1 NORTHEAST HOMELAND SECURITY REGIONAL ADVISORY COUNCIL Full Council Meeting Minutes January 12, :00pm Burlington Town Hall 29 Center Street, Burlington, MA Approval of Minutes The January 12, 2017 NERAC Full Council meeting was called to order at 1:00pm by Chair Chief L. Sacco. He asked for approval of the minutes. MOTION put forth by Chief J. Gilliland. Approve the December 8, 2016 meeting minutes with an amendment to include the Region 3 HMCC in the discussion about sheltering individuals with medical needs. o Seconded by J. Brickett. EOPSS/MAPC Update EOPSS is expecting to release the FFY17 funding guidance earlier than normal this year so that project level detail can be included in their application to DHS. Preliminary project lists are expected to be due in mid-february. The current funding deadlines are: o FFY15 - July 31, 2017 o FFY16 - July 31, 2018 EOPSS has established a committee to oversee development of an application for the new Complex Coordinated Terrorist Attacks (CCTA) grant program. Chief D. Cody is representing the homeland security councils on this committee. o They have discussed a public outreach campaign related to hemorrhage control for citizens, and tools to do gap analysis. The Coast Guard is planning a meeting for next Tuesday to discuss the Port Transit Security Grant. MAPC will be staffing a booth with information on all of the homeland security councils at the MMA tradeshow on January 20 th and 21 st. The Council gave MAPC $170,000 of their funding in FFY16 to cover program management costs. Given that NERAC was awarded two competitive projects that came with planning funds, MAPC will be able to return some of this funding for the Council to use on projects. 2 Budget Update The Training and Exercise Committee allocated FFY15 funding today for the Fire District 14 technical rescue team to participate in the full-scale exercise in September. This exercise will be taking place after the FFY15 funding has expired however, so a motion needs to be made to move the funds into FFY16. o The Middlesex Sheriff s Office command bus project, which is an FFY16 project, will be moving forward immediately and can be transferred to FFY15. MOTION put forth by J. Brickett. Transfer $25, from FFY16 Line Item A Communications Interoperability to FFY16 Line Item H Trainings and Exercises. Transfer $25, from FFY15 Line Item I Trainings and Exercises to FFY15 Line Item N Microwave Expansion. o Seconded by Chief R. McLaughlin. Project Updates Active Shooter Training The first two ALERRT courses have been scheduled to take place in Belmont in February. MAPC is working to schedule two more courses in Bridgewater for April. Statewide Tech Rescue Exercise A well-attended planning meeting took place on Monday, and MAPC is working to get the next planning meeting scheduled. Wakefield Shooter Detection System The funding match letter from the Metro Vocational School has been received and a PJ was submitted to EOPSS on December 16. MAPC is waiting to hear back on the approval. Mobile Resource Guide App MAPC is drafting a PJ to extend subscription services for the mobile resource guide app for an additional 18 months. The current subscription is scheduled to expire on February 28 th. FFY2017 Budget Priorities A document outlining FFY17 projects ideas have been suggested was presented in all Council member s packets. Project ideas that required further development were discussed. o Hemorrhage Control/Stop the Bleed: Chief S. Carter will be attending a bleeding control class at Emerson Hospital. o Portable Communications Towers: M. Foster will work on getting the portable tower at the Beverly cache inspected before next month s meeting to determine whether it needs to be replaced or not. Committee/Working Group Updates PPE/CBRNE The PPE/CBRNE Committee met on Tuesday. They discussed a couple of project ideas, including providing every police and fire department in the region with a radiation detector, and distributing CAT tourniquets to first responders. Training & Exercise

3 The Training and Exercise Committee met earlier today and allocated funding for District 14 tech rescue to participate in Operation SCORE, a cybersecurity/physical infrastructure course, public works preparedness courses, position specific training, and an IMT needs assessment. ICS Working Group The ICS Working Group met with several individuals who applied for the NERAC IMT about four years ago to discuss how a Type 3 IMT could be developed for the region. They decided that outreach about how an IMT can be used and an assessment of the need for an IMT should be undertaken. Interoperability/Info Sharing The Interoperability Committee met on Tuesday to talk about project ideas for FFY17. A significant portion of the discussion centered on how to meet the communications needs for Fire District 5, and they are going to be considering an engineering study to identify the next steps. The Middlesex Sheriff s Command Bus PJ was approved at the SIEC meeting on Wednesday. The Committee also allocated funding to upgrade several microwave links to have adaptive coding and modulation functionality. Regional Equipment Cache The 500 KW generator was delivered to the Beverly cache on Tuesday. The Framingham and Lexington caches have no interest in managing the two soft shelters due to space issues and the challenges they would have operating/maintaining it. MOTION put forth by Chief J. Gilliland. Relocate the Chelmsford and Andover soft shelters to the Beverly Cache. o No second was made. T. Moore will reach out to Andover about the condition of the soft shelter there and their ability to support it. Evacuation Planning MAPC is working with J. Costanzo to determine which MEMA plan NERAC s evacuation planning efforts should align with. E. Kaster is working on drafting a PJ for this work, but waiting to hear which statewide plan the activities should be based off of. J. Costanzo is working on getting an appraiser for the ambubuses that the Council voted to dispose of. Regional Shelter STARS MEMA has hired a staff person to conduct an assessment and inventory of all sheltering equipment and resources statewide. o MAPC met with this individual a couple of weeks ago, and will provide him with all information about NERAC equipment that is stored at different cache sites. Development of the STARS website is ongoing, and the toolkit and SEOP documents are nearing completion. About $1,200 is needed from the existing project budget to pay for website hosting over the next year. o NEMLEC will assume all hosting costs after the first 12 months. MOTION put forth by J. 4 Authorize the use of $1,200 out of the existing STARS Toolkit Rollout project budget for website hosting costs. o Seconded by Chief R. Picariello. Hospitals No update. New/Old Business Cache Site Subscription Form Changes MAPC held a conference call with EOPSS legal counsel about the liability that could be created for the cache host municipalities if the changes that EOPSS has asked for are made to the Cache Subscription Form. EOPSS suggested that MAPC ask each of the cache host municipalities if they are able to accept this liability, and if not what their concerns are. o MAPC will be requesting this information from all three cache sites. HMCC Inventory The Region 3 HMCC is conducting an inventory of all emergency supplies in the region. This information will be posted on their website when complete. MOTION put forth by Chief R.
