2 MINUTES OF THE MEETING OF THE BOARD OF DIRECTORS OF THE TYLER HALF CENT SALES TAX CORPORATION, INC. CITY OF TYLER, TEXAS NOVEMBER 11, 2014 A meeting of the Board of Directors of the Tyler One-Half Cent (½ ) Sales Tax Corporation, Inc. was held on Tuesday, November 11, 2014 at 4:00 p.m. in the large conference room of the Tyler Development Center, 423 W. APPROVAL OF MINUTES October 14, 2014 On motion by Corporation Member Caraway, seconded by Corporation Member Brandt, and carried unanimously, the Tyler One-Half Cent (½ ) Sales Tax Corporation, Inc., approved the minutes of the October 14, 2014 meeting. 3 TYLER MUNICIPAL ROSE GARDEN DESIGN - CROSSPOINT ENGINEERING, LLC Parks & Recreation Director, Stephanie Rollings explained that Crosspoint Engineering is a new local engineering firm. She went on to say that we needed someone that would be expeditious in our engineering because the Rose Garden is a very high profile project. Ms. Rollings recapped the Rose Garden Master Plan for anyone who may not be familiar. So this plan is not really a complete redo of the garden. As we all know it is a very big tourist attraction for our city. We are going to do some enhancements because we haven t done anything to the garden in a very long time in terms of repurposing some things and when we got into the project the very first thing we realized is because it was built so long ago a lot of the garden does not meet the current ADA requirements. In order to do any of the other building improvements or restrooms we can t even move forward until we do the ADA projects. So that is what we are looking at with the Crosspoint Engineering contract is to do all the construction plans for the ADA sidewalks; it is in fact over $500,000 that is budgeted just to do sidewalks. There are some Queen s Court enhancements in this first phase. Ms. Rollings used the smartboard to show corporation members the specific areas that are to be improved for the Queen s Tea and other types of events in the Rose Garden. Then we added some additional landscaping in the parking lot area just to help guide people into the garden. Ms. Rolling explained that some of the things we heard from all of the public input was that a lot of times people visiting the Rose Garden are unsure what door to use to access the garden. We are also looking at putting in some bricks pavers to help direct visitors into front of the Rose Garden. These improvements are just going to be really minor, because we don t know exactly what is going to happen to Harvey Convention Center in the future or how that might be repurposed so we just want to enhance that street area. Ms. Rollings went on to show the corporation members where in the garden the ADA issues exist. Some of the places are very difficult to just take out and make ADA because of the slope and so we will have to do sidewalk improvements around those areas. The issues are mainly sidewalk issues and elevation. What we are asking for today will not only be engineering construction plans, but also the construction oversight. Corporation members and City staff discussed where project in the Half Cent Budget as well as how it ranked. Ms. Rollings confirmed that this is phase one of eight phases. On Motion by Corporation Member Simons, seconded by Corporation Member Caraway and carried by 100% of the vote. The Tyler One-Half Cent (½ ) Sales Tax Board approved a professional services contract with Crosspoint Engineering, LLC of Tyler, Texas, in the amount of $47, to develop engineering, construction plans and construction oversight for the Tyler Municipal Rose Garden. 4 BERGFELD PARK PHASE I RECREATION EQUIPMENT Ms. Rollings confirmed that this is just the first phase for this park. She went on to explain that when the Master Plan was done that one of the things that was looked at was rehabilitating the old playground equipment, well in this case we are going to completely remove the old playground equipment and start over. Mr. Rolling told the corporation members that a new nature play themed playground will be done. Again, we did a lot of focus group meetings and with the neighborhood and we looked at completely revamping that. In addition to improving the playground equipment a number of site improvements will be done such as new site furniture and trashcans and really try to get some cohesiveness in the look to Bergfeld. Then later on we will bring back to you a contract for a lot of dirt work and included in that will also be landscape elements that are play elements, but it will be in total about 9500 square feet of play area. Ms. Rollings confirmed that these improvements will be on the west side of the park where the existing playground is. Ms. Rollings also wanted to include that Don Warren, the Councilman for this district has been really instrumental in raising funds for this project and getting donations. Ms. Rollings highlighted the donations and the donors. She also brought to the corporation members attention that Centene has expressed an interest in helping with funds for revamping the amphitheater in this park and they are looking to put in 450 thousand dollars for the amphitheater, so we need to move forward on these improvements so that in the future we can begin that project. We hope to hear back from Centene on that soon. Corporation Members and City Staff discussed that the money for this Bergfeld project is also budgeted in the Half Cent Forecast. Also discussed was the timing for execution. Starting sometime in December and then be able to have a ribbon cutting in early spring. On Motion by Corporation Member Brandt, seconded by Corporation Member Trimble and carried by 100% of the vote. The Tyler One-Half Cent (½ ) Sales Tax Board approved the purchase of playground equipment as a part of Phase I improvements to Bergfeld Park through the Buy Board Purchasing Cooperative from May Recreation Equipment in the amount of $208, Page 3 of 4

5 CITY ENGINEER S REPORT UPDATE ON ALL HALF CENT SALES TAX PROJECTS UNDER CONSTRUCTION Carter Delleney, City Engineer provided the Board with an update on all Half Cent Sales Tax projects; including projects we are obtaining right-of-way on and under design: Collections Report Police Sub Station Cumberland Road Extension Rice/Shiloh Improvements Runway Rehabilitation 4 22 No action required. 6 CITY OF TYLER HALF CENT SALES TAX COMMUNICATION Date: December 9, 2014 Subject: Request the Half Cent Sales tax Board consider award of the construction contract for the South Tyler Police Substation to RPR Construction Company in the amount of $4,769, Page: 1 of 2 Item Reference: Agenda Item M-6; July 24, 2013 Agenda Item P-1; February 2, 2014 Agenda Item M-1; September 24, 2014 As part of the Lean Six Sigma initiative, an analysis of current patrol operations was performed and it was determined that a South Tyler substation is needed. Due to growth and development, the ideal location is in the south central part of the City. Adding this station will improve response time for the officers patrolling the beats in the southern part of the City. The location of the future South Tyler substation will be off of the future widening and expansion of Cumberland Road adjacent to Faulkner Park. Construction will begin in Winter 2015 and should be completed in Winter The bids were received through the competitive bid process. Three bids were received. Criteria for ranking contractors was based on the following: Proposed Contract Price 40% Experience with Projects of this Specific Type and Magnitude 15% Experience and References of Key Personnel 15% Company Profile and General Experience 10% Ability/Commitment to respond to City need in a timely fashion 5% Safety Record/Financial Profile 10% Any Other Relevant Factor 5% After the selection committee reviewed all the bids received, RPR Construction Company was selected. The contract amount will be $4,769, which includes the base bid, alternate 1, and alternate 3. Alternate 1 subtracts $20,000 from the base bid for using all concrete for site work instead of asphalt. Alternate 3 adds $5,500 for an extra row of concrete parking on the south end of the gated parking area. FUNDING: Half Cent Sales Tax Fund
