1 VILLAGE OF POSEN MINUTES OF A REGULAR MEETING OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF POSEN HELD TUESDAY, OCTOBER 11TH, 2016 AT 6:30 P.M. IN THE POSEN MUNICIPAL BUILDING CALL TO ORDER President Donald W. Schupek called the Regular Meeting to order for Tuesday, October 11th, 2016 at 6:30 P.M. in the Posen Municipal Building, 2440 W. Walter Zimny Drive, Posen, Illinois ROLL CALL Upon the Call of the Roll by Clerk Grabowski, President Schupek, Trustees Torres, Casillas and Klapkowski were present. Absent were Trustees D.J. Schnering, D. Niemeyer and A. Hulsey. Also in attendance were Village Attorney Peter Murphy, Police Department Administrative Assistant Bob Quirk, Fire Chief Kevin Szewczyk, Public Works Director Jason Rhein, Bookkeeper Angelito Alzona and Treasurer Linda Arvia. Absent was Police Chief Doug Hoglund. PLEDGE OF ALLEGIANCE President Schupek led the Village Board and attending public in the recitation of the Pledge of Allegiance. RECORD OF THE PROCEEDINGS President Schupek called for a motion to approve the Minutes of the Regular Meeting held Tuesday, September 27th, 2016 as written. Trustee Casillas moved, seconded by Trustee Torres. Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. FINANCE & ADMINISTRATION Chairman D. J. Schnering In the absence of Trustee Schnering, President Schupek called for a motion to approve Warrant #11-16/17. Trustee Torres moved, seconded by Trustee Klapkowski to approve Warrant #11-16/17. Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. President Schupek directed the Clerk to read the Treasurer s Report for the Year Ended April 30, 2016.
2 The following Village of Posen, Treasurer s report is a true and correct statement of the Village of Posen s Receipts and Expenditures for the year ended April 30, 2016, and the condition of the Village s funds as of that date. Trustee Torres moved, seconded by Trustee Casillas to approve the Treasurer s Report as written. Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. President Schupek directed the Clerk to read the Funds Balance Report with beginning balance on 8/1/2016. General - $206, Real Estate Tax - $300, COMMUNITY HEALTH & DEVELOPMENT Chairman A.C. Hulsey In the absence of Trustee Hulsey, President Schupek directed the Clerk to read Ordinance # , Amending Section of the Posen Village Code Regarding Nuisances and Vacant Lots. Attorney Murphy gave the following resume of the above Ordinance: The Posen Village Code is amended by adding the following paragraph to the end of said Section It shall constitute a public nuisance for any person to place upon any public roadway any basketball hoop, whether portable or permanent, or near or adjacent thereto, in such a manner as would cause or allow a person to be in the roadway while utilizing such basketball hoop, or other device, or which would allow for the interference with vehicle parking, the traffic flow, street sweeping or maintenance, or the plowing of snow upon any such street, alley, road or highway. Trustee Casillas moved, seconded by Trustee Klapkowski to accept Ordinance # Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. President Schupek directed the Clerk to read Resolution # , A Resolution for Approval of Class 6(b) Real Estate Tax Incentive Abatement for Planned New Construction in the Village of Posen, Cook County, Illinois. Attorney Murphy gave the following resume of the Above Resolution. Advertising Flag Company, Inc., located at 2800 W. 145 th Street, in Posen, Illinois, intends to acquire certain real estate within the Village of Posen and proposes to purchase and occupy a 10,000 square foot building for manufacturing and warehousing their flag products, the viability of which is dependent upon the eligibility of said project for Class 6(b) incentives. Advertising Flag Company, Inc., will as a result of this project, create 14 or more new jobs and occupy a currently vacant building at the subject location.
3 This project will also create additional temporary employment opportunities during this project. He asked if there are any questions, if not, he recommended that a vote be taken to approve Advertising Flag Company, Inc. s request so they may qualify for some tax abatement. Trustee Torres moved, seconded by Trustee Casillas to approve Resolution # Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. President Schupek directed the Clerk to read Resolution # , Approving a Class 8 Real Estate Tax Assessment Classification for Construction Within the Village of Posen, Bremen Township, Cook County, Illinois. Attorney Murphy gave the following resume of this Resolution: An owner of property within the corporate boundaries of the Village requested that the Mayor and Village Board approve a Cook County Class 8 Real Estate tax Assessment Classification for property within the Village. The subject property is a 24,000 square foot industrial building, of which approximately 16,000 square feet has been vacant in excess of 24 months. This building is located at to S. McKinley Avenue. The redevelopment proposed will significantly expand and improve the commercial tax base of the Village, create additional temporary employment opportunities during redevelopment and, when completed, permanent employment positions as well as generate new real estate tax revenues and additional real estate taxes for both the Village and the County of Cook, as a result of aforesaid redevelopment. President Schupek called for a motion to approve Resolution # , Trustee Torres moved, seconded by Trustee Klapkowski to approve this Resolution. Trustees Torres, Casillas, Klapkowski and President Schupek Voted Aye: motion was approved. PUBLIC WORKS Chairman J.S. Casillas Trustee Casillas gave the following Public Works Report for September, 2016: Equipment Repair Daily Vehicle Maintenance Daily Tree Trimming 4 Days Branch Chipping 6 Days Grass Cutting 4 Days/Per Week
4 Meter Replacement 5 Meter Reading 3 Days Meter Re-Reads 2 Days Water Shut off 15 Sewer Repairs Whipple Campbell McKinley Water Bills will be going out this week. FIRE Chairman G. Guel-Torres Trustee Torres Gave the following Posen Fire Department Report for September 2016: Total Calls 116 YTD 1218 Ambulance: $13, FYTD Amb$Collections: $63, Amb$calendar YTD: $172, Posen General Alarms: General 17 Minor 17 Total: EMS Calls 65 Fire Calls 51 The Village Walk/Run will be held on October 22, 2016 at 10:00 AM. To register call POLICE Chairman R. Klapkowski Trustee Klapkowski gave the following Police Department Report for September 2016: Parking Citations 50 Moving Citations 153 Calls Answered 1602 Traffic Stops 64 Felonies-Misdemeanors 40 Warrants 7 Business Checks 745 MO Ordinance Tickets 29 Total Vehicles Towed & Impounded 36
5 Fees Collected Report Copy Fees - $70.00 Tow Release Fees - $12, MO Ordinance Fines - $ Parking Ticket Collections Police Department - $3, Court Parking Tickets - $ Collections Parking MO- Ordinance Tickets - $1, Fines Received from Markham Court - $4, Total Money Collected: $23, Monthly Report September 2016 Training Officer Dziekan attended Breath Analysis for Alcohol Training. (16 Hours) Training was held at the Orland Park police department on September 20 th, 21 st. Officer Hinsdale attended training as part of his duties as a member of the South Suburban Major Accident Reconstruction Team (SSMART) at the Flossmoor police department on September 14 th. The eight hour training class consisted of total station refresher, mock crash scenes, and new motor vehicle inspection sheets. Meetings Chief Hoglund attended the annual Criminal Justice Advisory Committee meeting on September 20 th. This meeting reviews the curriculum of Legal Studies program of South Suburban College. New Assignment Officer James Gutierrez has been assigned to the South Suburban Emergency Response Team (SSERT). Officer Gutierrez graduated from SWAT school in June and passed the interview process making the team effective September 1 st, 2016.
6 Neighborhood Watch The Neighborhood Watch Open House was held on September 22 nd, at the village hall. This meeting was a great success. Thanks to the fire fighters and police officers who participated. It was wonderful to see so many of our community members who took the time to meet the first responders who protect our community. Thanks so much for your support. RECREATION Chairman D. Niemeyer In the absence of Trustee Niemeyer, President Schupek directed the Clerk to read the Community Center Receipts Report for September Registration - $ Rental - $ Deposit - $ Dram - $ Total: $ The Monthly Calendar for October 2016 will be posted in the lobby. EXECUTIVE SESSION OTHER President Schupek announced that he is initiating a Beautification Program and it will be chaired by Cindy Berger who has a Master s Degree in Environment. She then gave a description of what she will be doing in the Village. Cindy is presently working at the Train Station in Midlothian for their beautification program and is very effective. This is strictly a volunteer program and will be supported with the Village with the planting. OPEN TO THE PUBLIC There were no questions asked.
