1 30 October 2018, page 1 of 7 52 Malingap St., Sikatuna Village, Quezon City Website: Tel: , Fax: Third Quarter 2018 Social Weather Survey: Net Trust in Leni Robredo a Good +38 Good in Mindanao, Balance Luzon, and in the Visayas; Moderate in Metro Manila Trust in Robredo is directly related to Satisfaction with her as Vice-President Social Weather Stations The Third Quarter 2018 Social Weather Survey, conducted from September 15-23, 2018, found 59% of adult Filipinos with much trust, 20% undecided, and 21% with little trust in Vice- President Leni Robredo. This gives a net trust rating (% much trust minus % little trust) of +38, classified by SWS as good. This is a 2-point decline from the good +40 (57% much trust, 17% little trust) in June 2018 [Chart 1, Table 1]. Vice-Pres. Robredo's net trust rating was a moderate +29 when SWS first surveyed it in December It rose to good levels from January 2016 to May 2016, ranging from +30 to +45, and reached very good levels of +63 in June 2016 and +58 in September 2016 It returned to good levels from December 2016 to September 2017, ranging from +30 to +45, before it rebounded to very good +52 in December It went to good +39 in March 2018, and has since then been at good levels, at +40 in June 2018 and +38 in September The SWS terminology for Net Trust Ratings: +70 and above, "excellent"; +50 to +69, "very good"; +30 to +49, "good"; +10 to +29, "moderate"; +9 to -9, "neutral"; -10 to -29, "poor"; -30 to -49, "bad"; -50 to -69, "very bad"; -70 and below, "execrable". SWS considers the movement from one classification to another as either an "upgrade" or "downgrade.

2 30 October 2018, page 2 of 7 Good in Mindanao, Balance Luzon, and in the Visayas; Moderate in Metro Manila The 2-point decline in the overall net trust rating of Vice-Pres. Robredo was due to decreases in the Visayas and Balance Luzon, offsetting the increases in Mindanao and Metro Manila. Net trust in Vice-Pres. Robredo rose by one grade from moderate to good in Mindanao, up by 14 points from +28 (51% much trust, 24% little trust, correctly rounded) in June 2018 to +42 (62% much trust, 20% little trust) in September 2018 [Chart 2]. It stayed moderate in Metro Manila, up by 2 points from +22 (48% much trust, 26% little trust) in June to +24 (50% much trust, 26% little trust) in September. However, it fell from very good to good in the Visayas, down by 17 points from +51 (66% much trust, 15% little trust) in June to +34 (57% much trust, 23% little trust) in September. It remained good in Balance Luzon, although down by 5 points from +47 (60% much trust, 13% little trust) in June to +42 (61% much trust, 19% little trust) in September. Good among non-elementary graduates up to high school graduates; Moderate among college graduates Vice-Pres. Robredo s net trust rating remained at good +37 among high school graduates from June 2018 (57% much trust, 20% little trust) to September 2018 (58% much trust, 21% little trust) [Chart 3]. It remained good among elementary graduates, hardly moving from +43 (58% much trust, 15% little trust) in June to +42 (62% much trust, 20% little trust) in September. It remained moderate among college graduates, although down by 4 points from +27 (49% much trust, 22% little trust) in June to +23 (50% much trust, 27% little trust) in September. However, it fell from very good to good among non-elementary graduates, down by 11 points from +54 (64% much trust, 10% little trust) in June to +43 (62% much trust, 19% little trust) in September. Trust in Robredo is directly related to Satisfaction with her as Vice-President The SWS survey question on trust rating is different from satisfaction rating as the former gauges public trust in a personality as a whole, while the latter asks about public satisfaction with an individual's performance related to his/her position or duty.

3 30 October 2018, page 3 of 7 Compared to June 2018, net trust in Robredo stayed excellent among those satisfied with her performance as Vice-President, while it stayed poor among those dissatisfied with her. However, it fell from good to moderate among those who are undecided about their satisfaction with her. Robredo's net trust rating stayed excellent among those satisfied in her performance as Vice-President, up by 3 points from +71 (77% much trust, 6% little trust) from June 2018 to +74 (82% much trust, 8% little trust) in September 2018 [Chart 4]. It remained poor among those dissatisfied with her performance, down by 7 points from -21 (28% much trust, 49% little trust) in June to -28 (26% much trust, 55% little trust, correctly rounded) in September. However, it fell by one grade from good to moderate among those undecided with her performance, down by 16 points from +30 (42% much trust, 12% little trust) in June to +14 (33% much trust, 19% little trust) in September. The Third Quarter 2018 Social Weather Survey findings on the satisfaction rating of Vice- Pres. Robredo were reported on 16 October Survey background The September 2018 Social Weather Survey was conducted from September 15-23, 2018 using face-to-face interviews of 1,500 adults (18 years old and above) nationwide: 600 in Balance Luzon, and 300 each in Metro Manila, Visayas, and Mindanao (sampling error margins of ±3% for national percentages, ±4% for Balance Luzon, and ±6% each for Metro Manila, Visayas, and Mindanao). The area estimates were weighted by Philippine Statistics Authority medium-population projections for 2018 to obtain the national estimates. The SWS survey question on public trust in Leni Robredo is non-commissioned. It is included on SWS's own initiative and released as a public service.
