1 26. MEMBERS AMENITIES SECTION 26.1 Main Functions: M.A. Section, which is basically a service-oriented Section, has been dealing with accommodation and other amenities for Members of Rajya Sabha. During the year 2016, this Section dealt with the following items of work : - i) Organizing meetings of the House Committee, Rajya Sabha and the meetings convened by the Chairman, House Committee with the representatives of the agencies providing services to Members, such as CPWD, NDMC, MTNL etc. ii) Allotment of transit/regular accommodation to Members on their election to Rajya Sabha. iii) Allotment of guest accommodation to Members on request, in Western Court iv) Hostel, V.P. House, North Avenue, South Avenue etc. Allotment of accommodation to Members and their guests in State Guest Houses/Circuit Houses in various States, for temporary stay. v) Coordination with CPWD for the regular upkeep and maintenance of bungalows, flats, suites, servant quarters, motor garages belonging to the Rajya Sabha Members Housing Pool. vi) vii) viii) ix) Allotment of electrical gadgets to Members. Coordination with NDMC for connection/disconnection of electricity/water and attending to the complaints of M.Ps. Coordination with MTNL for providing landline telephone, Mobile phone, Internet and Broadband facilities to Members. Transport arrangements for Members of Rajya Sabha, to and from Parliament House/Annexe to Members residential localities. x) Issue of individual plastic laminated CGHS Cards to sitting Members of Rajya Sabha and their dependent family members, and referral letters for their treatment/tests in private recognized hospitals/diagnostic centres. xi) Facilitating allotment of Defence discarded Jeeps, Jongas, Motorcycles and Ambassador Cars to Members by the Minsitry of Defence House Committee: The House Committee under the Chairmanship of Shri V.P. Singh Badnore, M.P. held three meetings during the year to discuss the following matters :- Date of Meeting Main Agenda 27 th January, 2016 Enhancement of security arrangements in MPs' residential areas Supply of unfiltered water at bunglow no. 76, Lodhi Estate residence of Smt. Renuka Chowdhury, MP. Revision of guidelines regarding allotment of accommodation. Monkey menace in MPs' residential areas. 12 th April, 2016 Management of monkeys and dogs in MPs' residential areas. 1 st July, 2016 Tariff for the high speed broadband on FITH (Fibre to the House) by MTNL. Estimate for 1,62,70,717/- & 18,46,320/- for upgradation/renovation of flat nos. C-102, C-302, C-304, C-404, C-501 & C-704, SWAJAS. Estimate for 40,00,000/- for provision of two lifts in 'C' Block, SWAJAS Complex. Estimate for 14,42,240/- for provision of solar energy for compound 195

2 lighting at the residences of 9 Members of House Committee. Request of Shri Rajiv Pratap Rudy, Secretary, Constitution Club of India for handing over of Gymanasium and Multi purpose hall of SWAJAS Deluxe, Dr. B.D. Marg to Consitution Club of India. Request of Member for providing of shed in front of bungalow No. 1, Kamraj Marg. Shri Om Prakash Mathur, Member, Rajya Sabha was nominated as member of the House and also appointed as its Chairman w.e.f. 19 th July, The Committee held one meeting under the Chairmanship of Shri Om Prakash Mathur to discuss the following matters :- Date of Meeting Main Agenda 30 th August, 2016 Presentation on re-development of North Avenue Flats. Estimates for 85,13,900/- for carrying out face lifting work at SWAJAS. Request of some Members residing in SWAJAS Deluxe for not transferring Multi purpose Hall of SWAJAS Deluxe, Dr. B.D. Marg to Constitution Club of India. Status of construction/provision of separate entry gate for SWAJAS Deluxe. Status of construction of additional car parking for 14 flats of SWAJAS Deluxe. Status in respect of the estimate for 8,40,549/- for provision of heat reduction treatment over roof of Brahmapura and false ceiling in master bed room of flat no. 801, Brahamputra. Status provision of barbed wire fencing with steel gate between Brahmaputra and Cauvery, Dr. B.D. Marg, New Delhi. Status of provision of 49 ACs at the residences of the Members of Rajya Sabha. Status of provision of 55 climatizers at the residences of the Members of Rajya sabha. 196

General upkeep and maintenance of flats allotted to Members of Rajya Sabha CPWD Structural safety of bungalow no. C-1/19, Humayun Road, allotted to Shri Prabhakar Kore, MP Estimate for 1,62,70,717/- for upgradation/renovation of flat nos. C-102, C-302, C-304, C-403, C-404, C-501 & C-704, SWAJAS, Dr. B.D. Marg. Expediting the habitability of accommodtions. General upkeep and maintenance of flats allotted to Members of Rajya Sabha CPWD Power point presentation on re-development of North Avenue and south Avenue flats Estimate for 3,99,630/- for beautification of MPs' flats at Dr. B.D. Marg and BKS Marg by providing and planting decorative plants Allotment of flats/bungalows/servant quarters, motor garages and accommodation for guests and other purposes: During the year - 23 Bungalows, 30 Flats, 3 Suites, 26 Servant Quarters and 15 Motor Garages were allotted to Members of Rajya Sabha, out of the Rajya Sabha Pool. 72 newly elected Members of Rajya Sabha were provided transit accommodation in State Bhawans at Delhi. 165 requests for allotment/extension of temporary accommodation in V.P. House/North Avenue/South Avenue/Meena Bagh for guests of Members of Raya Sabha were approved requests were received from Members of Rajya Sabha for allotment of temporary guest accommodation in Western Court Hostel, out of which 1311 requests could be met and the guests were provided temporary accommodation. 51 requests received from Members of Rajya Sabha for providing accommodation to them/their guests in the State Guest Houses and Circuit Houses in various States were forwarded to the respective State Guest Houses/Circuit Houses Maintenance of flats/bungalows/suites of the Members of Rajya Sabha: M.A. Section continued to look after the maintenance of residential units for the Members of Rajya Sabha, in coordination with the CPWD authorities. Proposals for electrical and civil works in the residences of the Members of Rajya Sabha, involving estimated expenditure of 2,47,83,320/- and 2,90,95,241/-, respectively, were received and placed before the Chairman, House Committee for obtaining administrative approval and expenditure sanction. Thereafter, the administrative approval & expenditure sanction were conveyed to CPWD authorities to take further necessary action. All such estimates approved by the Chairman, House Committee were ratified by the Committee in the subsequent meeting. 197

4 A number of requests were also received from the Members for carrying out minor civil works and maintenance/beautification of lawns etc. in their bungalows and flats and in the areas adjacent to MPs residential localities, which were taken up with the Directorate of Horticulture, CPWD, for necessary action Allotment of electrical gadgets to Members: During the year, 89 window type air-conditioners/split air-conditioners, 25 refrigerators, 13 room coolers, 1 ceiling fan, 7 water coolers, 10 geysers, 17 room heaters, 20 aquaguard/ro Systems, 2 oil type heat radiators, 99 climatizers and 12 inverters were sanctioned by the Chairman, House Committee to be provided at Members residences by the CPWD Telephones, Mobile Phones and Broadband facilities at Delhi and permanent/usual Place of Residence of Members: All requests received for installation/shifting of new telephone connections at Delhi/ Usual Place of Residence of the Members of Rajya Sabha were attended to promptly by this Section, under the Housing and Telephone Facilities (Members of Parliament) Rules, 1956, as amended and were forwarded to the Liaison Officer (Telephones), Parliament House Annexe, New Delhi, for necessary action. During the year 2016, 70 requests for landline telephones at Delhi/Usual Place of Residences of Members, 20 requests for shifting of telephones to newly allotted residences, 66 requests for mobile phone connections and 38 requests for internet/ broadband connection were forwarded to MTNL/BSNL for necessary action. Further, the quality of services provided by MTNL/BSNL were monitored/ reviewed from time to time Medical facilities for Members of Rajya Sabha and issue of CGHS Cards to sitting Members of Rajya Sabha and their family members: The Members of Rajya Sabha are entitled to Medical facilities under the CGHS. The Members continue to avail of these facilities from the CGHS Wellness Centres at Parliament House/Parliament House Annexe, North Avenue, South Avenue, Telegraph Lane, Pandara Road, etc., and also from Ayurvedic Dispensary in North Avenue, set up under the Scheme. A number of requests for referral letters to avail treatment in the private CGHS recognized/government/referral hospitals are also received from Members of Rajya Sabha. During the year 2016, 177 referral letters were issued to Members of Rajya Sabha for treatment / investigation facilities in private CGHS recognized hospitals/diagnostic centres. Members and their dependent family members have also been provided with individual plastic laminated CGHS Cards. During the year 2016, 185 individual plastic laminated CGHS cards were issued to sitting Members of Rajya Sabha and their dependent family members. According to standing instructions issued to various Government Hospitals in Delhi, the hospital authorities were requested to intimate about the admission of Members of Rajya Sabha to their hospitals, to the officers of M.A. Section in the Rajya Sabha Secretariat. Accordingly, during the year, 11 hospitalized Members were visited and their health status reports were submitted for information of Secretary General/Hon ble Chairman, Rajya Sabha Transport arrangements for Members of Rajya Sabha to and from Parliament House/Annexe to Members residential localities: A fleet of eight Toyota vehicles and eight drivers are available for providing transport facilities to Members of Parliament between Parliament premises and the areas of their residences in Delhi. 5 drivers of the vehicles have been provided with mobile phones, which are re-charged every month. Efforts were made to provide transport facilities to Members of Parliament without any complaints Allotment of Defence discarded vehicles:- During the year 2016, 6 requests were received from the Members of Rajya Sabha for release of Defence discarded Jeeps, Jongas, Motor Cycles, Maruti Gypsies and Ambassador Cars, and all such requests were forwarded to the Ministry of Defence for necessary action Coordination with NDMC in connection with various amenities/facilities for Members of Rajya Sabha: This Section informs the Liaison Officer, NDMC posted in Room No.314, Parliament House Annexe about the allotment/cancellation of Government accommodation to Members, for the purpose of connection/disconnection of the electricity and water supply. The Section forwarded 20 requests of Members to NDMC for installation of electricity/water meter at their residences in New Delhi. 7 complaints received from M.Ps. pertaining to civil/electrical wings of CPWD were also pursued with NDMC Budget allocation: This Section was allocated the following budget during the year for meeting the expenditure under different heads:- Sub-head 02 Members Office Expenses 02 Members Other Administrative Expenses Amount Sanctioned (in Rupees) Expenditure incurred till (in Rupees) Purpose 40,00,000/- 25,68,866/- Purchase/maintenance of eight vehicles being used to provide transport facilities to MPs. 1,00,000/- 85,204/- Refreshment Bills pertaining to House Committee Major achievements during the year The following are the highlights of the work done during the year 2016:- (i) (ii) (iii) Efforts were made to expedite the re-development of North Avenue & South Avenue M.Ps. Flats. House Committee, Rajya Sabha in its meeting held on 18 th September, 2013 had given in principle approval for re-development of the existing old flats at North Avenue by demolishing the same in phases. In the first phase, it has been decided to demolish flat nos. 1-64, North Avenue. The Committee also approved the revised plan of the project in its meeting held on 30 th August, By demolishing the existing single flats, duplex flats having basement and state of the art facilities would be constructed. CPWD will go ahead with the construction work after getting LBZ clearance from Prime Minister's Office, approval of plan from various agencies such as Delhi Urban Art Commission, NDMC etc. Efforts were made to expedite the renovation work of the suites belonging to Rajya Sabha Pool in Western Court Hostel in harmony with the heritage character of the building. Initiatives were taken up with Delhi Police and CPWD for enhancement of security arrangements in MPs' residential areas. 199

6 (iv) Initiatives were taken up with CPWD for improvement of general upkeep/maintenance of suites in Western Court Hostel & V.P. House and Flats/bungalows situated at various M.Ps. residential areas. (v) Initiatives were taken to purchase a new vehicle (Innova Crysta) in lieu of old condemned vehicle (quails-no. 2CL6855), to provide transport facility to Members of Parliament between Parliament premises and the areas of their residences in Delhi. 200
