34 DARMsys What is DARMsys? State-of-the-art, Damage Assessment & Reconstruction Monitoring system to assess and audit reconstruction. Real time data is collected using a hand held monitoring device and sent via wi-fi to provide map based damage data. Pilot program: April Deployed operationally for Western Qld floods Feb 2012 Enables street-by-street, house-by-house assessment through affected communities Helps Government provide help to most vulnerable
35 Build Back Blitz clients DARMsys is one of the methods to help identify potential Build Back Blitz clients Owner occupier whose house was totally destroyed or severely damaged by floods or cyclone No work has commenced to rebuild/repair the home Owner needs support to progress repairs/rebuild and/or has limited financial capacity to progress work Other considerations include persons with a disability or medical condition, language difficulties, and age

38 Resilience What is it? a measure of how quickly a system recovers from failures the capacity of a system, community or society potentially exposed to hazards to adapt... in order to reach and maintain an acceptable level of functioning and structure. a disaster-resilient community is one that can withstand, respond effectively to, and recover quickly from, disasters. the ability of social units (eg organisations communities) to mitigate hazards, contain the effects of disasters when they occur and carry out recovery activities in ways that minimise social disruption
39 The Queensland View the capacity to prevent, mitigate, prepare for, respond to, and recover from the impacts of disasters a resilience based approach to disaster management, recognises that a co-ordinated and collaborative effort is needed to increase our capacity to recover from disasters

Eg Bruce Highway Upgrade Strategy (TMR) Grantham Reconstruction Area (QldRA) Development Scheme Prevent Eg Community Development and Recovery Package (DoC) Mental Health Disaster Recovery Package (DoC + QHealth) RESILIENCE the capacity to prevent, mitigate, prepare for, respond to and recover from the impacts of disasters. 1 Recover Respond Prevent The taking of preventative measures to reduce the likelihood of an event occurring or, if an event occurs, to reduce the severity of the event. Prepare The taking of preparatory measures to ensure that, if an event occurs, communities, resources and services are able to cope with the effects of the event. Respond The taking of appropriate measures to respond to an event, including action taken and measures planned in anticipation of, during, and immediately after an event to ensure that its effects are minimised and that persons affected by the event are given immediate relief and support. Recover The taking of appropriate measures to recover from an event, including the action taken to support disaster-affected communities in the reconstruction of infrastructure, the restoration of emotional, social, economic and physical wellbeing, and the restoration of the environment. 2
