More than 10,000 of our members studied with us last year and we have over 20,000 CPD members. EXCELLENCE IN EDUCATION A RECOGNISED COLLEGE OF UCD As a recognised college of University College Dublin (UCD) and the standout banking industry educator, we offer qualifications of the highest standard. 3 Introduction WHO IS THIS PROGRAMME FOR? There have been significant changes in the regulatory landscape for banks in recent years. These include the Central Bank of Ireland s revised Corporate Governance Code issued in 2013 and Basel III coming into force in the EU via CRDIV from 2014 with major implications for capital, funding and leverage. With increased volume and complexity of regulation it is critical that banks have the ability to respond by understanding and managing risks in a more integrated manner and identifying the operational risks inherent in their business. The Professional Diploma in Governance and Risk is specifically designed to enhance your professional practice in this constantly evolving area, equipping you with the necessary skills and knowledge. The programme provides a detailed understanding of regulation and the practical implications for financial services organisations. This Professional Diploma is designed to meet the needs of individuals who have a direct interest in the strategic management of risk in a financial institution. It adopts an enterprise integrated risk management perspective, and is fundamental to those charged with the management of a financial institution s risk appetite and the alignment of risk appetite with the institution s strategic planning process. HOW YOU WILL BENEFIT This programme will enable you to: - Critically appraise the theory and practice of corporate governance in the context of risk management - Understand the implications of regulation for risk management, including its development and implementation - Explain and discuss the importance of an integrated enterprise wide risk management framework in addressing the topic of a financial organisation s risk appetite - Understand the quantitative and qualitative regulatory requirements in the areas of liquidity and capital management and how these are intended to influence balance sheet structures and behaviours - Appreciate how the new Single Supervisory Mechanism (SSM) will change the approach to regulation in the EU. The programme is especially relevant to those charged with the management of an institution s enterprise integrated risk management system. It will also appeal to those with broader risk management or finance experience who have an appreciation of this important area and who wish to gain a deeper understanding of this. Professional Diploma in Governance and Risk Introduction
4 Curriculum You will study four modules as follows: 01 Regulation, Organisational Design and Corporate Governance 02 Operational Risk Management 03 Enterprise Wide Integrated Risk Management 04 Bank Asset and Liability Management Module 01 Overview REGULATION, ORGANISATIONAL DESIGN AND CORPORATE GOVERNANCE 03 ENTERPRISE WIDE INTEGRATED RISK MANAGEMENT This module addresses regulation and regulatory processes with particular emphasis on their influence on risk management methodology and practice. It outlines the rationale for regulation and the regulatory processes at both EU and national level. It critically reviews current and proposed regulation in as much as it addresses risk management and critically analyses risk management within regulation in the context of the financial crisis. It also provides an overview of corporate governance. The objective of this module is to introduce you to the development of Enterprise Risk Management (ERM) in financial services. ERM seeks to consider all risks in a holistic way in order to identify gaps in risk management and opportunities to diversify across risks. The module will address the origins of ERM, review known ERM frameworks and how such frameworks are implemented. Other topics considered are risk integration and aggregation, the application of economic capital and the risk appetite of an organisation. 02 OPERATIONAL RISK MANAGEMENT 04 BANK ASSET AND LIABILITY MANAGEMENT This module introduces you to operational risk as a discipline in its own right. It discusses operational risk management concepts and themes, components of an operational risk framework and examines operational risk loss data trends and related issues. The module summarises the Basel operational risk treatments and explains operational risk capital calculation methodologies. It considers the practical aspects of operational risk techniques through the use of external case studies, including the evaluation of key lessons from major events. This module aims to give you a sound understanding of the impact of regulation from an asset and liability management (ALM) perspective as well as to explore some of the financial stability considerations of the ALM risks that banks may take. Topics covered are developments in liquidity and funding regulation as well as capital management. The financial stability component will focus on systemic risks and the perspectives of regulators and central banks. Professional Diploma in Governance and Risk Curriculum
