1 During the Birmingham City Council Meeting June 27, 2017 the City Council voted on the following items: 1. A Resolution accepting the lump sum bid of Stone Building, LLC, th Avenue North, Birmingham, in the amount of $2,967,000.00, for Fire Station #8, this being the lowest and best bid submitted, and authorizing the Mayor to enter into a contract with Stone Building, LLC in substantially the form contained within the bid documents and in accordance with said bid, providing that the total compensation payable under the Contract not exceed the appropriation. What does this mean? The Council has proposed funding the building of a new fire station by including $3 million in the new budget. Last year, the Birmingham City Council unanimously passed a Resolution supporting the building of a new Kingston Fire Station #8. The Council met with Mayor Bell on Friday, August 19, 2016 to review all budget items including funding for the Kingston Fire Station. The City Council continues to support the rebuilding of Fire Station #8 which is why it was included in the City Council s response to the Capital budget. This resolution is transferring funding towards the completion of the Kingston Firestation #8 project. An Ordinance approving a Franchise Agreement with Mobilitie, LLC, under which the City will grant to Mobilitie the right to install and operate in City right-of-way certain communications facilities, including wireless facilities and poles, for a term of 10 years, renewable for up to two successive terms of 5 years each, and Mobilitie will pay to the City an annual fee of $1, for each pole it installs, $ for the use of each City owned facility upon which wireless facilities are installed, $100 for each additional carrier on a pole installed by Mobilitie, plus 5% of gross revenue received by Mobilitie for the provision of communications services, and authorizing the Mayor to execute the agreement. Was this item approved? Delayed for two weeks What does this mean? Mobilitie works with venues and wireless carriers to ensure their customers are better connected. As a global provider of complete wireless solutions, Mobilitie designs, builds and operate networks and infrastructure to deliver optimal coverage in the most demanding and challenging of environments. This ordinance is approving a franchise agreement for Mobilitie to provide communication services within the City of Birmingham. Councilors expressed concerns on the details of the contract and moved to delay this item for two weeks. Next Steps: For more information, please contact the Law Office of the City of Birmingham at Refer to council agenda Item A Resolution authorizing the Mayor, pursuant to Amendment 772 and , Code of Alabama 1975, to execute an agreement with Jefferson State Community College (Jeff State), in the amount not to exceed $25,000.00, to assist the City in addressing the large number of unemployed residents and a widening skills gap by developing job training programs, apprenticeships, basic skills and educational enrichment programs and services for unemployed and underemployed Birmingham residents and Jeff State will assist in the promotion of economic development within the City. The services are expected to bring jobs and boost and enhance the estimated economic impact to the City. Notice that this appropriation would be considered by the Council at 9:30 am on June 27, 2017 was published in the Birmingham News on June 18, 2017.
3 What does this mean? The City finds that it is necessary and in public interest, in accordance with Amendment No. 772, of the Constitution of Alabama that the City should enter into an agreement with Jefferson State Community College (Jeff State) where Jeff State will undertake and assist the City in addressing the large number of unemployed residents and a widening skills gap by developing job training programs, apprenticeships, basic skills and educational enrichment for unemployed and underemployed Birmingham residents and Jeff State will assist in the promotion of economic development growth and sustainability within the City. In this agreement, the City will also provide certain incentives in the form of financial assistance in connection with the services, and that providing the financial assistance in accordance with the terms and conditions of this Agreement will promote the economic development of the City, consistent with the objectives of Amendment 772. This is the only source of supply. Was this item approved? Referred to the next Committee of the Whole Meeting What does this mean? Spectrum Enterprise, is America s fastest growing TV, internet and voice company. This company, which recently acquired Charter Communications and Brighthouse networks, seeks to enter into a contract with the City of Birmingham to provide cable services for various city facilities and locations for $15,000.00/month. Councilors expressed concerns about the details of the contract that include compatible equipment requirements, specifically so that citizens can tune in the Birmingham City Council meetings each Tuesday on cable channel 340. This item was referred to the next scheduled Committee of the Whole Meeting so that Councilors can examine the details of the contract.
4 Next Steps: For more information, please contact the Office of the Purchasing Agent at Refer to council agenda Item A Resolution authorizing the Mayor to execute an Agreement for Professional Consulting Services with Shadow Lawn Memorial Gardens Maintenance and Perpetual Care Association, Inc., under which Shadow Lawn Memorial Gardens Maintenance and Perpetual Care Association, Inc. will conduct a detailed report of historically significant individuals that are interred in the Shadow Lawn Cemetery and provide a report producing historical material and supporting photography, for a term of one (1) year and the City will pay Shadow Lawn Memorial Gardens Maintenance and Perpetual Care Association, Inc. an amount not to exceed $35, for such services. What does this mean? The upkeep and operation of all cemeteries are important factors in community revitalization. Today the Council voted on a resolution for professional consulting services for Shadow Lawn Memorial Gardens Maintenance and Perpetual Care Association, Inc. to address the historical significance of individuals in the cemetery grounds. Councilor Sheila Tyson, Chair of the Public Improvement Committee, will meet with the cemetery committee to revamp policies and maintenance guidelines to ensure compliance. 5 #6 PIC Projects, $25, to District #7 PIC Projects and $5, to District #8 PIC Project. What does this mean? Councilors appropriate funds from various departments to fund projects, expense accounts, etc., as needed by select City departments. As the 2017 fiscal year draws to a close, Councilors expressed concerns about preserving $1million from the current fiscal year, which ends on June 30 th. The city council exercised its authority by amending the budget ordinance and adding the transfer of a current year appropriations to the public library for schools. To fund 102 which is a non-lapsing account. The Councilors preserved their remaining district fund balance by transferring the funds to public improvement projects. Each appropriation was set to lapse on June 30 th and the city council did not want to limit its support of neighborhoods and schools with the uncertainty of any possible revenue shortfalls in the next fiscal year.
