2 INTRODUCTION Grant Agreement Preparation Forms (GPF s) have been designed to facilitate the project negotiations and the production of the grant agreement. It is a main communication instruments between the co-ordinator representing the Partnership Agreement and the Commission and/or the REA s Officer. Essentially the forms are used to identify the beneficiaries that will sign/accede to the grant agreement, to determine the eligible costs and European Union contribution and to electronically capture structured information on work packages, efforts, milestones and deliverables. The forms also include a standard declaration to be signed by each beneficiary. To assist the filling in of the GPF s the following is made available: Annotations these are attached to the standard forms and should be read carefully Pre-filled legal information (see below) NEF NEF is an online tool to be used by the co-ordinator and the beneficiaries to edit the content of the GPF s Legal information is held in the A2.1 form. This information is pre-filled by the Commission and/or the REA services using either information taken from the Commission database or from the proposal. Depending on the validity of this information, the organisation concerned may have to supply to the Commission and/or the REA with a so called identification fiche and supporting legal documents. For instructions on this, see the annotations to the A2.1 form. The budget table (A3.1) is to be used in Part A of Annex I of the grant agreement.

In Europe novel approaches to radio astronomy i.e. Aperture Array technology as used in the Low Frequency Array ( LOFAR ) and Wideband Single Pixel Feed Receivers give insight in gaps to be filled and requirements for future radio telescopes. For the SKA as the world largest radio telescope operating in the next decade, with a large fraction in the Karoo, a common long term focus is developing requiring intensified knowledge exchange. Specifically, organizes for strengthening relevant research networks through exchange of experienced and early-stage radio scientists and engineers between South African institutes to and from Sweden and the Netherlands. Through that, aims at a common design view on site related aspects for radio telescopes, to advance radio-optics, calibration, ICT, processing and technology views and (possibly green ) designs on MID-SKA centred in the Karoo. Knowledge from the project will be disseminated to a larger community by annual workshops. The workshops will exchange ideas focus to establish views on next collaborative steps. This project will exchange local knowledge about the future SKA site needed for building, operating and calibrating the instruments to be designed with the high level technological system design expertise of the European institutes. Simultaneously the experience with calibrating MEERKAT and LOFAR will be shared. Thus preparing all participants in this proposal in an optimal way for contributions to the SKA project. The proposed exchange program fits goals of the African-European Radio Astronomy Platform ( AERAP ) endorsed by the European Parliament :02

As a consequence, I certify that: In compliance with article 106(1) of the abovementioned Regulation, none of the following cases apply to our organisation: a) it is bankrupt or being wound up, is having its affairs administered by the courts, has entered into an arrangement with creditors, has suspended business activities, is the subject of proceedings concerning those matters, or is in any analogous situation arising from a similar procedure provided for in national legislation or regulations; b) it or persons having powers of representation, decision making or control over it have been convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; c) it has been guilty of grave professional misconduct proven by any means which the contracting authority can justify including by decisions of the EIB and international organisations ; d) it is not in compliance with its obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which it is established or with those of the country of the contracting authority or those of the country where the contract is to be performed; e) it or persons having powers of representation, decision making or control over it have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity, where such illegal activity is detrimental to the Union s financial interests; f) it is currently subject to an administrative penalty referred to in Article 109(1) of the above-mentioned regulation.
