4 Report of meetings of Wednesday 7 November 2010 Third plenary meeting.10 In the chair: Mr Thamsanqa Dennis Mseleku President of the Conference of the Parties Process related to the renewal of the contract (or otherwise) of the current Head of the Convention Secretariat and to future appointments and renewals This item was discussed in a restricted meeting of the plenary in accordance with the Rules of Procedure. The President referred the participants to decision FCTC/COP/1(10) and a debate followed on the possible way forward. The item will be further discussed in the sixth plenary meeting. First meeting of Committee A.2 The Committee approved the following nominations: Chair: Dr Nuntavarn Vichit-Vadakan (Thailand) Vice-Chairs: Mr O.O. Salagaj (Russian Federation) Dr J.A. Segnon Agueh (Benin) Guidelines for implementation of Articles 9 and 10 of the Convention: Regulation of the contents of tobacco products and Regulation of tobacco product disclosures The Chairperson opened this agenda item and invited the facilitators of the Working Group (Canada and the European Union) to present the guidelines contained in documents FCTC/COP/4/6 and FCTC/COP/INF.DOC.2. An extensive debate took place and several amendments were requested from the floor. The facilitators provided further clarifications and responded to issues raised. In view of the number requests for amendments, the Chair proposed that facilitators compile all suggestions into a document for discussion in an openended working group which would take place on Thursday 18 November at 18:30. The Committee agreed with the proposal. Discussion of this subitem will resume at the next meeting of Committee A. Journal N 4 Thursday 18 November 2010 Page 4

5 First meeting of Committee B The Committee approved the following nominations: Chair: Mr Yi Xianliang (China) Vice-Chairs: Mr R.Y. Ibrahim (Sudan) Mr L.L. Viegas (Brazil).3 Proposed workplan and budget for the financial period The Chairperson opened this agenda item and invited the Head of the Convention Secretariat to present the proposed workplan and budget contained in documents FCTC/COP/4/21 and FCTC/COP/4/INF.DOC./4. A number of questions for clarification were asked to which the Head of the Secretariat responded. The Secretariat was asked to prepare a draft resolution on the workplan and budget for This item remains open..1 Performance report for the workplan and budget The Chairperson opened this agenda item and invited the Head of the Convention Secretariat to present the report of the Secretariat contained in documents FCTC/COP/4/19 and FCTC/COP/4/19.Add.1. During the debate that followed, Parties discussed the workplan and budget and the Head of the Secretariat answered their questions. The Committee noted the report and this item was closed..2 Interim performance report for the workplan and budget The Chairperson opened this agenda item, mentioning that the Committee was requested to provide guidance to the Secretariat on the item. He invited the Head of the Convention Secretariat to present this item. A debate followed, during which Parties were able to obtain answers from the Head of the Secretariat on a number of issues.
