2 This Addendum forms a part of the contract documents and modifies the original ITB documents as noted below: Item #1 The due date for the bids is being moved out. The bid schedule is revised to amend the following dates: Deadline for Written Questions April 25, 2014@ 5:00 PM *Submit via to Rick Pearce of Purchasing Office City of Milton Addendum (on or about) April 30, 2014 (Official answers to questions and potential changes to ITB. Addendum will be posted at the same web locations as the ITB) Bids due May 8, 2:00PM Item #2 Information and Instructions, Item I from the ITB is amended to read: Item #3 I. Unless clearly shown as no substitute or any words to that effect, any items in these contract documents which have been identified, described or referenced by a brand name or trade name are for reference only. Such identification is intended to be descriptive but not restrictive and is to indicate the general quality and characteristics of products that may be offered. Each bid item for which an equivalent item is proposed will be evaluated after the bid is awarded. The contractor shall use the item identified on the plans to establish the base bid price. At the time the item is considered each proposed alternative must be individually identified with the following information: brand name, model or manufacturer s number or identification regularly used in the trade. Photographs, specifications and cut sheets shall be provided of the proposed alternative. The City shall be the sole judge of the suitability of the proposed alternative and may consider function, design, materials, construction, workmanship, finishes, operating features, overall quality, local service facilities, warranty terms and service or other relevant features. The Liquidated Damages section in the ITB and the Contract is amended to include an additional $25,000 to offset expenditures incurred by the City if the Contractor has failed to achieve Substantial Completion as provided in the Contract Documents by January 1, ITB 14 PW5 Addendum #1 Page 2 of 7

3 Item #4 Contractor shall include in the base contract additional tree removal within the undisturbed wooded area near the natural surface trail along the southern and southeastern property lines. Contractor to assume removal of approximately 45 dead or dying trees, as identified by the City of Milton Arborist, as well as cleanup of fallen trees within 15 of the natural surface trail alignment. Item #5 Plans and specifications are amended per attachment. Find a list of attachments and revisions at the end of this addendum. All plan revisions included in this addendum are clouded. Questions and Answers 1. I would like to send in a Request for Substitution for the playground equipment which I will fill out Section Could you please provide a 3D rendering of the current specified playground? Answer: Requests for Substitutions will only be reviewed after the bid is awarded, per Item #2 above. The 3D rendering of the specified playground will be provided to the selected Contractor during the pre-construction meeting for use in developing substitutions for review. 2. I could not find the following documents within the specifications. Appendices A Geotechnical Report B Playground Specifications C Geohydrology Report Answer: These sections are included in the attachment. 3. Will the City use its standby geotech/testing firm for the testing and special inspections for the Bell Memorial Park project? Answer: The City will contract separately for those services. 4. Will there be a comprehensive list of bidding GC s for subcontractors? Answer: A planholders list is available from the following: Foresite Group, Inc Peachtree Parkway, Suite 240 Norcross, GA Megan Keel, Administrative Assistant mkeel@fg inc.net 5. What is the basis of design for the turf specification? Answer: Please see attached section attached. 6. Was there a certain product that was used to create the basis for design? 4 Answer: No specific product was used to create the basis for design. 7. What is the process for asking questions After the Synthetic turf spec is issued? Answer: Refer to the revised schedule issued in this addendum. 8. How will substitutions be considered after bid? Answer: Refer to the revised Information and Instructions section regarding substitutions issued as part of this addendum. 9. Should post bid substitutions be included with a pricing sheet? Answer: Refer to the revised Information and Instructions section regarding substitutions issued as part of this addendum. 10. Is there an opportunity to provide cost saving value engineering alternates? Answer: Refer to the revised Information and Instructions section regarding substitutions issued as part of this addendum. 11. The project manual lists a geotechnical report at the end of the table of contents, but I did not find one in it. Is one available? Answer: It is included in the attachment 12. Bleachers & Benches: Are the existing bleachers & benches to be removed by the contractor to be reused in the new facility? Answer: All existing bleachers and benches are to be removed by the contractor and delivered to the City of Milton Public Works Yard located at Old Bullpen Road, Milton, GA. New bleachers and benches are proposed for the new facility, as specified in the site furnishing list. 13. Sht. C-0.3 indicates demo of sewer manholes near concession where new parking is to go. It appears this area has an underground tank & pump system. Please define the magnitude of this demo & whether the tanks have been emptied. Answer: Contractor is to pump and remove septic tank and associated pumps near the concession building. Tanks have not been emptied. Each existing house to be demolished also has an associated septic tank that must be pumped and removed by contractor. 14. Scoreboards: Are scoreboards to be included by the contractor for this project? If so please provide specification for scoreboards. Answer: Please see the site furnishing schedule C-6.2 where the basis of design scoreboard is specified. 15. Items retained by owner: Please provide a listing of what items will be removed by the owner from now until prior to demolition. Answer: Existing playground equipment will be removed by the owner. Owner will also remove one existing scoreboard and one existing scoring stand for use in a different facility. ITB 14 PW5 Addendum #1 Page 4 of 7

5 16. Area behind backstops on the new baseball/ softball fields, have a different shading and bordering. What material is to be used, (pavers or exposed aggregate) and how is this area to be bordered? Answer: Exposed aggregate concrete is proposed per detail 5/C-5 and specification section At the pre-bid meeting it was stated that Sawnee EMC would be providing the parking lot lighting. Can you provide a point of contact and proposed scope of work for Sawnee EMC? Answer: See sheet revised sheet C-3.3. Sawnee EMC will provide and install underground electrical service, transformers and light poles. Contractor shall provide specified underground conduit and coordinate installation with Sawnee EMC. 18. Since the sports fields have greater performance and safety requirements than landscaping do we use the landscaping specification for the sports fields? Answer: Please see modifications to section for specifications related to products and installation on sports fields. 19. Will there be any sports field construction specifications for the natural grass sports fields that reflect the published ASTM guides for the construction materials used for the proper construction of natural grass athletic fields which helps to insure the safety, integrity and performance of the natural grass root-zone and infield materials? Answer: Please see modifications to section for specifications related to products and installation on sports fields. 20. It is not typical to use Zoysia of any kind on athletic fields as it will not tolerate the wear of sports games very well, would it be acceptable to use 419 Bermuda? Answer: Natural turf fields will be 419 Bermuda. See sheet L Since time is of the up most importance will there be a sports field construction team prequalification standard issued to insure the integrity, safety and speed of the construction for the sports fields? Answer: See Qualifications section of revised specifications section Will there be a gravel matrix profile issued that can provide a minimum guaranteed percolation rate of 100 inches per hour and still provide ambulatory and service vehicle access without rutting for the gravel base construction of the synthetic surfaces? Answer: Please see specification section included in the attachment for specification of the drainage capacity. 23. Is it expected of the sports field contractor to use the typical and standard, tractor towed, hydraulically activated land plane laser equipment in the establishment of the final subgrade and final finish elevations? Answer: Yes, see modifications and additions to section attached. 24. The details on C-6.3 and specification are conflicting. Also, calls for two different framework strengths, Group 1C-L and Group 1A, in section 2.3. The details and specs differ in post sizes and dimensions, post footings, and fabric diameter (0.192 vs. 9 gauge). Please specify the correct fence specs to be installed. 6 Answer: Omit Group 1A. Posts shall be 4 O.D. throughout. Fabric diameter to be 9 gauge, except where 6 gauge is noted on lower portion of backstop fencing per detail 3/C Post footing widths shall be four times the post width. Footing depth for 6 and 8 height fence shall be 3, and footing depth for backstop fencing shall be as indicated on detail 3/C-6.4. Gate post footings shall be 3 deep. 25. The note on 6-C-6.3 says to see site plan for noted vinyl coated locations, but the site plan does not specify vinyl coated or galvanized. Is all fencing vinyl coated? Answer: All chain link fencing is to be black vinyl coated C-6.3 calls for bottom tension wire and bottom rail, could you specify which is supposed to be used? Answer: A bottom rail is desired for all chain link fences. 27. Insurance Requirements: Paragraph 4, Other Insurance Provisions, Section (a) article (v). Our insurance company has never seen nor understands the verbage pay on behalf. Please indicate the intent of this statement? Answer: The insurance carrier would defend and pay a claim on behalf of the insured who would not be out of pocket for anything. Typically the "pay on behalf" language enables the insurance carrier to manage and control the claim. 28. We are being told that cross liability exclusions will not be removed from any policy. Please explain the necessity or intent for this? Answer: A cross liability exclusion relieves the insurer of any duty to defend a named insured against a suit brought by another named insured. 29. Please confirm if you have a minimum pile height and ounce weight on your synthetic turf. Answer: Please see specification section included in the attachment.
