3 ACHIEVEMENTS WITH RST ASSISTANCE - SEP 2016/SEP 2017 Assisted in PAR: the functional review and approval of the new functional structure for MoI, developed the TORs for the new reformers in the 3 pilot Directorates, developed functions for pilot Directorates; Developed NTSU 2030; in the final stage of approval; DRAFT LAW CONCERNING REGULATIONS OF AUTOMOBILE TRANSPORT (Directives 92/6/ЕС, 96/53/EС, 99/62/EC, 2002/15/EС, 2003/59/EС, 2006/22/ЄС,2009 /40/EC, Regulations 3821/85, 561/2006, 1071/2009, 1370/2007, 165/2014); Approval of the draft of the Decree with the Cabinet of Ministry of Ukraine concerning creating a Maritime Administration of Ukraine and Statute of Maritime Administration of Ukraine); Developed the draft law on road concessions and registered with the Verkhovna Rada;

4 ACHIEVEMENTS WITH RST ASSISTANCE - SEP 2016/SEP 2017 Analysis of International Maritime Organization recommendations, assistance in establishment of EDGE office; Attracted $1,000,000 in grants and aid in conjunction with Dnipro Development Initiative in Ukraine, successful coordination of the DDI; Anti-corruption Programme for the MIU developed and approved according to EU standards and based on corruption risks assessment Developed pipeline of projects attracted 40 mln EUR grants and 40 mln loan funding for infrastructural bottlenecks elimination; Developed concept and approval of pilot project of automatic weight control reform; Developed concept of the electronic cabinet e-governance for the road transport operators;

5 ACHIEVEMENTS WITH RST ASSISTANCE - SEP 2016/SEP 2017 Establishment of e-ticket working group, working with EIB TA project on the single technical standard for the e-ticket implementation; Developed project methodology of port fees in accordance with World Bank recommendations; Developed comprehensive financial model for the development IWW infrastructure sector; Approval of the Cabinet of Ministers of Ukraine Road Safety Strategy 2020; Drafted final version of the new Law on Concessions; Established Road Sector Reform working group with IFIs and EU delegation.

7 3 MONTH REFORM PLAN Preparation of the new vacancies announcement of the vacancies for 3 pilot Directorates in the MoI, organization of transparent competitions; Coordination of DDI initiative, working with the draft law IWW and consultants, finalization of the financial model for developing IWW operational and capital infrastructure; Development of the Governmental Program for Road Safety in accordance with World Bank and EU recommendations; Presentation of the draft law on electronic weigh control systems in Transport Committee in Verkhovna Rada, development of the tender documents for 9 pilot WIMs in accordance to WB recommendation; Coordination of the Road Sector Reform working group, facilitation of the DAK Automobile Roads reform;

8 3 MONTH REFORM PLAN Assistance with Government Strategic Action Plan for NTSU 2030 and PR strategy; Assistance with Logistic Strategy approval and coordination of Logistic Committee; Assistance with approval of DRAFT LAW CONCERNING REGULATIONS OF AUTOMOBILE TRANSPORT (Directives 92/6/ЕС, 96/53/EС, 99/62/EC, 2002/15/EС, 2003/59/EС, 2006/22/ЄС,2009 /40/EC, Regulations 3821/85, 561/2006, 1071/2009, 1370/2007, 165/2014); Assistance with IMO audit preparation; Assistance with implementation of the corporate governance principals in Boryspil airport, preparation of SOE Reform Road Map;

9 3 MONTH REFORM PLAN Facilitation of e-services projects implementation e-ticket, e-cabinet for the automobile operators, open budget, register for automotive transport; Capacity building for Anti-Corruption units in SOEs anti-corruption planning; Assistance with securing new low-cost airlines service, revision of the region airport strategy; Support with reforming of railway sector, draft law on railway transport, railway tariffs new methodology development; Coordination of the pre-feasibility studies ports Yuzhniy anf Chernomorsk; Coordination of the pipeline of projects with EU, EIB and WB- elimination of infrastructural bottlenecks.
