Prfessinal standards als require that we cmmunicate t yu the fllwing infrmatin related t ur audit. Significant audit findings Qualitative aspects f accunting practices Accunting plicies Management is respnsible fr the selectin and use f apprpriate accunting plicies. The significant accunting plicies used by the Authrity are described in Nte 1 t the financial statements. N new accunting plicies were adpted and the applicatin f existing plicies was nt changed during the year ended September 30, We nted n transactins entered int by the Authrity during the year fr which there is a lack f authritative guidance r cnsensus. All significant transactins have been recgnized in the financial statements in the prper perid. Accunting estimates Accunting estimates are an integral part f the financial statements prepared by management and are based n management s knwledge and experience abut past and current events and assumptins abut future events. Certain accunting estimates are particularly sensitive because f their significance t the financial statements and because f the pssibility that future events affecting them may differ significantly frm thse expected. The mst sensitive estimate affecting the financial statements was: Management s estimate f the Allwance fr Dubtful Accunts is based n management s knwledge and experience abut past and current events, assumptins abut future events, and analysis f the cllectability. We evaluated the key factrs and assumptins used t develp the allwance fr dubtful accunts in determining that it is reasnable in relatin t the financial statements taken as a whle. Financial statement disclsures Certain financial statement disclsures are particularly sensitive because f their significance t financial statement users. Uncrrected misstatements Prfessinal standards require us t accumulate all misstatements identified during the audit, ther than thse that are clearly trivial, and cmmunicate them t the apprpriate level f management. Management did nt identify and we did nt ntify them f any uncrrected financial statement misstatements. Crrected misstatements Management did nt identify and we did nt ntify them f any financial statement misstatements detected as a result f audit prcedures. Disagreements with management Fr purpses f this letter, a disagreement with management is a financial accunting, reprting, r auditing matter, whether r nt reslved t ur satisfactin, that culd be significant t the financial statements r the auditrs reprt. N such disagreements arse during ur audit. Management representatins We have requested certain representatins frm management that are included in the attached management representatin letter dated April 14, Management cnsultatins with ther independent accuntants In sme cases, management may decide t cnsult with ther accuntants abut auditing and accunting matters, similar t btaining a secnd pinin n certain situatins. If a cnsultatin invlves applicatin f an accunting principle t the entity s financial statements r a determinatin f the type f auditrs pinin that may be expressed n thse statements, ur prfessinal standards require the cnsulting accuntant t check with us t determine that the cnsultant has all the relevant facts. T ur knwledge, there were n such cnsultatins with ther accuntants. Significant issues discussed with management prir t engagement We generally discuss a variety f matters, including the applicatin f accunting principles and auditing standards, with management each year prir t engagement as the Authrity s auditrs. Hwever, these discussins ccurred in the nrmal curse f ur prfessinal relatinship and ur respnses were nt a cnditin t ur engagement. Other infrmatin in dcuments cntaining audited financial statements With respect t the required supplementary infrmatin (RSI) accmpanying the financial statements, we made certain inquiries f management abut the methds f preparing the RSI, including whether the RSI has been measured and presented in accrdance with prescribed guidelines, whether the methds f measurement and preparatin have been changed frm the prir perid and the reasns fr any such changes, and whether there were any significant assumptins r interpretatins underlying the measurement r presentatin f the RSI. We cmpared the RSI fr cnsistency with management s respnses t the freging inquiries, the basic financial statements, and ther knwledge btained during the audit f the basic financial statements. Because these limited prcedures d nt prvide sufficient evidence, we did nt express an pinin r prvide any assurance n the RSI.

This analysis includes all assets and liabilities using the accrual basis f accunting, which is similar t the accunting used by mst private sectr cmpanies. Accrual accunting recgnizes revenues and expenses when earned and incurred regardless f when cash is received r paid. Our analysis als presents the Authrity's net psitin and changes therein. Yu can think f the Authrity's net psitin as the difference between what the Authrity wns (assets) t what the Authrity wes (liabilities). The change in net psitin analysis will assist the reader with measuring the health r financial psitin f the Authrity. Over time, significant changes in the Authrity's net psitin are an indicatr f whether its financial health is imprving r deterirating. T fully assess the financial health f any Authrity the reader must als cnsider ther nn-financial factrs such as changes in family cmpsitin, fluctuatins in the lcal ecnmy, HUD-mandated prgram administrative changes, and the physical cnditin f the Authrity's capital assets. Analysis f Net Psitin (Statement f Net Psitin) Ttal Assets fr the years ended September 30, 2015 and 2014, were $10,946,747 and $11,036,777, respectively. This represents a net decrease f $90,030 ver the prir year. The majrity f the decrease was the effect f depreciatin in lwering the net Capital Asset balance. Current Assets increased by $50,041 frm the prir year. This increase is primarily due t an increase in amunts due t the Authrity by HUD at year end. Lng-term receivables decreased by $35,304 due t an allwance taken fr fraud recvery receivables that are deemed uncllectible. Current liabilities increased frm $519,972 fr the year ended September 30, 2014 as cmpared t $696,337 fr the year ended September 30, This was an increase f $176,365. The uncertainty f a reductin f HUD funded subsidies. 2. The funding f the Husing Chice Vucher prgram fr 2015 was essentially based n 2014 HAP Expense reprted in the Vucher Management System. The Husing Authrity anticipates being able t huse an average f apprximately 905 families based n apprpriated Husing Assistance Payment funding plus HAP Reserves. 3. The Husing Authrity cntinues t take steps and measures t keep csts under cntrl and will utilize the Capital Fund grants t supplement peratins. 24 NOTES TO FINANCIAL STATEMENTS SEPTEMBER 30, 2015 NOTE 1 SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES Intrductin The Lancaster City Husing Authrity (the Authrity) was established fr the purpse f engaging in the develpment, acquisitin, and administrative activities f lw-incme husing prgrams and ther prgrams with similar bjectives. The United States Department f Husing and Urban Develpment (HUD) has direct respnsibility fr administering the lw-incme husing prgrams under the United States Husing Act f 1937, as amended. HUD is authrized t enter int cntracts with lcal husing authrities t prvide funding t assist the lcal husing authrities in financing the acquisitin, cnstructin and/r leasing f husing units and t make annual cntributins (subsidies) t the lcal husing authrities fr the purpse f maintaining the lw-rent character f the lcal husing prgrams. Reprting Entity Cnsistent with guidance cntained in generally accepted accunting standards prmulgated by the Gvernmental Accunting Standards Bard (GASB), the criteria used by the Authrity t evaluate the pssible inclusin f related entities (authrities, bards, cuncils, and s frth) within its reprting entity, are financial accuntability and the nature and significance f the relatinship. In determining financial accuntability in a given case, the Authrity reviews the applicability f the fllwing criteria: The Authrity is financially accuntable fr: 1. Organizatins that make up its legal entity. 2. Legally separate rganizatins if Authrity fficials appint a vting majrity f the rganizatin's gverning bdy and the Authrity is able t impse its will n the rganizatin r if there is a ptential fr the rganizatin t prvide specific financial benefits t, r impse specific burdens n, the Authrity as defined belw. Impsitin f Will - If the Authrity can significantly influence the prgrams, prjects, r activities f, r the level f services perfrmed r prvided by, the rganizatin. Financial Benefit r Burden - If the Authrity (1) is entitled t the rganizatin's resurces r (2) is legally bligated r has therwise assumed the bligatin t finance the deficits f, r prvide supprt t, the rganizatin r (3) is bligated in sme manner fr the debt f the rganizatin. 3. On the financial data schedule, this prgram is recrded n the asset management prject level. Public Husing Capital Fund Prgram The public husing capital fund prgram utilizes grants frm HUD fr capital and management activities, including mdernizatin and develpment f public husing. On the financial data schedule, this prgram is cmbined with the perating fund at the asset management prject level. Sectin 8 Mderate Rehabilitatin Single Rm Occupancy The sectin 8 mderate rehabilitatin single rm ccupancy prgram prvides rental assistance t hmeless individuals. Under the prgram, HUD enters int annual cntributins cntracts with public husing agencies in cnnectin with the mderate rehabilitatin f residential prperties that, when rehabilitatin is cmpleted, will cntain multiple single rm dwelling units. Shelter Plus Care Prgram The shelter plus care prgram aims t prvide rental assistance t hmeless persns with disabilities and their families. Husing Chice Vucher Prgram The Authrity administers prgrams f rental assistance payments t private wners n behalf f eligible lw-incme families under Sectin 8 f the Husing and Urban Develpment Act f The prgram prvides payments cvering the difference between the maximum rental n a dwelling unit, as apprved by HUD, and the amunt f rent cntributed by a participating family.
