Definition and Purpose of a Specific Plan A tool for implementing a general plan that brings together detailed policies and regulations into a focused development scheme What is a Specific Plan? Statutory Requirements - a specific plan must: Define land uses; Describe the major components of public and private transportation; Address sewage, water, drainage, solid waste disposal, energy, and other essential facilities; Create development standards and criteria; Set standards for the conservation, development, and utilization of natural resources; Define a program of implementation measures, including financing measures; and Demonstrate consistency with other relevant plans. 2 Relationship to General Plans The plan will: Strengthen the concept of activity nodes presented in the El Cerrito General Plan Describe connections between nodes along the corridor Strengthen gateways and connectivity outlined in the Richmond General Plan Update Specific Plan Approach The plan will: Reflect changing demographics along and around San Pablo Avenue Identify new market opportunities Leverage and expand on existing studies, such as: City General Plans Chabin Concepts Market Study; Economic Dev t Strategic Plan; and Development Opportunities Inventory Specific Plan Products The plan will: Meet the statutory requirements Create uniform design guidelines and dev t standards Base recommendations on economic realities Maximize returns on public investments while fostering private development Be implementation-oriented and presented in a clear, graphic, user-friendly format A Collaborative Effort El Cerrito and Richmond collaboration will: Make implementation easier and success more likely Create a clear road map for future development that unifies both sides of the Avenue via shared standards Build synergies with regional agencies (WCCTAC, BART, etc.) Project Team Organization City of El Cerrito City of Richmond Process and Schedule SPAAC MIG TEAM COMMUNITY INVOLVEMENT Davis and Associates MIG PLANNING AND DESIGN MIG MARKET ANALYSIS AND FEASIBILITY Bay Area Economics TRANSPORTATION Fehr and Peers INFRASTRUCTURE Nolte Engineering ENVIRONMENTAL ANALYSIS AND CEQA Wagstaff and Associates

3 Specific Plan Process Charge The charge/roles of the SPAAC: SPAAC Charge and Operating Procedures Provide input into the Specific Plan project and process Articulate/refine community vision to guide physical development Review information from consultants, stakeholders and others Review and refine work products Serve as liaison between the community and planning team Help communicate key information

4 Membership and Decision-Making Operating Principles 18 members from cities of El Cerrito and Richmond, as well as one regional representative from WCCTAC Decisions will be made by mutual agreement, meaning that all members can accept, or at least live with, the decision The committee is an advisory body; recommendations will be presented to each city s Planning Commission and City Council for consideration Once final recommendations are made to Commissions/Councils, committee will disband Inclusivity Full engagement Equal participation Full information sharing Tolerance for contrary opinions Rules of Operation Meeting agenda development prior to meetings Handouts and summaries as appropriate Plan ahead and try not to miss meetings; let staff know if you will be missing any Raise questions or concerns with the group; share openly and solve problems together Strive for mutual agreement Learn, collaborate and have fun!
