Heather: Has not changed much from Budget meeting the week before. Gives financial Report Committee Reports: Lake Committee: John Jaimeson: Considering stocking. Clean up of dam on Sprint Lake. Newsletter: Amy Panetta: One page newsletter to be included in mailing. Looking for volunteers. Rules and Regulations Committee: Mike DePeri: Nothing to report on rules and regulations committee. Jack Ritter: Reminds residents of upcoming dumpster day Grievance Committee: Heather Koferl: Need more volunteers. Meet every 3 rd Tuesday of the month. Heather if interested. Old Business: Chip asks for motion to approve minutes 1/18/2016 Board Meeting Motion Made: Jack Ritter Motion Seconded: Mike DePeri All In Favor

2 New Business: Budget: Chip asks residents if they have anything on Budget they would like to change, add to or revise. Explains budget is just an accountant s record of what was spent last year and what will possibly be spent this year. Cutbacks can be made if money is needed for other priorities. Chip asks for motion to Approve Budget: Motion Made: John Jaimeson Approving Contractors In Budget: 1. Culvert Repair 10 Culverts in need of repair. Will cutback if necessary. Chip asks for motion to accept bid from Wayco Motion Made: Heather Koferl Motion Seconded: Amy Panetta 2. Wayco to pave one mile of Wild Meadow. Will still be 4/10 s of a mile of road to pave. If everyone pays assessments there will be money in the budget to complete the paving of Wild Meadow. Chip asks for motion to accept paving of one mile of Wild Meadow Motion Made: Mike Deperi 3. Blue Ridge Tree Cutting: 2.1 Miles of various road canopies will need to be completed. Will cutback if necessary. Chip asks for motion to accept bid from Blue Ridge Motion Made: Jack Ritter 4. Melingo Landscaping: Upkeep of all common areas that have grass Chip asks for motion to approve bid from Melingo Landscaping Motion Made: Mike Deperi Motion Seconded: Jack Ritter 5. Strand Pool: Open pool, water maintenance, computer chlorinator. Also includes closing of the pool at the end of the season Chip asks for motion to approve bid from Strand Pool Motion Made: John Jaimeson Motion Seconded: Jack Ritter Chip advises that one lifeguard chair has been purchased and money has been allocated to purchase a second chair. Resident Questions: Brendan O Sullivan: Question on Budget Line Item Other Income. Chip Dingman: Explains that old dues, finance charges, processing fees, administration fees, promissory note fees, court fees, and fines are included.

3 Goru Tomaru: Talks about the dogs being unleashed in the community as well as dog waste being left on roads. Chip Dingman: Chips explains there are a few things that can be done. Ask resident to pick up waste if it is witnessed and if witnesses by security, a citation will be given. Larry Teleck: What is the projection of how many residents will pay dues this year? Chip Dingman: Projects 80%. Explains collections are going well due to Christine and Brittany following up with residents, making calls, etc. House was put up for sheriff s sale last year. Qwana Davis: Question on potholes by the mailboxes and condition of mailboxes. Chip Dingman: Explains mailboxes are owned by the post office. Chip makes weekly calls to Harrisburg. SLPOA was supposed to get something in writing to make improvements. SLPOA cannot afford to buy mailboxes. We have over 1,081 lots and a box would have to be purchased for each resident. We received 6 8 boxes from Conashaugh. John will get materials from Wayco to patch potholes. Jack Ritter: Mailbox situation was raised during work session. Heather mentioned, if we need to cut back on other budget items, pothole repairs should be completed. Qwana Davis: Also asks if post office can leave packages at the SLPOA office. Chip Dingman: Advises this cannot be done. SLPOA/Office would be responsible for all packages. John Klemeyer: Advises this is a liability. George Sullivan: Did Wayco pave mailbox section last year? Why are we not using $4,700 in pool fund to purchase 2 nd chair. Chip Dingman: They put extra material previous year. They did not pave. Chip Dingman: The money raised for the chair was not accurately reported. Heather Koferl: $4,700 is used for snack bar, receipt paper, electric, etc. Sophia Altvater: Does not like the placement of the lifeguard chairs at the pool. Explains lifeguards are facing one another and one should be placed for better view of baby pool. Chip Dingman: Chairs are moved around depending on sun. Goru Tomaru: Asks about the dues being raised. Chip Dingman: Explains dues were never raised $100. Residents cannot afford the type of increase. Explains dues will need to be raised gradually. Celeste Oakes: Is there a way to do community fund raising for improvements? Chip Dingman: Explains if there are issues, please come into office instead of complaining to neighbors, on Facebook, etc. This issue is addressed in the letter included in the mailing. Heather Koferl: There are no volunteers. Heather explains many residents will say they will volunteer, but when the times come, nobody ever shows up. There have been many events where only 3 4 residents have attended. John Klemeyer: Explains this is common and the 3 associations he is involved in there is only a very small amount of people who volunteer, vote, etc. Mike Deperi: Explains very small amount of residents volunteer and it is usually the same residents for everything.

4 Chris Newman and Paul Rubino Concern over dues being raised due to septic issues. Chip Dingman: Septic systems are owned by the land owners who use the systems, not SLPOA. Mound is in the process of being tested by a soil engineer. When he returns a plan of action of how to repair or replace, the land owners will be assessed the cost. There are monies currently in their bank account, but will not cover the repairs completely. John Klemeyer: Work involved in fixing mounds will be paid for by those who use the systems. There are also administrative costs, engineering costs, and the costs of the lawsuit filed. Lawsuit is being defended by the insurance company for SLPOA. The cost to all other residents will be minimal. John s involvement in lawsuit was to freeze the suit and the opposing counsel was not cooperative. John had to get involved in lawsuit to protect SLPOA and residents. He has now been replaced by attorney provided by insurance company. There is a conscious effort being made to control the overflow of expense that might make its way to the SLPOA. It is still very early in the process. Chip Dingman: Insurance Company handling the suit is the old insurance company. Insurance companies have been changed, but due to timing of incident, the new company does not cover. Not sure if rates will be increased. $1 Million in coverage from old insurance company. New carrier provides $25 Million umbrella. Also explains, there is a tanker taking majority of waste water from Section 9. M&S read the articles in the newspaper and knew that what was being written was probably not correct. M&S volunteered to place tanker and pump out every other day. They only charging us labor fee. John Klemeyer: SLPOA received letter from plaintiff s attorney indicating it is inappropriate that Board tells residents who is suing them. They are alleging certain residents have been abusive, confrontational, etc., and it is totally uncalled for. This is business and should be treated as such. No reason for anyone to act inappropriately and the SLPOA is against this type of conduct. John wants it recorded that this is inappropriate behavior. Beverly Jamieson: Does the lawsuit cause a delay of the management company taking over? Chip Dingman: Still on track. No one has volunteered to be a director for the board of the well/sewer associations from any of the sections which is causing the delay. Letter was sent making them aware of a meeting in May. John Klemeyer: Someone needs to sign contract with Appletree. The person needs to be authorized to sign contract by members of the Board. Jack Ritter: Well Associations need to vote. Appletree advised residents that a certain amount of people need to be on the Board. Resident: What precautions have been put in place for other Sections? Chip Dingman: Section 12 mounds for the majority have been rebuilt. One on Section 9 has been rebuilt, but due to all the waste water and ground water, there is a leak. SLPOA has been proactive. John Klemeyer: Shared sections residents are not responsible for individually maintaining mounds. Chip Dingman: Mounds are checked daily. Alarms have been installed. John Klemeyer: These are 30 year old systems. They are not built the way systems are built now. Jack Ritter: Explains septic pumping chart. Goru Tomaru: Questions when we will have a clubhouse. Chip: We cannot go forward with plans until Wetlands are converted. Celeste Oakes: 101 Stateway Drive: Proposes that each resident be charged a special assessment to purchase a mailbox.

5 Chip Dingman: Does not see that working as residents will likely not pay. Post office will eventually have to do something to correct the situation. Chip explains we can put the idea to the residents for a vote. Post office would have to come in and renumber mailboxes and all residents would get new keys and a new box. Monroe West Shore Drive Boat Ramp on South Shore is nicely done. Will anything else be done with that property? Chip Dingman: Discussions have occurred on what to do with the land and how to close it off. SLPOA is looking into renting a backhoe and eventually purchasing for projects around the community. Salt Shed will be paid off in August and has paid for itself. Truck purchased will be paid off in June. Community now has assets that can be used to purchase a backhoe. Celeste Oakes: Is there a way that residents can Skype into Board meetings? John Klemeyer: If we broadcast meetings, the Association is responsible for what is said by all residents. If something is said that is inappropriate or untruthful, this would be communicated to a great number of people and the liability and slander risk is raised significantly. Sophia Altvater: Keeps eyes and ears open. Spring is coming. Neighbor Hood Watch.
