BRIER DRIVE, SAN BERNARDINO, CA (909) FAX (909) INVITATION FOR BIDS Project Number: PC414 Project Name: Abatement/Abandonment of Transite Water Line and Installation of New Water Line at Colton Senior Citizen Housing Complex, Colton, CA Issue Date: January 8, 2009 The Housing Authority of the County of San Bernardino (HACSB) is presently seeking bids for the Abatement/Abandonment of Transite Water Line and Installation of New Water Line for the above referenced development. This site is currently under modernization and is located at 539 E. B Street, Colton, California. 1. All interested Licensed Plumbing Contractors are encouraged to submit a bid no later than Thursday, January 22, 2009, at 2:00 p.m. The abatement of the transite pipe will have to follow HUD/EPA protocol in residential units. A copy of the plans for this job will be available upon request. The successful bidder chosen must provide Workers Compensation and Liability Insurance. 2. A Hygienist will be hired by the Housing Authority to perform monitoring of the work and to verify that the abatement is being done correctly. 3. All work to be performed in accordance with plans, specifications and requirements as approved by HACSB and Musser Architects prior to commencement of all work. All linear footage information is strictly an estimation it is the sole responsibility of the contractor to verify prior to submitting their proposal. Contractor shall possess the appropriate California Contractors License at the time any contract is awarded. Davis-Bacon Prevailing Wages will be required to be paid for all work performed under this Invitation for Bids. Current Wage Determinations may be obtained directly from the website at It shall be mandatory upon the Contractor to whom any contract is awarded and upon any Subcontractor under him to pay not less than said specified prevailing rates to all laborers and mechanics employed by them in the execution of the contract. The work shall consist of the provision of all permits, materials, labor and equipment to perform the complete work as identified in the Scope of Work for this bid. Contractor will be responsible for following all items addressed in the Scope of Work, specifications, and all applicable laws, codes, regulations and any manufacturer s recommendations.

All such requests must be in writing by , mail, fax or hand delivery and submitted to the HACSB no later than 2:00 PM, Tuesday, January 12, All questions and clarifications will be answered in one written addendum, to be issued no later than Wednesday, January 13, 2009, to all respondents who have been duly recorded as having received a copy of the HACSB s IFB distribution log. It is the HACSB s intent to award a single contract to the lowest responsive bidder, which submitted the lowest Total Bid for the scope of all the work at the designated sites. If any of the required items are not submitted, incomplete, or submitted on any other form other than those provided, the bid will be considered non-responsive and will be disqualified. 3 No bid shall be withdrawn for a period of one hundred twenty (120) days subsequent to the opening of the bids without the consent of the HACSB. Additional requirements may be imposed as necessary to satisfy all statutory requirements which may attach to the work needed to be performed. The HACSB reserves the right to reject any or all bids, to accept the bid best suited to its needs, or to waive any non-statutory informality in the bidding. Complete removal of the existing transite water pipe from point of connection at the alley (E-8) to the North end of the South East wing (K-13). Approximately 240 linear feet. Proposal to include all necessary labor, equipment and material to complete such work. All demolition of this section to be completed within 15 calendar days from start date. 2. Abandon the existing transite water pipe at the East, North East, North and West elevations of the project. Provide a per foot unit cost to remove any section of existing transite water pipe found in these areas less than 12 in depth from the existing grade level. 3. Provide new 3 water pipe as listed on construction drawings and/or approved equal per plumbing submittals. New water line will consist of approximately 1160 linear feet adjacent to abandoned transite pipe locations and will include all completed connections to existing City water hook ups and well as all completed on site water pipe connections to provide a complete installation. 4. Abandon approximately 4 linear feet of transite pipe supplying two (2) separate lines to court yards. Provide new water lines, stub outs and connections between new and existing in these areas. All work to be performed in accordance with plans, specifications and requirements as approved by HACSB and Musser Architects prior to commencement of all work.
