3 INTRODUCTION Community Moorhead, Minnesota has a population of 42,005 (US Census 2015 estimate) and is located within the Fargo-Moorhead metropolitan area with a population nearing 200,000 (US Census 2015 estimate). The metro area is comprised of four communities: Moorhead and Dilworth, MN and Fargo and West Fargo, ND. Fargo, North Dakota is home to Hector International Airport located approximately 9 miles northwest of Moorhead Municipal Airport. Complete information regarding the Fargo-Moorhead Metropolitan area can be obtained by contacting the Fargo-Moorhead Chamber of Commerce at or by visiting their website at Moorhead Airport The Moorhead Municipal Airport, elevation 917 feet, is located in the City on its southeast edge less than two miles from the Moorhead Industrial Park. The 4,300 X 75 runway is paved asphalt. 100LL and Jet A self-service fuel is provided and stored on site in two 4,000 gallon tanks. There are thirty-four public t- hangars and six private hangars with approximately thirty-two aircraft are based on-field. Land leases for additional private and commercial hangar development are available and two private hangars are anticipated to be constructed in The Moorhead Municipal Airport is part of the National Plan of Integrated Airport Systems (NPIAS) and receives federal funding for eligible projects. A goal of the Airport is to increase the number of based aircraft and pursue revenue-generating investments at the airport. PURPOSE The City of Moorhead is requesting proposals from qualified individuals and/or businesses to provide Combined Airport Management and Primary Fixed Base Operator services including a required A & P Aircraft Mechanic/Engine Repair service; as well as Airport Management services as outlined below. The designation of Combined Airport Management and Primary Fixed Base Operator does not provide exclusive rights in any way to operate business activities at the Moorhead Municipal Airport in compliance with Federal Aviation Administration (FAA) regulations. ESSENTIAL SERVICES The City is seeking a Combined Airport Management and Primary Fixed Base Operator services at the Moorhead Municipal Airport. Airport Management Services 1. Issuing Notices to Airmen (NOTAM s). 2. Managing fuel system including sales, general maintenance and monthly fuel reports. 3. Provide courtesy services to airport customers a. Manage, maintain and clean arrival-departure area including restrooms and pilot s lounge. (City will furnish custodial supplies). b. Access to Telephone c. Manage/offer ground transportation including courtesy car (owned and maintained by City) and/or available taxi service information 4. Hangar general maintenance/upkeep/repairs of public t-hangars: a. Inspect, maintain, and make minor repairs to all publicly-owned buildings, t-hangars and heating, ventilating and air conditioning systems, lighting, etc. at the airport. b. Manage t-hangar access keys and monitor condition of t-hangars when lessee moves out to determine if damage deposit may be refunded. (City manages hangar leasing.) 5. Outdoor maintenance upkeep including: a. Snow and ice removal from runway, ramps, aprons and taxiways (City will furnish equipment and fuel). b. Grass cutting (City will furnish equipment and fuel). 4 c. Runway and pavement inspections. (i.e. notify City when sweeping is necessary or other corrective measures need to be implemented.) d. Monitor and request outdoor lighting replacement or other miscellaneous upkeep, as needed. 6. Storm Water Quality Monitoring (MPCA monthly stormwater inspections for the City.) Primary Fixed Base Operator 1. Provide A & P Aircraft Mechanic/Engine Repair service, with a preference for Inspection Authorization (IA) mechanic. a. Typically operates normal business hours (i.e. 8am to 5pm, Monday through Friday) OPTIONAL SERVICES Optional or additional services that could be considered: o Other aeronautic services (i.e. hangaring, tie-down and parking, aircraft rental and/or sales, aircraft maintenance, flight instruction, etc.) o Event organizer and/or participant (i.e. Fly In) o Develop and facilitate Moorhead Flying Club/Organization to build and strengthen community o Other as outlined within proposals. CITY FACILITY AND EQUIPMENT AVAILABLE The City has available for the Combined Airport Management and Primary Fixed Base Operator a 3,136 square foot heated hangar within which to provide Aeronautical Services (i.e. Aircraft Mechanic/Engine Repair services), as well as office space and t-hangar #1. These spaces are adjacent to the arrival/departure area which includes a public restroom and pilot s lounge. Equipment for fueling service, snow removal and mowing is available for the use at the airport by the selected Combined Airport Management and Primary Fixed Base Operator. These spaces and equipment have historically been offered at no charge to the Combined Airport Manager and Primary Fixed Base Operator. CONTRACT TERMS The term of the new Combined Airport Management and Primary Fixed Base Operator will begin January 1, The City will entertain proposals that outline terms between three (3) to five (5) years with options for renewals to be determined during the contract negotiation phase with recommendation from the Moorhead Airport Committee and approval from the Moorhead City Council. Insurance Coverages The Contractor is required to have Commercial General Liability Insurance written on an occurrence basis; minimum amount of $2,000,000 per occurrence; $4,000,000 annual aggregate. The following coverages shall be included: Premises and Operations Bodily Injury and Property Damage, Personal and Advertising Injury, Blanket Contractual Liability and Products and Completed Operations Liability. The City hall be named as an additional insured. If the Contractor operates aircraft, aircraft liability insurance of at least $100,000 for bodily injury to each passenger; $1,000,000 per occurrence for bodily injury and property damage. The City shall be named as an additional insured. If the Contractor stores aircraft for someone else, the Contractor shall have hangarkeepers insurance of at least $250,000 per aircraft and $500,000 per occurrence. The City shall be named as an additional insured. Page 4 of 9

5 The Contractor agrees to provide Workers Compensation insurance on all its employees in accordance with the statutory requirements of the State of Minnesota. Employer s Liability Insurance shall be included with minimum limits are as follows: o $500,000 Bodily Injury by Disease per employee o $500,000 Bodily Injury by Disease aggregate o $500,000 Bodily Injury by Accident The Contractor is required to have automobile liability insurance for automobiles operated on the airport premises. Minimum Combined Single Limit of $1,000,000 for Bodily Injury and Property o Damage. In addition, the following coverages should be included: Owned, Hired, and Nonowned Automobiles. General Insurance Conditions. All policies shall be primary insurance to any other valid and collectible insurance available to the City with respect to any claim arising out of the Contractor s performance under this Agreement. All policies and Certificate of Insurance shall contain a provision that coverage afforded under the policies shall not be cancelled without at least thirty (30) days advanced written notice to the City, or ten (10) days notice for non-payment of premium. Contractor shall obtain insurance policies from insurance companies having an AM BEST rating of A- (minus); Financial Size Category (FSC) VII or better, and authorized to do business in the State of Minnesota. An umbrella or excess liability insurance policy may be used to supplement the policy limits on a follow-form basis to satisfy the full policy limits required by this Agreement. The City must be endorsed as an additional insured on any umbrella or excess policy. Contractor shall submit a Certificates of Insurance acceptable to the City as evidence of the required insurance coverage requirements. The City is not responsible for proposals that are not able to be opened or too large for electronic submittal. The City reserves the right to negotiate the terms of any contract(s) for combined airport management and fixed operator services at the Moorhead Municipal Airport and accept or reject any or all proposals.
