2 HORTNET Key Features - Planning: Based on the farmers registrations and the actual physical progress, physical targets can be fixed or revised at National, State, District and sub-district levels. Budgeting: Allocation of Financial Budget and fixation of targets at National level. SHMs can fix district targets and budget allocations. District level officials can further make sub-allocations. Scheme Monitoring: Against the plans and budget releases the financial and physical progress of the scheme can be monitoring at State, District and Sub-district levels. Performance Review: Based on the data reported, the performance of the officials and stakeholders can be monitored. i.e., who is reporting in time, which district has sent partial reports, who is not reporting at all etc., with appropriate dashboard. Beneficiary level Impact tracking: Farmer registration and updations of the farmer data w.r.t to the benefits accrued and other events, Hortnet facilitates drilling down of the reports up-to the farmer level Technologies & Other benefits Intranet, Internet, Mobile, GIS, Multi-media, Local Language, Multi-tenant support to be extended for all the schemes of the ministry. 6 TRANSPARENCY Total 21 types of reports are generated. No User id & Password required to see these reports, which brings us total transparency in the system.

7 Unique Features added in HORTNET 1.3TR : Timely, Total, Truthful Information in Real-Time. Applicant Passport size Photo & Field verification Photo are made mandatory for release. 2.Identity Management : Aadhaar No., Ration Card, Voter Id, PAN, Contact Number etc., Authentication with Land Records through Web-service. 3.eCFMS Module for subsidy disbursement is adopted. 4.For releasing the subsidy to farmers, it is made necessary to introduce invoice/bills details upload module to HORTNET. On the basis of the uploaded bills on HORTNET, eligible subsidy shall be disbursed to Farmers through CFMS module. 5.Bio-metric authentication also added to the workflow. 6.SMS Integration 7

9 Approved & Forward to ED ADH 1 CFMS MODULE - HORTNET Check all details of farmers (i.e. Invoice, Bank, Field verification update) at HORTNET as per Impl. Guidelines Forward to ED ED, SHM Generate Text File for approved farmers. Login to HORTNET CFMS Portal 1.Enter User Id & Password 2.Insert Digital Token Sign. Tool 3.Enter PIN & encrypt Text File Select encrypted text file & sent to Bank for processing &Credit Subsidy to Farmers Account Check all details of farmers, forwarded by ADH (i.e. Bank details, Amount etc.) Forward to CoH for Approval FARM- ER CoH can also transfer Subsidy to Farmer A/c by following procedure 4 CoH
