Actual hours of operation, temperature settings, equipment operation and maintenance, and lighting utilization will impact these numbers. In addition, the unpredictability of the energy market can make it difficult to predict what energy costs will actually be for more than one budget year. The estimates are for budgeting purposes only. Priority One projects include asbestos abatement, which are the projects to be completed at the Junior High (hallways) and High School (classrooms). The existing asbestos will NOT be removed or covered as part of the school construction project. The schools will need to have asbestos abatement completed before students can reoccupy the premises once converted to the Elementary and Middle School respectively. The state will contribute to the project cost at the percentage rate specified in the current year s EPS this is 66% in FY16/17. The loan is paid back over 10 years without any interest.

The Project will include site improvements and improve safety and security by eliminating modular classrooms City-wide. The Project will reduce operations and maintenance costs through consolidating programs and eventually closing Lafayette and Willard elementary schools. Information on Project Fiscal Impacts (See Explanation below): It is estimated that the Project will result no additional operating costs during each of the first two years that the Project is operational. The City is responsible for the local share, if any, of annual principal and interest payments for this school construction project included in the total cost of education appropriated pursuant to Title 20-A, section 15690, subsection 1. Shall the School Committee be authorized to establish a capital reserve fund for the emergency costs of plant maintenance and minor remodeling? Question 6 Referendum: Special Education Reserve Fund. Shall the School Committee be authorized to establish a capital reserve fund for unexpected special education costs? Question 7 Referendum: Health Insurance Reserve Fund. Shall the School Committee be authorized to establish a reserve fund for unanticipated health insurance costs?

14 The voting on all Articles shall be by secret ballot; polls shall be opened at 8:00 AM and closed at 8:00 PM. The City Clerk will have extended hours Thursday June 8 th 4:30 PM 7:00 PM for the purpose of Absentee Voting. In addition, the Registrar will be available the same hours to accept new or changes in registration. A person who is not registered as a voter may not vote in any election. The Registrar will be available while the polls are open to correct any error in a change of name or address on the voting list and to accept the registration of any person eligible to vote and to accept new enrollments. Absentee Ballots will be processed in the City Clerk s Office centrally on Monday June 12 th from 9 AM - 9PM; and on Election Day, June 13 th 10AM, 2PM, 3PM, 4PM, 5PM, 6PM, 7PM, 8PM.
