Financing Capital markets are unwilling to support longterm infrastructure projects in many developing countries. Under- Investment Under-investment in new and replacement permanent power has led to frequent breakdowns and damaging power cuts. Developed Markets De-carbonisation and ageing infrastructure in developed countries requires $trillions in investment. 28
