2 ADVERTISEMENT NORWALK HOUSING AUTHORITY REQUEST FOR CONSULTANT SERVICES AT LUDLOW COMMONS The Housing Authority of the City of Norwalk (NHA) is seeking proposals from firms that will assist in the preparation of state applications, design and construction monitoring services for energy and physical improvements at Ludlow Commons. These funds will be used to implement several capital improvement measures at Ludlow Commons as part of a holistic effect to reduce utility consumption throughout and address physical needs. The scope of these services and responsibilities is generally described under the Scope of Services section in the RFP. It is subject to change, however, based on the identified needs, opportunities and constraints and according to the discretion of the Norwalk Housing Authority. 3 NORWALK HOUSING AUTHORITY REQUEST FOR CONSULTANT SERVICES AT LUDLOW COMMONS The Norwalk Housing Authority was chosen by The Connecticut Housing Finance Authority (CHFA) and the Connecticut Clean Energy Finance and Investment Authority (CEFIA) for a demonstration program at Ludlow Commons with the following goals: Understand how to reliably underwrite energy efficiency improvements and provide allowances for additional capital improvements based on being able to reliably model, specify and achieve cost savings from the energy improvements. Establish when and how to optimally select between or layer the various financing options including CHFA funding, C-PACE funding and other sources of capital. Establish a clear process for benchmarking, identifying, underwriting, implementing, commissioning, and measuring energy efficiency improvements. Recommend improvements for new or existing energy financing programs relative to design standards, program guidelines, underwriting, etc. to be adopted, as appropriate, by CHFA, CEFIA, and other funding programs in Connecticut to support coordinated, streamlined, customer-friendly programs that also ensure quality energy improvements and outcomes. Establish case studies and meaningful energy performance data, based on the results from the Demonstration Program, to showcase and demonstrate the benefits of energy improvements to multifamily housing. With the above understanding The Housing Authority of the City of Norwalk (NHA) is seeking proposals from Consultants that will assist in the preparation of all necessary documents, applications to finance the energy and capital improvements necessary at Ludlow Commons. Once funded the consultants will work with the Authority in the implementation of Energy Efficient and Physical improvements. The scope of these services and responsibilities is generally described under the Scope of Services section in the RFP. It is subject to change, however, based on the identified needs, opportunities and constraints and according to the discretion of the Norwalk Housing Authority. A. SCOPE OF SERVICES The selected firm will be responsible for the preparation of all necessary documentation to request and secure funding from the various state agencies, for the energy and physical improvements and implement a wide variety of review and oversight duties on behalf of the NHA. Those responsibilities will be within the following related areas of activity. 1. Scope of Consultants Services Prepare and Submit to DOH and CHFA on behalf of the NHA Pre-development loans this year for Ludlow Commons Prepare and submit applications under the State Sponsored Housing Portfolio (projects that need funding for interim capital needs due February 4, 2015). Prepare all construction documents and estimates needed for applications Update estimate & schedule as required. 3
4 Prepare construction documents for bids in accordance with state regulations. Provide supervisory personnel or construction inspection services as required by the owner. Provide project management as required by the owner. Review and verify progress requisitions. Attend project meetings. Evaluate construction progress and update schedules. Review and make recommendations on all proposed change orders. Assist in interpreting plans and specifications. Assist in preparation of punch lists. Assist owner in close out procedures. The NHA recently had an energy audit performed at Ludlow Village in cooperation with CHFA that identified several work items that were cost effective. They are as follows: Replace existing roof and install Solar PV s Replace boilers and hot water heaters Replace lighting fixtures Replace shower heads/faucets Replace refrigerator s Go to front load washer/dyers Install variable speed drive on one circulator PROPOSALS ARE DUE August 12, 2010 at 4:00 PM. (Three copies is required) Each proposal shall contain the following information: 1. Your firm s history and experience, especially in Connecticut, including resumes of the firm s key personnel who would be assigned to this project. Please identify all Connecticut projects with which your firm has done in the past 3 years. 2. A listing of previous experience with State and/or Federal (HUD) governmental agencies if not listed in one herein above. 3. Identification of the project team, including Architects, engineers, contract administration specialist that would be assigned to this project and what projects in one (1) and two (2) above project members were involved in. 4. A listing of fee schedule for services and hourly rates of the person or persons that will be assigned to these projects. 5. Any other information you deem relevant 4
5 B. PROJECT DESCRIPTION Ludlow Commons, also referred to as Ludlow (Commons) Square Congregate, is a 44(1BR) unit congregate housing development for elderly residents. The development comprises a former school building that has 4 stories and the grounds of a gently sloping site in a mixed use commercial/multi-family residential area in East Norwalk, Connecticut. The site is on Roger Square, at its intersection with Emerson Street, adjacent to Ludlow Village along the eastern property line. Norwalk Harbor is approximately a ½ mile southwest of the property. Underground utilities include water, sewerage, natural gas and electrical service. The NHA recently had a Physical Needs Assessment perform by CHFA identifying capital needs over a 20 year period, which is attached. The development has also been destination as an at risk development by CHFA. B. SELECTION CRITERIA Evaluation of responses to this RFQ will be based on the information provided in the submittal package, and if applicable, interviews. NHA reserves the right to request additional information or documentation from the firm regarding its submittal documents, personnel, financial terms, or other items in order to complete the selection process. Staff will evaluate all responses to this RFQ that are received on or before the stated deadline. Based on the initial evaluation, the staff may: 1. Make a recommendation to NHA's Commissioners. 2. (a) Request additional information from the proposer whose responses appear to have the greatest likelihood of success; and/or (b) Invite one or more proposer whose responses appear to have the greatest likelihood of success to attend a meeting to discuss their proposal. D. ADDITIONAL REQUIREMENTS: Prior to signing a contract with the Norwalk Housing Authority, the Consultants shall furnish evidence of the following forms of insurance from a company with B+ or better rating in the current edition of Best s Rating Guide which must be maintained through completion of work. 1. Professional Liability Minimum Coverage $500, Comprehensive General Liability with broad form Comprehensive General Liability endorsement and auto (non-owned and hired) Minimum Coverage $1,000, Worker s Compensation and Employer s Liability Minimum coverages: $100, each employee, $500, policy limit. 4. Automotive Liability (owned vehicles) if applicable. Minimum Coverage $1,000,
