2 ENERGY MANAGEMENT SERVICES REQUEST FOR PROPOSAL Work Objective The City of Bismarck is soliciting proposals for comprehensive energy management services for selected city-owned facilities. The project goal is to provide an energy management tool that will provide energy information analysis, energy efficiency benchmarking, energy profile development, energy savings tracking and various reports including usage trends, cost per square foot, cost per productions unit and weather normalization. Background Information The City of Bismarck will receive allocated funding from the United States Department of Energy for energy efficiency activities to decrease energy consumption, improve energy usage and reduce energy costs through energy efficiency improvements in buildings. The City has selected twelve (12) buildings for the project. See Attachment A for building detail. Drawings are available for most of the facilities. Project Budget The proposal must include a not-to-exceed amount for the task and deliverables as outlined in this request for proposal. The proposal must be broken down by task, the estimated number of hours to complete, and cost per square foot. Attachment C illustrates the format to be used for the budget. Task The work products anticipated will include a examination of our current process, cost structure, and future opportunities for comprehensive energy management services: A. energy information analysis B. energy efficiency benchmarking C. energy profile development D. energy savings tracking and various reports including usage trends E. cost per square foot F. cost per production unit and weather normalization Deliverables Provide the necessary technical consultant services and energy management tool that will provide energy information analysis, energy efficiency benchmarking, energy profile development, energy savings tracking and various reports including usage trends, cost per square foot, cost per production unit and weather normalization for city facilities. The final analysis must be provided in both written and electronic format.

Understanding of Project and Proposed Work Approach 4. Knowledge of Regulations and Local Conditions 5. Project Personnel Assignments and Qualifications 6. Project timeline ADDITIONAL INFORMATION If it becomes necessary to revise any part of this RFP or otherwise provide additional material information, an addendum will be issued by the City and furnished to all firms that have received a copy of this document. All proposals become the property of the City of Bismarck and are subject to disclosure as required by the North Dakota Century Code and ordinances, regulations, and policies of the City of Bismarck. The City is not and will not be liable for any cost(s) incurred by respondents in the preparation of responses to this RFP. The City reserves the right to waive any irregularities or reject any and all proposals if it is determined to be in the best interest of the City of Bismarck.
