1 Italian Partnership Agreement and Community-Led Local Development Fisheries CLLD perspective and implications for OPs Dr. Michele Lariccia

2 The public debate about European fund for the next period started with the presentation, to the Italian Council of the Ministers (December 2012), of the document Methods and objectives for the use of Effective Mutual Funds issued by the Minister for Territorial Cohesion in agreement with the Minister of Labour and Social Policy and the Minister of Agriculture, Food and Forestry. A draft of the Italian Partnership Agreement (submitted to the Commission on December 2013) was set up by a wide partnership spread into four technical boards led by the Department for Development and Economic Cohesion of the Ministry of Economic Development. Informal comments on the Italian draft were submitted on 10 March Now, the working group is setting a revision of the Italian Partnership Agreement based on the comments received by EC. The final version of the Partnership Agreement is going to be transmitted by 22 April.

3 The Partnership Agreement attributes a key role to CLLD to pursue the objectives of public-private cooperation aimed at social innovation and sharing of operational responsibilities related to the territorial development. CLLD contributs to: improve the design and implementation of policies for specific areas; promote a higher quality of local planning; promote coordination between policies.

4 Each Group translats CLLD strategy into action through an Action Plan. Each Plan must include a limited number of specific thematic areas. The thematic areas selected are: development and innovation of the supply chains of local production systems; development of renewable energy supply chain; sustainable tourism; care and protection of the landscape, land use and biodiversity; enhancement of cultural and artistic local heritage; access to essential public services; social inclusion of specific disadvantaged and/or marginal groups; legality and social development in the high social exclusion areas; urban re-development; intelligent networks and communities; economic and social diversification related to changes in the fisheries sector.

5 The Partnership Agreement focuses on projects CLLD multi-fund. In the case of multi-fund Action Plan, the main (in terms of budget) Fund assumes the role of lead fund regarding the procedures required by EU regulations. The use of more structural funds requires the development of effective coordination mechanisms at national and also regional level. Each region establishes a Regional Technical Committee for the implementation of the Community-Led intervention with Managing Authorities of each fund and local development experts.

6 At the national level, a National Steering Committee is going to be created. The Committee structure will be similar to the regional committees one, but including also Regional boards representatives. The National Committee will have the following general tasks: to address technical, administrative, legal and financial areas issues pertaining to the selection, control and eligibility of expenditure; to identify common initiatives supporting the implementation Regional Committees; to carry out the monitoring and the evaluation; to disseminate systematic information on the implementation and the effects of CLLD.

8 Fisheries CLLD perspective and implications for OP: EMFF needs a OP set up issued by the Minister at a national level, while other funds have OPs at regional level. OP of the EMFF will take into account the new rules of the management and control System about the delegation of functions to the groups. With the EMFF, which will be the future for the FLAGs presently constituted?
