CALL TO ORDER/ROLL CALL At 5:00p.m. Chair Nagy called the meeting to order. Board Member preent: Reye, Little, Nagy, Grindall, Marken, Davi Board Member abent: Valle B. MINUTES B.1 Minute of Special Overight Board meeting held on September 23, Board Member Reye moved, Board Member Grindall econded to accept the minute. The motion paed 5 AYES, 1 ABSTENTION (Little), 1 ABSENT (Valle). C. NEW BUSINESS C.1 Reolution of the Overight Board of the Succeor Agency to the Newark Redevelopment Agency adopting and endoring the Recognized Obligation Payment Schedule for the period of July to December 2015 (ROPS 15-16A). RESOLUTION NO. OB Adminitrative Service Director Woodtock tated that 48,007 may be requeted in Fical Year for repayment of the loan. Half will be requeted at thi time and the other half will be requeted with ROPS 15-16B. Board Member Davi aked if it wa poible to accelerate the loan repayment. Adminitrative Service Director Woodtock tated that the State formula determine repayment which vmie from year to year. The Board dicued the repayment of the loan and the need for future meeting. Adminitrative Service Director Woodtock tated that Alameda Cotmty will create an overight board for all of the citie within the county commencing on July 1, She anticipated needing two more local meeting until the Alameda County Overight Board i etablihed. 4 C.1 Reolution of the Overight Board of the Succeor Agency to the Newark Redevelopment Agency adopting and endoring the Recognized Obligation Payment Schedule for the period of January to June 2016 (ROPS 15-16B)- from Adminitrative Service Director Woodtock. (RESOLUTION) Background/Dicuion- Aembly Bill (AB) lx26 and the ubequent amendment, AB 1484, require agencie to adopt a Recognized Obligation Payment Schedule (ROPS) for each ix (6) month period in which the Succeor Agency i cloing out the obligation of the former Newark Redevelopment Agency. The Succeor Agency and the Overight Board previouly have approved everal ROPS for period between Januruy 2012 and December The only obligation remaining from the diolution of the Newark Redevelopment Agency i the loan from the City to the Newark Redevelopment Agency. On June 27, 2012, the Govemor igned AB 1484 which updated the procedure for the diolution of the redevelopment agencie and indicated that a loan can be conidered an obligation if the Agency obtain a Finding of Completion and the Overight Board approve the loan a an obligation. The State Department of Finance iued a Finding of Completion to the Succeor Agency and the Overight Board approved the loan. The outtanding debt on the loan i 380,238. Per Health and Safety Code Section (b) (2), the Agency can requet 48,007 in Fical Year for repayment of the loan. Per HSC (b), the City can be reimbured for adminitrative cot up to 3% of the property tax allocated to the Succeor Agency which i 3,145 in Fical Year The Agency requeted and received the firt half of each of thee ammmt on ROPS 15-16A and i now requeting the econd half on ROPS 15-16B. The City Council acting a the Succeor Agency to the Newark Redevelopment Agency adopted and endored the Recognized Obligation Payment 15-16B on September 10, Attachment Action - It i recommended that the Overight Board of the Succeor Agency to the Newark Redevelopment Agency, by reolution, adopt and endore the Recognized Obligation Payment for the period of Januruy to June 2016 (ROPS 15-16B). OB RESOLUTION OF THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE NEW ARK REDEVELOPMENT AGENCY ADOPTING AND ENDORSING THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE FOR THE PERIOD OF JANUARY TO JUNE 2016 (ROPS 15-16B) WHEREAS, on January 12, 2012, the City of Newark by Reolution No. 9910, duly adopted by the City Council, affirmatively and exprely elected to become the Succeor Agency to the Newark Redevelopment Agency; and WHEREAS, the Succeor Agency i taked with the reponibility of winding down the Redevelopment Agency' affair and continuation to meet the fmmer Redevelopment Agency' obligation; and, WHEREAS, the Succeor Agency ha prepared and approved a Recognized Obligation Payment Schedule that detail all fmancial obligation of the Succeor Agency in winding down the activitie of the fmmer Newark Redevelopment Agency, for the period of January 1, 2016 to Jtme 30, 2016; and NOW, THEREFORE, BE IT RESOLVED, by the Overight Board of the Succeor Agency to the Newark Redevelopment Agency, a follow: SECTION I. The above recital are true and correct and are adopted a the finding of the Overight Board. SECTION 2. The Recognized Obligation Payment Schedule, a copy of which i attached hereto, marked Exhibit "A", and incorporated herein by reference a if et forth at length, i hereby adopted. SECTION 3. The Recognized Obligation Payment Schedule i hereby approved for ubmiion to the California Department of Finance and the Alameda County Auditor Controller Office.
