1 2018-Winter-Meeting Notes- REALTOR Action Fund Committee Wednesday, January 17, :00 a.m. 12:00 p.m. San Carlos Room III- Mezzanine Level, Marriott Hotel, Monterey, CA Chair Greg Galli called the meeting to order at 10:03 a.m. Greg welcomed everyone to their first meeting. Chair, Greg Galli introduced her 2018 RAF Leadership Team! Her two vice chairs, Nick Solis and Betty Taisch and the committee liaison Irma Vargas. Conflict of Interest Policy: Reminded everyone that ALL committee members and directors should have certified compliance with the policy online. Additionally, she asked that everyone turn off their cell phones and there is no recording or live streaming of this meeting. Greg reported that the goal of the 2018 RAF Committee is to continue to follow the REALTOR Action Fund Mission Statement: The mission of the committee is to provide education and tools to increase member participation and to provide support for REALTORS in the areas of fundraising, education, and grassroots involvement at the local level. The committee's primary function is to raise funds for the REALTOR Action Fund, train local associations and to provide political education to local members, as needed. (January 2017) 2017 REALTOR Action Fund Final Overview: Goal was to raise $2.8 million and RAF Participation at 19%. Recap: Membership: 184,633, # of contributors 43,560, RAF voluntary participation 24% and RAF voluntary contributions $3,263, RAA Fundraising Structure Overall Summary, more details review the 2017 final matrix: 01-local association-10% allocation below 12% rate for local associations-30% allocation if higher than 12% but below the 19% goal for local associations-32% allocation-met the 19% goal for local associations-35% allocation=5% or more above the 19% goal for 2017 REALTOR Action Fund Campaign: 2018 Goals: 1. Raise $2.8 million in RAF Voluntary contributions; 2. RAF voluntary participation 19%
2 2018 Objectives: 1. Educate your members of the importance of RAF; 2. Achieve 19% + voluntary RAF participation; 3. Achieve 100% C.A.R. Directors contributing at $ Establish a REALTOR Action Fund Team at your local Association Participation Matrix: The matrix is designed to help each association reach their goal of 19% participation. The Matrix will be updated monthly with data received by the 15 th of each month. C.A.R. must receive both the contributions and a list of the contributors on or before the 15 th of each month to be included in the monthly update. Please note that the data in this report is based off data received by local associations for January If your local Association has no data listed, then C.A.R. either has not received the data, or was not processed by the deadline for this report REALTOR Action Fund Statewide Contests Deadline is September 7, 2018: 1st Contest: REGION CONTEST: Spread the word and get your Region involved. If your region reaches 100% of C.A.R. Directors contributing at $148 or above before the deadline of September 7, 2018, your Region will receive a $100 Gift Card for refreshments to use during the 2018 Fall C.A.R. Board of Directors meeting and a 100% REALTOR Action Fund Pennant! For more information, please contact Lisa Edwards at lisae@car.org or via phone nd Contest: Battle of the Associations-Highest voluntary RAF Participation: Compete to get the highest voluntary REALTOR Action Fund participation in their specific category, as listed below*; 3rd Contest: Battle of the Contributors and Participation: Compete to get the highest per contributor and reach an additional 2% RAF voluntary participation from 2017 in their specific category, as listed below*. Scenario 1: If the local association ended 2017 at 12% for RAF participation, to be declared the winner, the local association would have to reach 14% for 2018 and have the highest per contributor, otherwise known as per capita of RAF contributions raised. Scenario 2: If the local association ended 2017 at 24% for RAF participation, to be declared the winner, the local association would have to reach 26% for 2018 and have the highest per contributor, otherwise known as per capita of RAF contributions raised. 2
3 *Petite Category (1-200); Small Category ( ); Medium 1 Category ( ); Medium II Category ( ); Large Category ( ); and Jumbo Category (6001+) The winners of the 2018 REALTOR Action Fund Statewide Contests will be announced during the 2018 Fall C.A.R. Board of Directors meeting and the awards will be mailed directly to the winning local Associations. RAF and Tax Portability Initiative Update: Rian Barrett, C.A.R. staff reported that the focus is on getting the signatures to get the initiative on the ballot and they need everyone to help! She furthered reported that there was a desk in registration area where they could get more information and packets of petitions to take back to their local communities. How does this affect RAF Fundraising? Greg Galli reported that it was premature to make any type of assessment before we have all the RAF data inputted from the local AORS. An update would be provided on how RAF fundraising is progressing on the March 15, 2018 Chat with RAF Chair Conference call. Major Donor Recognition Update: Greg provided a recap of how many 2017 Major Donors we had: 235 California Silver Bears, 269 NAR Sterling R s, 9 NAR Crystal R s, 177 NAR Golden R s and 1 NAR Platinum R. Additionally, we had 33 members who qualified for the C.A.R. Gold President Circle club and there were 145 NAR President Circle members! Major Donor Sub-Committee Update: Greg reported as per the request of this committee and SPF for RAF to come up with an alternative to the Major Donor Reception to recognize C.A.R. s Major Donors. The subcommittee had a conference call in November 2017 and several ideas were discussed and here are the results were as follows: 1. Early Entrance to the Capitol Reception-10 to 15 minutes earlier than when it starts. It will be a specific time and entrance and once it hits 5:30 p.m. the early entrance door will be closed 2. Major Donor Capitol Dome Plaque: the cost of the plaques would be $155,000. Greg explained that the initial cost to provide a plaque to our existing and the new Major Donors for the first year would be high. But, if approved, the cost would drop significantly, with just adding the new major donor and giving tags to renewing major donors. A copy of what the plaque looked like and a complete budget was provided to each member for review. 3
4 After some discussion, the RAF Committee made the following motion to the SPF Committee: That the REALTOR Action Fund Committee presents to the SPF Committee the REALTOR Action Fund Committee Major Donor Augmentation for Major Donor Plaques to recognize all C.A.R. and NAR Major Donors. What is the difference between RPAC and RAF? Vice Chair, Nick Solis explained the difference: 1. RAF fundraising, all contributions collected through dues billing and a RAF Fundraiser, 30% of the funds collected are allocated to your local Association s sub-accounts: i.e. LCRC, IMPAC and now ALF. Example: Your Association raises $1000 in RAF contributions, 30% or $300 of those contributions are allocated to the local Associations sub-accounts. 2. RPAC Fundraising, no funds collected are allocated to the local associations sub-accounts. All funds go directly to RPAC and the locals receive no allocation to their local sub-accounts. What is the Myth and what is the Truth about RPAC and RAF fundraiser and what role does AI360 PAC Management play? 1. The Myth: For a RPAC Fundraiser to be counted as a fundraiser for RPAC, the RPAC California Fundraising Trustee must use RPAC verbiage and disclosures 2. The Truth: RPAC has ALWAYS recognized RAF fundraisers as completing the requirement for a RPAC fundraiser, because C.A.R. has a federal component in the RAF disclosures and RPAC receives their portion of the funds collected. 3. AI360 PAC Management: This PAC Management platform allows NAR, C.A.R. and local Associations to see what has been collected, which eliminates any confusion on contributions raised and participation. 4
5 RPAC and RAF Contributions slides were provided to illustrate how the funds would flow: Slides one and two illustrated how a RAF contribution was funded: Slide #1: Illustrated the overall RAF Contribution. The chart showed how a RAF contribution ranging from $1-$200 of a member s contribution is split 70% CREPAC-Federal-C.A.R. and 30% to the local AORs LCRC/IMPAC/ALF subaccounts and contributions ranging from $201-$5000 were all funded to CREPAC-Federal-C.A.R. Slide#2: Illustrated a $49 RAF contribution breakdown: 70% of the $49.00 is $34.30 which goes to CREPAC-Federal-C.A.R. and 30% of the $49 is $14.70 which goes to the local associations LCRC/IMPAC/ALF sub-accounts. The local associations provide how they want their 30% split. For example, the $14.70 is split 30/30/40 between the LCRC/IMPAC/ALF sub-accounts, so each subaccount would receive the following breakdown: LCRC = 30%=$4.41, IMPAC=30%=$4.41 and ALF = 40%=$5.88 for every $49 contribution. Slides three and four illustrated how a RPAC contribution was funded: Slide #3: Contribution of $49 paid directly to RPAC. RPAC keeps 30% and transfers 70% to CREPAC-Federal-C.A.R. and none of it goes to the local associations sub-accounts. Slide #4: Contribution of $49. RPAC keeps 30% of $49 = $14.70 and transfers 70% = $34.30 to CREPAC-Federal-C.A.R. The locals are not given any funds to their LCRC/IMPAC/ALF sub-accounts. Please note: The contribution made through RPAC counts towards participation, but no funds are distributed to the local sub-accounts. 5

9 New Business: Vice Chair Betty Taisch reminded the RAF committee on the following items: Recognition Widgets: The $148 Dome Widget will be sent to the local AORs for them to send out to their members who contribute $148. The California Silver Bear widget will be sent by C.A.R. to new and renewing contributors. NAR provides the widgets for their Major Donor levels. Measurer Your Success: Reminded everyone that a great visual for your local AOR is the RAF-O-Meter Poster. PAC Fundraising 1/3 Policy: All fundraising activities and flyers must be approved by C.A.R. before being promoted or taking place. Must provide a budget reflecting estimated costs. A fundraiser will not be approved unless the projected funds raised are at least 3 times the projected costs. The goal for all of us, is not to spend more than we are going to raise. So, please plan your fundraisers to make 3 times over the projected costs. To ensure that you follow the 1/3 rule, please be sure to complete the RAF Budget Sweepstakes and In-Person worksheet and submit the completed worksheet and the appropriate application for Sweepstakes, office to office, phone banks, inperson, and dues billing sweepstakes. No Exceptions: All RAF Sweepstakes/events MUST be reviewed and APPROVED by C.A.R. This includes videos and scripts, new orientation activities, sweepstakes. Betty ended with the task is to ask!
