3 The International Plant Protection Convention (IPPC) is an international plant health agreement, established in 1952, that aims to protect cultivated and wild plants by preventing the introduction and spread of pests and to promote appropriate measures for their control. There are 172 signatories (as of 30 November 2009) adhering to the Convention Provides a framework and a forum for international cooperation, harmonization and technical exchange between contracting parties The Commission of Phytosanitary Measures (CPM) is the governing body of the IPPC
4 The text was revised in 1997 and adopted in 2005 The revision reflects the role of the IPPC in relation to the SPS Agreement The IPPC is recognized by the SPS Agreement as the standard setting body for phytosanitary measures Active participation of all contracting parties to this agreement ensures that the interests of all are taken into account when international standards for phytosanitary measures are adopted.
5 The IPPC covers anything that can act as a vector for the spread of pests of plants Containers, used machinery, packaging material Soil, plants, etc

15 Documents to be analyzed are available on the IPP by the end of December Organize consultations with stakeholders (pubic and private sectors) prior to the meeting Consultation at the Regional level (RPPO) Discuss items on the agenda for the CPM meeting Discuss draft ISPMs Establish a national position on specific agenda items and on draft standards Director of NPPO should attend CPM meeting
16 National positions should be based on consultations at national level and should be presented by head of delegation National position could be presented as documents or in the plenary session Documents should be prepared and submitted according to established model before the CPM
