1 CITY OF NAPLES AIRPORT AUTHORITY REQUEST FOR PROPOSAL FOR AIRCRAFT RESCUE & FIREFIGHTING (ARFF) SERVICES 2 SEPTEMBER 2014 I. NOTICE The City of Naples Airport Authority (NAA) is requesting proposals from qualified Aircraft Rescue and Firefighting (ARFF) service providers (Proposer) desiring to provide personnel who are trained or can be trained before commencement of the contract so as to qualify the airport for Certification under Federal Aviation Regulation (FAR) Part 139. The Proposer selected from the Request for Proposals (RFP) may be contracted for a period of up to five years. II. CITY OF NAPLES AIRPORT AUTHORITY The City of Naples Airport Authority (NAA) was created under Laws of Florida , as amended, as an independent Authority responsible for the operation of the Naples Municipal Airport. It is governed by a five-member volunteer Board of Commissioners who are appointed by the Naples City Council. Under their direction, an Executive Director manages the Naples Municipal Airport and its programs with a staff of 70 + employees. III. NAPLES MUNICIPAL AIRPORT The Naples Municipal Airport (APF) is a certificated Part 139 airport consisting of over 700 acres of property that includes two paved runways (5/23, 14/32) and one turf runway. The airport currently has no scheduled commercial flights, however the NAA is conducting an Air Service Development Study. The airport's general aviation activity, which includes corporate aviation, flight schools, and miscellaneous other operators, is very seasonal and accommodates over 90,000 aircraft operations. APF is one of the busiest corporate airports in the United States during the peak months of October through April. APF is also home to various airfield tenants and businesses, including Mosquito Control, EMS, Sheriff's Office, Customs and Border Protection, Civil Air Patrol, etc. NAA owns and maintains 228 T-Hangars/T-Shelters, storage units, as well as bulk storage hangars. The airport is classified as an Index A airport by the Federal Aviation Administration (FAA) and is currently in compliance with FAR Part 139 Aircraft Rescue and Firefighting certification. The NAA currently contracts for ARFF services from the City of Naples. The contract requires a 90- day notice period to discontinue City provided ARFF services. IV. 2 An original and fifteen copies, plus an electronic version of the response must be received by 4:00 p.m. on September 26, At least one of the copies of the response must not be bound. The proposal submission is limited to 20 pages or less. Inquiries pertaining to this RFP should be directed, in writing, to Mr. Ryan Frost, Operations Director. The deadline for inquiries is September 12, Written responses to all inquiries will be mailed or ed to all interested parties and posted on our webpage at FlyNaples.com by September 16, Other communication with Authority staff or Commissioners regarding this RFP is not appropriate. MINIMUM QUALIFICATIONS Responses will be accepted from qualified ARFF service providers with at least five years successful experience in providing Aircraft Rescue and Firefighting services at an airport or five years successful experience in providing local community fire services. The airport reserves the right to disqualify any Proposer, who during the past five years, has had an agreement or contract canceled by a public agency for cause including, but not limited to, failure to perform or involvement in illegal activity. The selected Proposer will be required to indemnify NAA and to purchase and maintain insurance coverages of: A. Comprehensive general liability with a minimum limit of $10,000,000 per occurrence B. Workers compensation meeting statutory requirement of the State of Florida C. Employer s liability with a minimum limit of $1,000,000 per occurrence D. Professional liability (Errors and Omissions) with a minimum limit of $5,000,000 per occurrence These limits can be reduced if the responding proposers is a Florida public entity and is covered by sovereign immunity. VI. AIRPORT PROVIDED FACILITIES AND EQUIPMENT The airport will make the following available for use in the performance of this contract: A. ARFF Station, located at intersection of Taxiway B and Taxiway D. B. Many interior living conveniences provided, such as exercise equipment, interior furniture, kitchen supplies/appliances, etc. -2-
3 C. Two (2) ARFF Fire apparatus vehicles provided and maintained, to include fuel. One is a 2006 Striker 1500, the other is a 2008 Ford Quick Dash Response Truck. Each truck independently meets Index A requirements. D. One (1) mobile phone and service for staff during duty hours. E. All station utilities, to include phone, power, natural gas and water. F. Nitrogen for apparatus servicing. G. All AFFF foam and dry chemical for apparatus. VII. ARFF SERVICES REQUIRED A. Primary Service Activities The selected Proposer will be required to provide management services, certain equipment, and personnel necessary to efficiently provide ARFF services at the airport meeting FAR Part 139 Index A requirements, 7 days a week, 365 days a year. Services provided by the Proposer must be conducted in such a manner so as to fully comply with the requirements of FAR Part 139, and any other fire regulations that may be imposed on the airport by the FAA, or other federal, state or local agencies. The Proposer will be responsible for obtaining any or all applicable federal/state/local permits required for carrying out these duties. The selected Proposer shall select honest, competent and courteous personnel to be employed at the airport and shall train, supervise, and maintain proper surveillance over all its employees to insure their integrity and maintenance of an honest and high standard of service to the public. This standard shall be determined at the sole discretion of the Executive Director. All personnel must be employees of the Proposer, who shall pay all salaries, taxes, federal and state unemployment insurance, and any and all other taxes or employee related benefits. The selected Proposer shall perform reasonable employment screening. Each employee must submit to and successfully complete a background check, conducted by the NAA, which includes a fingerprint based criminal history records check and security threat assessment. Minimum staffing meeting all FAA required ARFF qualifications on duty each shift, provide the minimum hours a day of ARFF coverage necessary (estimated minimum staffing time is 7am-10:00pm, or longer as determined by Proposer), seven days a week. The Proposer shall determine the total number of employees necessary to maintain the service required to cover for illness, vacation, etc. Shifts and/or staffing may be determined by the Proposer as long as the listed minimums are met. Although there is no requirement to identify an individual as a Fire Chief, one employee shall be designated responsible for ensuring all FAA Part 139 ARFF requirements are maintained and also act as a liaison with the Executive Director. Qualifications for employees shall be in accordance with all required ARFF requirements as outlined in FAA Advisory Circulars and any or all State requirements. -3-
4 B. Secondary Service Activities The secondary service activities of the selected Proposer shall include but are not limited to: 1. Monthly airfield fuel storage inspections 2. Routine inspection and minor maintenance of ARFF vehicles and equipment Regular cleaning and washing of ARFF vehicles and equipment 3. Light office work 4. Annual CPR training for certain NAA staff 5. AED inspections 6. Other services mutually agreed upon Employee Qualification and Specification. VIII. CONTENT OF RESPONSES The following information must be provided in the order listed below. Additional information may be provided separately. Each Proposer must complete and sign their proposal by an authorized official representing the company and include a point of contact for the RFP. The Proposer's full business address must be provided. A. Proposer name, address, phone, and date established B. Names and qualifications of key personnel C. History of the Proposer in providing ARFF or fire services D. Reference contacts from other airports where the Proposer has provided ARFF or fire services E. Evidence of insurance coverage as required in Section V. Minimum Qualifications F. A detailed discussion of ARFF services the Proposer will provide in response to the RFP G. Amount of time needed between award of contract and the ability of the selected Proposer to be on site and fully operational and certified H. Proposed annual fee for each contract year I. Please list and briefly explain any additional services that may be available to the NAA, and any additional fees associated with these services J. Please provide any additional appropriate information that may help us in understanding how your experience and qualifications relate to the services requested in this RFP K. A statement that the Proposer s response is valid for 180 days IX. SELECTION CRITERIA The successful Proposer will be chosen based on the following criteria: A. Experience and References - Proposers experience in providing ARFF or fire services B. Management System - Staffing and operating procedures to maintain FAA compliance C. Fee Proposal - Proposed Contract Amount -4-
5 D. Response The ability of the Proposer to follow directions and submit a response in accordance with the RFP E. Additional Factors - Additional capabilities, specialized training, services, etc. that would contribute to the success of the operation. X. SELECTION PROCESS The proposals will be opened and reviewed for responsiveness and ranked. Selection may not be made solely on contract price. Respondents may be interviewed by the NAA s Consultant Selection Committee. The final selection will be made by City of Naples Airport Authority Board of Commissioners based on what is determined to be in the best interest of the NAA as determined by the Board of Commissioners. The Authority reserves the right to waive any formalities or irregularities in, or reject any or all responses, and to award or refrain from awarding any contract for services. The Authority is not liable for any costs incurred by the responding parties prior to the issuance of an executed contract. A contract will be negotiated based on the requirements contained in this RFP and the highest ranked Proposer s response to the RFP. If NAA is not able to contract successfully with the top ranked Proposer, NAA may negotiate with the next ranked Proposer or may choose to advertise the RFP again. -5-
