3 Questions for the Customer Have you ever had an IRP account in the state of South Carolina or in any other jurisdiction before? Do you have a USDOT number? Required as of January 1, 2019 in order to be an IRP account holder. Do you have your own authority (USDOT#) or will you be leased to a company that will be responsible for the safety of the vehicle? If so an Operational Lease Agreement is required as of January 1, Did you filed your Articles of Incorporation with SC Secretary of State? Is the vehicle titled in SC already? Are you putting the account in your name, your business name or in your name doing business as (DBA) your business name? See IRP-8 checklist Reminder Applicant must have a SC Driver s License and must provide three (3) proofs of residency. Proofs of residency must have same name (or DBA name) and same address to be accepted by MCS. 75

6 Creating a New Account When creating a new IRP account a new customer account number issued The IRP checklist (Form IRP-8) shown at the right must be completed and the carrier must provide the required documents. 78

9 Creating a New Account (Continued) Schedule B Form Customer will use Average per Vehicle Distance (APVD) No actual miles during the distance period that is required. If customer had an IRP account in another jurisdiction, they will be allowed to use the actual mile during the distance reporting period that is required. Reminder As of January 1, 2019 you must own a vehicle and have a USDOT # in order to be an IRP account holder. 81

11 Creating a New Account (Continued) Agreement to Prepare/Maintain Records MC-7 Form This form is for all carrier records pertaining to IRP distance records must be retained to support the reported distance for any registrant whose application registration has been accepted shall preserve the records on which it was based for a period of three years after the close of the registration year. 12 Creating a New Account (Continued) Heavy Vehicle Use Tax Form 2290 Tax on certain vehicle that gross weight is 55,000 or more. Heavy Vehicle Use Tax should be filed with Internal Revenue Service (IRS). Filing date July 1, through June 30, of each year for any vehicle currently licensed. Motor Carrier Services in Blythewood and the satellite offices can accept the Heavy vehicle Use Tax Forms (2290) with check or money order from customer. 14 Creating a New Account (Continued) Operational Lease Agreements Contract agreement made between the registrant and the Motor Carrier Authority responsible for the safety of the vehicles in the fleet. At the end of processing the New Account, the carrier will receive a registration (cab card) along with a plate, as well as a Motor Carrier Manual. The carrier is advised to contact Jackie Parnell MCS Audit Manager should there be a question or concern in reporting the miles, fuel or other record requirements. If requested, an auditor that is assigned to your area, will meet with you or review matters over the phone. 88

19 IRP RENEWAL REQUIRMENTS You must complete and sign an IRP Renewal Package A complete Schedule A/E and Schedule B are required to process a renewal. A list of miles for each jurisdiction in which IRP vehicles have traveled during the reporting period An Operational Lease Agreement must be provided if operating under another motor carriers authority USDOT number (only if applicable0). An active USDOT number in good standing is required. You are required to complete and sign an MC-7 Form which is the Agreement to Prepare/ Maintain Records. A copy of your stamped paid 2290 Form which is the Heavy Vehicle Use Tax Form for the IRS An apportionable vehicle with GWV of 26,000 or less must submit a paid property tax receipt from the county. An apportionable vehicle with GWV of 26,001 or more must pay road use fees to SCDMV beginning January 1, 2019 (Section 7 of Bill # H-3516). Fees are calculated based on the fair market value and the current year s mileage rate provided by the Department of Revenue. 91

27 When Do I Renew My IRP? Motor Carrier Services will send out an notification 45 days prior to the expiration date of the renewal. Web users have the ability to process their IRP renewal online at It is important that you provide an address so that you will receive notification of important dates Carriers can process the renewal once MCS sends the notification 99

30 Late Fees Per Vehicle Don t be late.. it s a costly mistake to make! Late registration penalties are as follows 1-14 days Late... $ Days Late... $ Days Late... $50.00 Over 90 days Late.. $75.00 Reminder Late fee is PER vehicle! You will be charge the fee from the schedule above for each vehicle in your fleet. 102

31 Partial Payments South Carolina Fees Only If the South Carolina fee is over $400 per vehicle, payment for the invoice may be split. The customer is allowed to make two payments, paying one half ( ½ ) of the total South Carolina Fees, the base jurisdiction, in two installments. However, ALL of the foreign jurisdiction fees must be paid at one time. REMINDER When making second installment for a split payments, MCS will send a reminder when the second installment is due. If you do not pay the installment in a timely manner you will be placed in a default status and will be unable to use the split payment process in the future. 103

32 What Type Payments Are Accepted? SCDMV will accept Credit /Debit Cards, the following are a list of accepted Credit/Debit Cards. Visa Mastercard Discover American Express Other methods of payment accepted by SCDMV Cash Money order Comdata Check Personal and Business Checks (must be in account holders name) REMINDER Personal and business checks must be in the name of the IRP/IFTA account holder. There is a charge of $1.00 plus 1.7% of the total amount, for the use of credit/debit cards. 104
