1 RESPONSE INDEMNITY COMPANY OF CALIFORNIA MOBILE HOME PROGRAM POLICY TERM A policy may be written for a term of 12 months. Renewal policies will be based upon the rates and forms in effect on the effective date of the renewal. WHOLE DOLLAR PREMIUM RULE All policy and endorsement premiums will be a full dollar amount. For this purpose, an amount of fifty (50) cents or more will be rounded to the net whole dollar. MINIMUM PREMIUM RULE A minimum written premium of $75 applies for each policy A minimum retained premium of $35 applies for each policy POLICY FEE $20 per policy fully earned CHANGES All changes requiring premium adjustment will be computed pro-rata. All changes will be based upon the rules rates and forms in effect on the effective date of the change. WAIVER OF PREMIUM RULE If a policy change results in a premium increase of less than $5, this adjustment will be waived. CANCELLATIONS At cancellation, unearned premium will be computed on a pro-rate basis. The mobile home must be rated based on the principal occupant. CA (RR) or 10
2 Secondary/Seasonal Residence A home that is not the insureds primary residence but one that is used on an intermittent basis by the insured or the insured s immediate family for vacation, weekend, or recreational purposes. Residence may not be rented to others. Rental Unit is rented to others for monetary compensation. Protected Protection Class 1-8. Mobile home must be within five miles of a Fire Department and 1000ft from a fire hydrant. Unprotected All other risks. Preferred Park A Mobile Home Park which: 1. Has at least 51 spaces, 2. Has a full-time resident manager and security, 3. Is completely fenced with paved and lighted streets and off-street parking, and 4. An enforced skirting requirement. Standard Park A Mobile Home Park which: 1. Has at least 25 occupied spaces, 2. Has a full-time resident manager, Private Property All other than Preferred Park or Standard Park INSURANCE TO VALUE Mobile Home, Adjacent Structures, and Personal Effects are to be insured to their Actual Cash Value. If the mobile home has recently been purchased, use the purchase price (less any finance charges) as the base value. Additions attached to the mobile home should be considered in the value of the mobile home. The ACV rule applies to all Programs ecept for the Preferred Program. On the Preferred Program, mobile homes must be insured to their estimated Replacement Cost. An estimate of Replacement Cost will be required. The estimate of replacement cost shall be based on an estimate of the cost to rebuild or replace the mobile home taking into account the cost to replace the single mobile home being evaluated, as compared to the cost to replace multiple mobile homes. We require the use of a company authorized, industry standard tool which is compliant with CCR Section PROGRAM RATING PROCEDURE All Programs 1) Determine the use of the home and determine proper program to place the risk 2) Determine the location of the risk (County, Territory, Type of Park or Private Property) 3) Determine the age of unit and age of insured 4) A. For Preferred determine the Replacement Cost of the Mobile Home B. For Standard Program determine the ACV or Replacement Cost (if purchased) C. For Rental/Vacant determine the ACV 5) Based on the factors above calculate the appropriate base premium 6) Add together the applicable credits (up to 15%) and apply to the base premium 7) Determine the deductible and apply any adjustment 8) Add any optional coverages and rates 9) Add the Supplemental Heating Surcharge (if applicable) 10) Add the policy fee 2
3 PREFERRED PROGRAM ELIGIBILITY Mobile home must have a minimum Replacement Value of $25,000 Mobile home must be 1970 or newer (no restriction in Preferred Park as defined by Company) Mobile home may be located in a subdivision of 20 spaces or more Mobile home may be located on private property if all of the eligible criteria have been met Mobile Home must be owner occupied as a primary or seasonal/secondary residence of the insured and the mobile home, roof and premises must be in good to ecellent condition and show proper maintenance. o Roofs should not ehibit missing, damaged or curling shingles or damage to any part of the roofing system. No more than two layers of roofing. o Siding and trim should not show evidence of mold, rot, or deterioration. No part of the siding system should be missing. o Windows and doors should be secure with no broken or missing components o Porches, decks, patios, yard, walkways/driveways, etc. must be undamaged and free from debris o Stairs with more than three steps or porches/decks greater than 3 feet from the ground require handrails or railings which are complete and in good repair. o Landscaping must be trimmed and maintained with no tree overhand above roof o Mobile Home must be a minimum of 385 square feet. 8 UNDERWRITING RULES NATURAL CATASTROPHES BINDING HURRICANES AND TROPICAL STORMS: No new policies, binders, increases in coverage will be accepted in counties where a Hurricane Watch, Hurricane Warning, or Tropical Storm Warning has been issued by the National Weather Bureau. Restrictions are only lifted once the weather event has diminished and the National Hurricane Center no longer classifies the event as a hurricane or tropical storm. FLOOD WARNING: If flood coverage applies, no new policies, binders, or increases in coverage will be accepted when flooding is within five miles of the mobile home. EARTHQUAKE RESTRICTIONS: If earthquake coverage applies, when a major earthquake occurs the Company will impose binding authority restrictions in affected areas. Binding authority will be restricted when an earthquake reading 5.0 or greater on the Richter scale occurs. Binding authority will be restricted for the day of the quake and for 3 days following the quake. An aftershock reading 5.0 on the Richter scale or greater will be considered a new earthquake and will result in a new period of suspended binding authority. The restrictions will apply to all counties located within 150 miles of the earthquake s epicenter. All restrictions also apply to any requests to increase coverage. Renewals are not affected by these restrictions. COVERAGE LIMITS Maimum Limits Mobile Home: $300,000 in Preferred, $200,000 in Standard Program, $80,000 in Rental/Vacant Unattached Adjacent Structures: 60% of the Mobile Home limit or $25,000 maimum per structure. All structures other than private garages, fences, freestanding carports, and utility sheds must be individually described including an individual limit. Personal Effects: G r e a t e r o f $25,000 or 75% of the Mobile Home limit Personal Liability: $300,000 without prior approval from Company. TRAVEL TRAILERS Must have: Wheels removed; anchored or tied down; hooked up to permanent utilities (water, sewer, electricity) and not reliant on selfcontainment facilities such as holding tanks or portable generators. Photos must be provided at time of binding. Homes must be fully skirted. TIE DOWN REQUIREMENTS All units must be tied down with tie-downs designed and manufactured with a tensile strength (ultimate breaking strength) of 4,800 pounds. All adjacent structures and additions including epandos and tip outs must be tied down as well. Both ends of adjacent structures must be tied down and one additional tie down must be installed for each space of 20 feet between the two tie-downs on the end. Over-the-top straps or vertical bars can be substituted on any structure where frame tie-downs cannot provide the proper stability and protection. PHOTO REQUIREMENTS Photos are required on the follow risks: Homes located on Private property Auiliary heating devices showing the stove or fireplace as well as inside and outside venting. Photos required only for non-factory or unknown installation source. Units that have been substantially modified Swimming pools, hot tubs, trampolines, and other hazards on the premises 8
9 UNDERWRITING REPORTS Credit reports will be ordered when applicant has a lapse in coverage greater than three months. The credit report will only be used to verify information shown on the application. Loss History reports will be run as necessary to verify prior loss information as well as paid amounts. RELOCATION If the mobile home is relocated the Company must be notified in advance and the premium adjusted if necessary. SUBMIT TO COMPANY Applicants that have had a loss to any property in past 5 years. Describe loss and amount paid. Applicants that have had a mobile home/dwelling policy cancelled or non-renewed for underwriting reasons (ecept age of unit) during the past 5 years. Homes that are custom built, homemade, substantially modified, or joined together. Photos must be included. Homes with 3 or more steps or over 3 feet on any eit without a handrail Homes with attached or unattached structures (other than porches, decks, awnings, skirting, or carports) that are not factory or contractor built. Homes with a wood or pellet burning device. Homes located in a Special Flood Hazard Area as designated by the NFIP, or that are 1,500 feet from a lake, pond or creek. Homes that are owned by a corporation or property sold on a land contract Homes with horses, livestock, or any farm animals on the premises. Any premises with 5 or more acres Any additional structure valued over $25,000 or 60% of the Mobile Home limit Risks where the value of personal effects eceeds the greater of $25,000 or 75% of the Mobile Home limit UNACCEPTABLE RISKS Applicants with duplicate coverage Homes without permanently installed water, electricity, and sewage utility services Applicants convicted of arson, fraud or a felony Homes that have been salvaged or have eisting structural damage Homes under construction or major renovation Homes that are vacant or in foreclosure. Vacant homes may be written in the Vacant program. Isolated homes that are not easily accessible by public roadways Homes with coal burning stoves, kerosene heaters, portable space heaters, heat reclaiming devices, homemade heating devices, or any potentially hazardous supplemental heating device. Homes where the primary source of heat is a wood or pellet burning device Homes with fireplaces that were not installed by the manufacturer or a license contractor Homes with fuses or polybutelene pipes Homes or structures used to store flammable or eplosive materials Homes located in a designated flood hazard area (100 yr flood plain) by the NFIP. Flood must be ecluded. Homes located within a wildfire or brush hazard area Homes located on an island, key, peninsula or within 1000 ft from any river or body of saltwater Homes with more than 2 lienholders. Two lienholders are acceptable if one is a financial institution. Homes with business, childcare, homecare, lodging, or farming activities conducted on the premises. Risks with unattached adjacent structures not incidental to the use of the home as a dwelling including: o Any structure that eceeds 1000 square feet in floor area o Unattached structure that is a home, site-built house, barn (livestock structure), or used as a living quarters o Greenhouses that are made of glass o Seawalls Risks with an awning made of cloth or canvas Homes with wood shake shingles as a roof covering or used decoratively on sides of the mobile home. Any premises with a swimming pool or hot tub that does not have a four-foot fence with self-locking gate or any pool with a swimming pool or pool slide. Liability must be ecluded. Any premises with activities being conducted on it, such as woodworking, cabinet making, auto repair, chemical processing or if the home is attached to a tavern or restaurant. 9
10 Any premises with a trampoline. Liability must be ecluded. Any premises with a dock, pier or boathouse. Liability must be ecluded. Homes without permanently installed steps at all entrances. Liability must be ecluded. Applicants who own, keep, or shelter any of the following breeds: Akitas, Chows, Dobermans, Great Danes, Pit Bulls, Rottweilers, Wolfs or Wolf Hybrids, any mi of these breeds. Any animal with a previous bite history or any eotic animals (snakes, monkeys, etc). Risks with more than 2 horses. Risks may be written if the Animal Liability Eclusion is attached. The maimum liability limit for the policy is $50,
