3 Decision No: IN THE MATTER HDC/SP/223/2015 of the Sale and Supply of Alcohol Act AND IN THE MATTER of an application by Patoka School Parents & Friends Association for an on-site special licence pursuant to Section 22 of the Act in respect of premises situated at Hutchinson Domain, Puketitiri Road, Puketitiri, known as Puketitiri Golf Club Hall. BEFORE THE HASTINGS DISTRICT LICENSING COMMITTEE AT A MEETING HELD IN THE LANDMARKS ROOM, GROUND FLOOR, CIVIC ADMINISTRATION BUILDING, LYNDON ROAD EAST, HASTINGS ON FRIDAY, 19 JUNE 2015 AT 9.00AM. Chair: Councillor Kerr DECISION This is an application by Patoka School Parents & Friends Association for an onsite special licence in respect of D Arranged Marriage Comedy Show to be held on 27 June 2015 at premises situated at Hutchinson Domain, Puketitiri Road, Puketitiri, known as Puketitiri Golf Club Hall. Reports were received from the Police and Medical Officer of Health indicating no objection to the application. A report was received from Licensing Inspector indicating no objection to the application subject to conditions. No objection or notice of desire to be heard has been received. Accordingly we deal with the matters on the papers. The Committee has considered the matters to which it is to have regard under section 142 of the Act and is satisfied that these are met. Accordingly the applicant is hereby granted a special licence authorising the sale and supply of alcohol for consumption on the premises, to any person attending the following occasion or event: D Arranged Marriage Comedy Show

4 CONDITIONS The Special Licence is issued with the following conditions: (a) Alcohol may be sold under the licence only on the following days and during the following hours: Saturday 27 June pm to pm (b) The licensee must take the following steps to ensure that the provisions of this Act relating to the sale or supply of alcohol to prohibited persons are observed: There shall be no sale or supply to minors or intoxicated people. That the applicant fully complies with the undertakings set out in the application submitted dated 20 May (c) The licensee must take the following steps to ensure that the provisions of this Act relating to the management of premises are observed: The premises are to be managed in respect of the sale of alcohol by Edith Lynam, Kelly Dinneen and Michelle Carswell. (d) *Drinking water must be freely available at the following places while the premises are open for business: At the bar. Drinking water must be obtained from a source approved by the Napier Public Health Unit. *In particular, drinking water at the event shall be obtained from an alternative treated water source (Patoka School) in suitable clean containers and taps at the venue shall be marked as 'Not suitable for drinking'. (e) Food must be available for consumption on the premises as follows: Buffet dinner, including assorted curries, rice, naan bread and condiments. (f) Low-alcohol beverages must be available for sale and supply on the premises as follows: Low alcohol beer. (g) Non-alcohol beverages must be available for sale and supply on the premises as follows:

5 Tea, coffee, soft drinks. (h) The licensee must take the following steps to provide assistance with or information about alternative forms of transport from the premises: Information about alternative forms of transport will be provided by committee members. If necessary, committee members will advise patrons of affordable accommodation within walking distance of the venue, and if necessary will provide a sober driver for those in need after the show. (i) The licensee must file with the District Licensing Committee returns relating to the sale of alcohol as follows: Nil. (j) The operation of this licence is subject to random inspection by the Hastings Police and/or Inspector of the Hastings District Council. (k) Members of the public shall be excluded from the premises in the following circumstances: On the request of any member of the New Zealand Police or Inspector of the Hastings District Council.
