REQUEST FOR WAIVER OF THE ATTRITION POLICY TO FILL A LIBRARY SPECIALIST POSITION AT THE MCDERMITT BRANCH LIBRARY (FOR POSSIBLE ACTION) - Request from the Acting Library Director for a waiver of the Humboldt County Attrition Policy to fill a Library Specialist position at the McDermitt Branch Library. JOINT MEETING OF HUMBOLDT COUNTY BOARD OF COMMISSIONERS AND WINNEMUCCA CITY COUNCIL (FOR POSSIBLE ACTION) - A)Consideration, discussion and possible approval of an agreement between Humboldt County, the City of Winnemucca and DeLong Construction for the operation of the Regional Landfill for an amount not to exceed $669,000 in year one. DeLong was the only bidder for the landfill operation and the Landfill Committee is recommending approval of a five-year agreement beginning September 1, 2018, with an additional five-year conditional renewal for a total of 10-years. In addition, the committee is recommending the annual fee be increased commensurate with the Consumer Price Index (All Urban Consumers) based on July data (12 month average). Discussion and possible action. B)A presentation by Chad Peters, Executive Director of the Winnemucca Boys & Girls Club to provide an update of the progress of the organization and plans going forward. Informational Only. 15.A. 5 Humboldt County Board Of Commissioners August 6, 2018 Page LIVESTOCK GRAZING PROPOSAL TO MINIMIZE EFFECTS OF WILD LAND FIRES IN WESTERN STATES (FOR POSSIBLE ACTION) - Consideration, discussion and possible action to propose increased livestock grazing in western states to reduce the fuel loads that lead to devastating wild land fires. Kris Stewart from the 96 Ranch in Paradise Valley, Nevada will present a proactive and preventive approach to reducing the occurrence and the impact of wild land fires. Discussion and possible action. 17. DISCUSSION REGARDING BUREAU OF LAND MANAGEMENT TRAVEL MANAGEMENT PLAN (FOR POSSIBLE ACTION) - Consideration, discussion and possible action regarding the Bureau of Land Management (BLM) Winnemucca Field Office update of their Travel Management Plan, including the positives and negatives of such a plan and a possible letter to support or protest the plan amendment. ACCEPTANCE OF THE EMERGENCY SOLUTIONS GRANT AWARD OF $10,000 FOR HUMBOLDT COUNTY HUMAN SERVICES (FOR POSSIBLE ACTION) - Consideration, discussion and possible approval to accept the Emergency Solutions grant award from HUD through the Nevada State Housing Division in the amount of $10,000 for Humboldt County Human Services. Discussion and possible action. 18.A. CONSIDERATION, DISCUSSION AND POSSIBLE ACCEPTANCE OF THE EMERGENCY SOLUTIONS GRANT AWARD OF $10,000 FOR HUMBOLDT COUNTY HUMAN SERVICES 19. PUBLIC WORKS DEPARTMENT: GENERAL ROAD PROJECTS (FOR POSSIBLE ACTION) - A)Consideration, discussion and possible approval of a change order to the existing Chip Seal Contract to include Chimney Dam Road as well as all roads within Paradise Valley community in an amount not to exceed $270, Funding will come from the Budget Year. The chip seal of Chimney Dam Road was originally scheduled for consideration during the next season. A change order can take advantage of our current contract price structure from Sierra Nevada Construction. Funding will come from the FY budget of the Regional Transportation Commission. 77 McDermitt Library Specialist - Humboldt County Library Board of Commissioners: I am asking for a waiver to the attrition policy to fill a Library Specialist position at the McDermitt Branch Library. Without this position filled we will only have our McDermitt Branch Library manned by a parttime employee and a ManPower temp worker. The Library Specialist is our full-time librarian/supervisor position for the McDermitt Branch Library, and we would be hard pressed to have the McDermitt Branch function without it with our current hours and programming.
