No VAT will be included in the VetPD invoice of vets from EU (non-uk) countries; the person or institution paying the course fees, however, has to account for VAT under the reverse charge procedure according to EC VAT Directive 2006/112 and to the UK VAT legislation. If the person or institution paying the course fees is based in the UK, and is in business, 20% VAT will apply to the course fees (irrespective of whether they have a VAT number or not). However, if the person paying the course fees is based in the UK but is not in business (i.e. is employed), no VAT will be applied to the VetPD course fees.
