity in funding sources highlights the competitiveness of the research capabilities in the province. Sponsored research revenue from all sources for the fiscal year was $759.6 million (Table 2). Total sponsored research revenue funding over the past 15 years shows an upward trend from to , representing a 291% increase in that time and suggesting an overall improvement in research capability, capacity and competitiveness of CARIs. However, in , sponsored research revenue attracted by the institutions fell by 10.7% when compared to funding totals. This decrease is primarily related to the completion of significant research related capital projects and a flattening research funding environment (Figure 1 and Table 1). Government of Alberta Total provincial government research sponsorship to the four institutions decreased by 14.5%, from $255.3 million in to $218.3 million in , representing 29% of all research sponsorship at the institutions in that year. Over the last six years, provincial government funding for sponsored research has decreased by 2.4% (Figure 3 and Table 3). Research funding provided by Enterprise and Advanced Education, including the Alberta Innovates corporations, decreased by 12.2%, from $172.6 million in to $151.5 million in This decrease is largely due to the successful completion of major research construction projects and the competition cycles and payment profiles of provincial programs (Table 3). In , the Alberta Innovates corporations contributed $104.6 million in sponsored research funding to the four institutions, a 7% decrease over funding of $112.1 million. The four corporations contributed 47.9% of all research sponsorship provided by the Government of Alberta in (Table 3). Research funding from other Government of Alberta contributors decreased from $82.6 million in to $66.8 million in , representing a 19.1% decrease in that year. Federal Government Federal government research sponsorship decreased by 8.8% from $323.3 million in to $295 million in This decrease is due to the flattening of federal research funding envelopes and the variability of research funding based on competitive cycles and opportunities. Federal government funding support remains the largest source of research revenue for Alberta institutions, representing 38.8% of all research sponsorship in (Figure 4 and Table 4). The Natural Sciences and Engineering Research Council and the Canadian Institutes of Health Research remain the top two federal contributors collectively, averaging 51.9% of all federal research sponsorship revenue contributions since In , the Natural Sciences and Engineering Research Council represented 1 All figures are based on the information provided in the five summary tables provided on pages of the report. 5

6 28.6% of the federal sponsorship revenue garnered by the Comprehensive Academic and Research Institutions, while the Canadian Institutes of Health Research represented 22.7% (Table 4). Other Government Jurisdictions Other government jurisdictions provided 4% of all research sponsorship to the institutions in , totaling $30.4 million (Table 2). Non-Government Sources In , research sponsorship from non-government sources to Alberta s Comprehensive Academic and Research Institutions decreased by 11.6% to $215.9 million. As shown below, this decline was primarily related to decreases in industry funding. Non-government sources represent 28.4% of all research sponsorship revenue to these institutions in (Figure 5, and Table 5). Industry support for sponsored research at Alberta s Comprehensive Academic and Research Institutions has been variable over the last six years. Support rose from $90.5 million in , to a high of $108.1 million in In , industry investment in sponsored research decreased to $59.8 million, or 31.2% from (Figure 6 and Table 5). The non-profit sector research sponsorship has steadily grown from $63.3 million in to $112.3 million in This sector represents 52% of all non-government research revenue garnered by Alberta s Comprehensive Academic and Research Institutions for (Figure 6 and Table 5). Consistent with the historical variability of this revenue source, endowment funding decreased by 40% between and , from $32.9 million to $19.6 million. Endowment revenue variability may be the result of the performance of the endowment or of allocation decisions related to the internal requirements of the institution (Table 5). 6

7 ENTERPRISE AND ADVANCED EDUCATION S SUPPORT OF RESEARCH The Government of Alberta has enhanced the research capacity at Alberta s Comprehensive Academic and Research Institutions by investing in world-class research facilities and in Alberta researchers, enabling the province to attract, retain and develop highly skilled workers to build and sustain a diversified, knowledge-inspired economy. In , Alberta continued to build research and innovation capacity in key areas through contributions from Government of Alberta departments, including Enterprise and Advanced Education and the Alberta Innovates corporations. Operating Grant Enterprise and Advanced Education provides an operating grant to each of the Comprehensive Academic and Research Institutions, which includes funding for teaching, research and administrative activities. The operating grants to these four institutions totaled $1.2 billion. The department estimates that approximately 40% of the institutions operating grants directly or indirectly support research activities in the form of faculty salaries, research-related administration and support services, maintenance and repair of facilities, operating costs and some direct research costs not covered by the research sponsorship programs detailed in this report. Support for Research Capacity Through Enterprise and Advanced Education, the Research Capacity Program supports building and maintaining research infrastructure at Campus Alberta institutions and leverages federal funding for Alberta initiatives. Over this reporting period, Enterprise and Advanced Education administered the Small Equipment Grants stream of the Research Capacity Program, a competitive equipment funding program which supports research excellence, builds innovation capacity and promotes initiatives of strategic benefit to Alberta. In , the Small Equipment Grants stream awarded $9 million to support 33 projects that bolster recruitment and retention of top faculty at Alberta s Comprehensive Academic and Research Institutions. Enterprise and Advanced Education provides funding to support the recruitment of international talent in areas of importance to the province through the Campus Alberta Innovation Program. Funding is also provided to Genome Alberta and initiatives related to the bioeconomy. Alberta Innovates The Alberta Innovates corporations, which include Alberta Innovates Bio Solutions, Alberta Innovates Energy and Environment Solutions, Alberta Innovates Health Solutions, and Alberta Innovates Technology Futures, are funded by the Government of Alberta to be catalysts of innovation and to build on Alberta s strengths in the bioeconomy, energy, environment, health and technology sectors. Alberta Innovates Bio Solutions Alberta Innovates Bio Solutions works with partners to identify, coordinate, and fund research projects to grow prosperity in Alberta s agriculture, food, and forestry sectors. In , this corporation contributed $5.5 million in sponsored research revenue to Alberta s four Comprehensive Academic and Research Institutions. Alberta Innovates Bio Solutions represents 2.5% of all Government of Alberta funding sources (Table 3). Alberta Innovates Energy and Environment Solutions Alberta Innovates Energy and Environment Solutions is a catalyst for developing innovative, integrated ways to convert natural resources into market-ready, environmentally responsible energy and is the lead agency for energy and environmental research and innovation in Alberta. In , this corporation invested $5.4 million in sponsored research funding, 2.5% of all Government of Alberta funding sources in that year (Table 3). 7

8 Alberta Innovates Health Solutions Alberta Innovates Health Solutions supports top quality, internationally competitive health research that seeks to further our understanding of health and disease, and to produce results that will make a difference to the health, economy and societal well-being of Albertans and people around the world. In , Alberta Innovates Health Solutions research sponsorship represented 29.7% of all Government of Alberta sources, contributing $64.8 million to Alberta s Comprehensive Academic and Research Institutions (Table 3). Alberta Innovates Technology Futures Alberta Innovates Technology Futures, through collaborative processes, assists researchers and Alberta businesses in bringing their ideas from bench to market. Alberta Innovates Technology Futures uses its expertise to meet the challenges of tomorrow while creating a simple way for stakeholders to access the resources they need today funding, business development, testing and commercialization support. In , this corporation contributed $28.9 million in sponsored research revenue, contributing 13.2% of all Government of Alberta sources (Table 3). 8

9 TOTAL SPONSORED RESEARCH REVENUE (Table 1) Figure 1: Total Sponsored Research Revenue at Alberta s Comprehensive Academic and Research Institutions Total sponsored research revenue funding over the past 15 years shows an upward trend from to , representing a 291% increase in that time and suggesting an overall improvement in research capability, capacity and competitiveness of CARIs (Figure 1 and Table 1). In , Alberta s Comprehensive Academic and Research Institutions received a total of $759.6 million in sponsored research funding from all funding sources. This represents a $90.8 million dollar decrease from This decrease is due to a flattening of federal and provincial research funding envelopes, the completion of major provincial research capital investments, the variability of industry funding, and the inherent variability in research funding, based on competitive cycles and opportunities. Significant increases in government funding starting in reflect the introduction of new programs at both the federal and provincial levels aimed at strategically investing in university research. This includes the introduction of the federal Canada Foundation for Innovation (CFI), significant increases to federal Tri Council agency funding and increases in provincial funding for research infrastructure. The slight decrease seen in can largely be attributed to a one-time decrease in industry funding in that year. In , sponsored research revenue funding rebounded to a total of $622.9 million, a 42.4% increase over the revenue. 9

The same time period comparison shows that provincial, industry and endowment sources are down in This is largely attributable to the completion of provincial research-related capital initiatives, and continued variability in endowment and industry funding. 10

From to , provincial funding decreased by 14.5%. This decrease is due largely to the completion of major provincial research construction projects at the University of Alberta, the flattening of provincial research funding envelopes and the variability of competition cycles and payment profiles. Research funding provided by Enterprise and Advanced Education, including the Alberta Innovates corporations, decreased by 12.2% from $172.6 million in to $151.5 million in As reflected above, this decrease is largely due to the completion of major dedicated research construction projects and the variability in competition cycles and payment profiles. Enterprise and Advanced Education funding over the past six years indicates an upward trend from to and a 9.4% decrease in funding over funding totals (Table 3). In , the Alberta Innovates corporations contributed $104.6 million in sponsored research funding to the four institutions, a 7% decrease over funding of $112.1 million, representing 47.9% of all research sponsorship provided by the Government of Alberta. This decrease is largely a result of payment profiles. Other Government of Alberta funding decreased by $15.8 million, or 19%, from $82.6 million in to $66.8 million in

Federal contributors represented 38.8% of all research sponsorship in While federal government investment decreased in both and , sponsored research revenue from the federal government increased in , rising to $323.3 million, surpassing trend expectations. The variability is largely due to annual variability in competitive federal funding cycles. The Natural Sciences and Engineering Research Council and the Canadian Institutes of Health Research remain the top two federal contributors, averaging 52% of all federal research sponsorship revenue contributions since In , the Natural Sciences and Engineering Research Council represented 29% of the federal sponsorship revenue garnered by the Comprehensive Academic and Research Institutions, while the Canadian Institutes of Health Research represented 23%. 12

13 NON-GOVERNMENT SUPPORT FOR SPONSORED RESEARCH (Table 5) Figure 5: Sponsored Research Revenue from Non-Government Sources In , research sponsorship from non-government sources to Alberta s Comprehensive Academic and Research Institutions decreased by 11.6% to $215.9 million. Non-government sources represent 28% of all research sponsorship revenue to these institutions in Funding from other income sources remained relatively stable with minor fluctuations from year to year, until , when it increased $16.8 million from funding levels, to a total of $19.7 million. In , other income contributions to sponsored research revenue increased $1.8 million over to $24.2 million. Endowments accounted for 9.1% of all non-government sources of research revenue in , or $19.6 million, down 40.5% from Alberta s Comprehensive Academic and Research Institutions have discretion to allocate endowment revenue toward a variety of activities, including research. Consequently, research sponsorship derived from endowment sources may be an indicator of the performance of the endowment or of allocation decisions related to the internal requirements of the institution. 13

Sponsored research revenues are those funds garnered outside of regular university operation grants. These research contracts, grants, and donations are used to support the operating and infrastructure costs of research activities at the Universities. The data in this report are provided directly to the Government of Alberta by the Comprehensive Academic and Research Institutions and are derived from a combination of audited financial schedules and supplemental financial reports.
