1 November 2016 Rule and Activity Updates Pre-Launch Check Following lengthy reviews and consultations with the Movement, the Operations Sub-committee has agreed updates to a number of rules designed to remove unnecessary barriers, ensuring they remain safe while making them easy for Leaders to operate. You are invited to perform a final check that these rules are both sensible and workable. Following this final check the intention is to publish them and go live. Until this date the current rules (July 2016) continue to apply. Comments are welcome to UK Headquarters via the online survey below on anything contained within this document that doesn t make sense or is not workable. Please submit your comments by 4 December To submit your comments please visit the pre-launch check online survey Note: Please read the proposals carefully and only provide feedback on the areas which you feel will cause issues in the delivery of Scouting locally. 1

2 Scout Network These proposed changes to rules 15.9 and Dismissal of Scout Network Members are intended to provide clarification on roles within Scout Network that can approve the dismissal of members. Current POR 15.9 Dismissal of Scout Network Members a. No Scout Network Member may be dismissed without the approval of the County Scout Network Commissioner. POR Appeals against the dismissal Scout Network Members a. Any Scout Network Member who is dismissed has the right of appeal (with the aid of a friend if so desired) to the County Commissioner. b. If so requested by the person dismissed, the County Commissioner may appoint a committee to hear the appeal. c. Reasonable opportunity must be given for the dismissed person to attend the meeting of such a committee to state a case against dismissal. Proposed POR 15.9 Dismissal of Scout Network Members a. No Scout Network Member may be dismissed without the approval of the District Scout Network Commissioner (or equivalent, where an exception to a District Scout Network operates) or UK Scout Network Commissioner where the member is a member of the UK Scout Network only. b. Where a member of a District Scout Network is dismissed, this will also apply to their membership of other District Scout Networks as well as the UK Scout Network. c. Where a member is a member of the UK Scout Network only and has been dismissed, then subsequently attempts to join a District Scout Network (or equivalent, where an exception to a District Scout Network operates) the dismissal will still apply. d. Consideration should be given to the impact of dismissal on other adult roles that a Scout Network member may have. POR Appeals against the dismissal Scout Network Members a. 3 Activities: Combined water and rock activities As part of the review of combined water and rock activities (coasteering, gorge walking etc) which took place this year, having been researched and proposed by the review team which is made up of staff members of the Technical Team at UKHQ, as well as the Deputy UK Commissioner for Programme (Adventure) and other members of the UK Adventure Team (including the UK Technical Advisers for hillwalking, climbing and swimming). The team have developed some guidance to be used by leaders undertaking these activities. This will not become a rule but seen as good practice and should be a tool to enable the safe delivery of these activities to members. Guidance will be launched in January Activities: Snowsports These updates are based on feedback received as part of the snowsports review and terrain definitions review which have taken place throughout 2015 and The following recommendations have been researched and proposed by the activity review team which is made up of staff members of the Technical Team at UKHQ, as well as the Deputy UK Commissioner for Programme (Adventure) and other members of the UK Adventure Team (including the UK Technical Adviser for Snowsports). These recommendations are also supported by Unity Scout Insurance Services. Current POR 9.7 Adventurous Activity Permit Scheme a. There rules apply to all adventurous activities. Adventurous activities are: Archery; Caving; Climbing and abseiling, except; Bouldering; Climbs using auto belay systems (systems that lower a climber to the ground without any human intervention; Hill walking and off road cycling (in terrain one and two); Hovercrafting; Snowsports (in Terrain One and Two); (except artificial slopes and nursery slopes); All water activities, except swimming, on class B1, B2, B3 or A waters; All motorised water activities and SCUBA activities on class C waters. POR 9.33 Snowsports Proposed POR 9.7 Adventurous Activity Permit Scheme a. There rules apply to all adventurous activities. Adventurous activities are: Archery; Caving; Climbing and abseiling, except; Bouldering; Climbs using auto belay systems (systems that lower a climber to the ground without any human intervention; Hill walking and off road cycling (in terrain one and two); Hovercrafting; Snowsports (in Terrain One and Two); (except artificial slopes and nursery slopes); All water activities, except swimming, on class B1, B2, B3 or A waters; All motorised water activities and SCUBA activities on class C waters. POR 9.33 Snowsports a. Snowsports environment definitions; 3

4 a. On piste is defined as: within the marked and patrolled defined snowsports area. b. A nursery slope is defined as: on piste runs designated for beginners by the body responsible for the snowsports area. c. For on piste snowsports the maximum party size is 12 skiers or 8 snowboarders. The maximum party size for mixed skier and snowboarder group is 8; however where there are no more than 4 snowboarders in a mixed group, the group size can be increased to 12. d. Short term personal permit exemptions can be granted by appropriately qualified people, as described in the snowsports factsheet. e. Off piste covers all terrain not covered by 9.33a. f. For off piste snowsports the rules for hillwalking and off road cycling should be followed in respect to party size, terrain, route cards, etc (see Rules ). Off Piste Outside of marked and patrolled snowsports areas; On Piste Within the marked and patrolled snowsports areas, including snowparks, except for those defined as nursery slopes; Nursery slopes on piste runs designated for beginners by the body responsible for the snowsports area; Artificial slopes either an indoor slope or an outdoor dry ski slope; except snowparks. b. Short term personal permit exemptions can be granted by appropriately qualified people, as described in the snowsports factsheet FS c. For off piste snowsports, the relevant Terrain 1 or Terrain 2 Hillwalking Winter permit is also required. d. Helmets must be worn by all those taking part in snowsports activities, except in the case of 9.33e. e. A Sikh wearing a Turban may choose to take part in snowsports activities without a helmet. This does not apply to a Sikh wearing a Top Knot. It is proposed that in order to allow for these rules to be adopted by members, a transition period is provided lasting until 31 st August During this period members may operate under either the existing or new rules. In support of this proposal the current skiing and snowboarding permits will be combined to create one snowsports permit, with restrictions which can be placed based on location, type of activity, equipment used etc. This will allow greater access to assessors which is currently causing challenges for some members. All existing permits will be transitioned, with individuals being contacted directly in due course. Executive Committee Matters The following recommendations have been proposed by the Volunteering Team at UKHQ and supported by the Inclusion Officer following feedback from the movement. The role title of Chairman to change to Chair. This is to ensure POR terminology is in line with that used by the various Charity regulators in England & Wales, Scotland and Northern Ireland and to bring consistency across TSA resources and documentation. The recommendations below add clarity to the rules following feedback from local members. 4
