Updates the ETCC for changes to path rating Hourly TTCs Scheduled from 4 to 9 days out from present day, with primary focus on 4 days out. Run necessary ETCC events for market set up. Enters Outage notes that limit a path s Hourly TTC as soon as practical. Publish path ratings to Market Systems and to OASIS each business day by 16:00. Calculates ETC/TOR MW allocation values for 1 to 2 days out. Update ATCs at the end of the day for 2 days before Day. Ensures publishing of OASIS path rating changes by 09:30 the day prior to next Day. Publish TTC/ETC/ATC information to OASIS and verify correct OASIS data by path. Publish any OASIS TTC Path rating changes for next Day. Update TTC, ETC, TOR or contract information as directed for D+3, D+2 and DA. Updates ETCC for changes to TTC for 1 day out and for balance of current day and any known future days to the point where market set up has been run. Enter changes in ETC values into ETCC for current or next Day. Notify Market Participants through a Market Message for OASIS of Hourly TTC Path rating changes for current Day that affect Market Participants and affected outage days. Verify correct TTC/ETC/ATC data published to OASIS & Market Systems. Verify ETC data was received by the market system correctly. Run necessary ETCC events for real time de-rate. For any extended outage, the RTOE updates ETC. 2. Scope/Applicability Page 2 of 11
3 No Background The ISO updates the ETCC to reflect Outages that de-rate interchange path ratings over the next 30 days. Hourly TTC path ratings and Responsible Participating Transmission Owners (RPTO) curtailment instructions are used to calculate ETC/TOR MW allocation values. The resultant ETC, TOR and ATC (Market transmission) values are used to run the Day-Ahead and HASP Markets. These ETC/TOR/ATC values are published to OASIS for Market Participant s use Scope/ Applicability This procedure applies to updates to ETCC for any time frame. Caution: Do not change the ETCC to de-rate or re-rate a path rating after 08:00 PPT of the day before the Day. If path rating changes (due to an Outage on the ISO Controlled Grid) are submitted after 08:00 hours, they will only be entered into market systems on an exception basis and only if the following can be completed before 09:00 hours: They can be fully coordinated with other affected Transmission Operators and Balancing Authority Areas, and They are entered into all systems affected by the change. 3. Detail 3.1. ISO Day-Ahead Operations Engineer or ISO Operations Planning Engineer Take the following actions to update the ETCC: Note: The ISO Day-Ahead Operations Engineer (DAOE) prepares work 1-day out from present day (updating all requests from Trade Date plus 1 day (Day 1) and the following 2 days through Day 4 after 15:00, with their primary focus on Day 1. The default Total Transmission Capacity (TTC) MW values are determined by Regional Transmission and any required MW changes to the ETCC default settings are made by the Day-Ahead Operations Engineer. Note: Operations Planning Engineers process all requests made prior to days out from present day (updating all values from Trade Date plus 4 days (Day 4) and the Page 3 of 11
4 No following 6 days through Day 7, with their primary focus on requests made prior to 1500 on Day 4. The default Total Transmission Capacity (TTC) MW values are determined by Regional Transmission and any required MW changes to the ETCC default settings are made by the Day Ahead Operations Engineers on Day 3, Day 2 and Day 1. ISO Day-Ahead Operations Engineer 1. Enter Outage information into the ETCC notes as the Outage requests are processed: Note: OASIS will only post Outage information for the next 30 days and only populate the spreadsheet 6 days beyond the market setup date (Day 1 through Day 7). 2. Run Market Setup manually each day, for 2 days from today on a rolling basis: If any new ETCC notes are entered that affect Day1 through Day7 after Market Setup has run, update and publish each applicable day using the appropriate buttons. Note: This populates or updates ETCC notes into the ETCC spreadsheet for 7days from the date of market setup. Note: This manually populates the note into the spreadsheet and publishes the data to the market systems. 3. Create Path 15 and VEA ITC limitations using spreadsheets found in PI Processbook under Outage Coordination and 4. Manually enter VEA ITC limits into the Outage spreadsheet for Day 1 and Day 2, using Excel to ETC button. Verify the same. 5. Enter all below path limitations as follows: D+1 VEA ITC D+2 VEA ITC D+3 Path Before 13:30 each day (after 09:00): Update and Publish to send all ETCC MW changes for days 1-7 to the market systems. Note: This should be done whether or not ETCC changes were published earlier in the day. This must be completed each day for all days that are transferred to Real-Time operations. By Publishing the ETC data, the ETCC application will automatically copy the 30-day Branch Group Outage Information to OASIS. Page 4 of 11
5 No One Day Before the Day Take the following actions using the ETCC, one (1) day before the Day: ISO Day Ahead Operations Engineer Note: The ETCC automatically recalculates ETC and TOR rights allocations, by tie, based primarily upon TTC. 1. Run Market Setup manually each day, for 7 days from today on a rolling basis: If any new ETCC notes are entered that affect Day 1 through Day 3, after Market Setup has run, update and publish each applicable day using the appropriate buttons. Note: This populates or updates ETCC notes into the ETCC spreadsheet for seven (7) days from the date of market setup. 2. Review ETCCs MW changes 1 day before the Day. 3. Adjust associated ETCCs, as required, based upon RPTO and NPTO instructions for administration of their contracts on each specific tie. 4. Modify WAPA and/or CDWR ETC MW CRN values per their direction and notification as Responsible SC, by 08:30 PPT. 5. If the Path 15 TTC changes or DCPP MW production changes: Determine (using the outage management system) the Diablo Canyon Power Plant (DCPP) availability for two days forward. Enter any DCPP Curtailment value in the "ETC Reservations Spreadsheet" under the "Path 15 Calculator" button in the input worksheet. Enter the Path 15 South-to-North TCC. Check the "Capacity South-to-North" worksheet for Curtailments (backlighted in red): Enter those CRN MW Curtailments into the ETCC. Save the spreadsheet. Publish the Path 15 ETC allocations, along with all path TCCs and ETC/TOR rights. Note: ETCC pushes these TTC and ETC MW values, by tie, to SIBR and to OASIS. Repeat steps 1 through 5 above to prepare for the Day-Ahead Market Run (T-1) prior to 09:30 the next day. 6. If Path 15 changes are for the current day, inform the RT Transmission Dispatcher to update the ETCC accordingly. 7. Each day: "Update" and "publish" to send all ETCC MW changes for days 1-7 to the market systems. Note: This should be done whether or not ETCC changes were published earlier in the day. This must be completed each day for all days that are transferred to Real-Time operations. By "Publishing" the ETC data, the ETCC application will automatically copy the 30-day Branch Group Outage Information to OASIS. Page 5 of 11

Daily ETC calculation results to the following MS Outlook Group Distribution List: ISO ETC Daily ETC calculation results to the respective RPTO s for information and confirmation. ISO Day-Ahead Market Desk 1. Verify ETC data was pushed and published correctly Two Days Before the Day Take the following actions, after the 15:30 meeting to set up ETCs, 2 days out: 1. Complete the ETC calculations for 2-day out. 2. Run Path 15 calculators for any TTC de-rates or re-rates on Path 15 or DCPP Production changes and enter the corresponding Path 15 ETC CRN values into the ETCC. 3. Check the ETC calculations and ensure no negative ATCs are calculated for 2 days out. 4. the preliminary ETC calculation results to the respective RPTO s for confirmation ISO Transmission Desk Real-Time Events Take the following actions for all events that occur in the Real-Time: ISO Transmission Desk 1. If a de-rate occurs mid-hour, enter the de-rate into the ETCC starting with that hour. 2. If a re-rate occurs mid-hour, enter the re-rate into the ETCC starting with the next hour. 3. If a de-rate or a re-rate occurred in the past (i.e. no notification was made to the ISO in the same hour), enter the de-rate or re-rate into the ETCC starting with the next hour. Page 6 of 11
7 No Caution: Interchange Scheduler must notify the Transmission Dispatchers when tags are accepted on a tie above the current ETC. There are settlements implications when a tag is accepted but the ETC was not properly modified Current Day or Next Day After IFM Starts Take the following actions for the current Day or the next Day after the IFM has started running: ISO System Operator 1. After entering de-rates/re-rates for an event, Update and Publish ETC s. If an error message is received indicating Negative ATC for a trade date: See Figure 1 below for an example. Note: For the TRACY230_BG line, refer to ISO 8530, New Melones Pseudo Tie. Identify the branch group with the negative values and take the following steps: Select the ATC/ETC tab on the spreadsheet & use the Branch Group Flow drop down menu to identify the hourly ATC values associated with the error message. Note: On the COI, BART is the last 80 MW of priority on the tie. 2. Update and Publish ETCC Spreadsheet. Note: Not all days are required to be updated only up through the dates that had Market Setup run (Current day through day 11). 3. Make all other routine notifications unrelated to ETCC or market actions taken Next Day After DAM Run and Before 08:00 Take the following actions to enter new Outage information into the ETCC for the next Day: ISO Transmission Desk 1. Update and publish 7 Day OASIS using ETCC. 2. Verify that changes reflect on OASIS. 3. If the ETCC changes have a market impact, send a market message (verification is done by identifying line items highlighted in bold in the ETCC). 4. Outage entry to ETC Changes Notification and OEs-RT distribution list (which notifies all necessary departments). Page 7 of 11
8 No Trade Day Entered Between 08:00 and Start of Market Take the following actions to enter new Outage information into the ETCC for Trade Day entries that are entered between 08:00 and before the Market starts running (~10:00): ISO Transmission Desk 1. Obtain permission from Day-Ahead Market Operator prior to making ETC changes. 2. Enter the changes into ETCC and publish. 3. Verify that changes reflect on OASIS. 4. If the ETCC changes have a market impact, send a market message (verification is done by identifying line items highlighted in bold in the ETCC). 5. Outage entry to OEs-RT distribution list (which notifies all necessary departments) Trade Day Entered After the Market Starts Running Take the following actions to enter new Outage information into the ETCC for the Trade Day after the market starts running: ISO Transmission Desk 1. Update ETCC once Day-Ahead Operations Engineer gives confirmation. 2. Verify that changes reflect on OASIS. 3. If the ETCC changes have a market impact, send a market message (verification is done by identifying line items highlighted in bold in the ETCC). 4. Outage entry to OEs-RT distribution list (which notifies all necessary departments). 4. Supporting Information Operationally Affected Parties Shared with Peak RC and Public. The following additional terms are capitalized in this when used as defined below: ATC (Available Transfer Capability) CRN ETC NPTO Publish Publish 30 Day OASIS RPTO TOR TTC (Total Transfer Capability) Update A measure of the transfer capability remaining in the physical transmission network for further commercial activity over and above already committed uses (ETC & TOR reservations). ATC is defined as the Total Transfer Capability (TTC), less the Transmission Reliability Margin (TRM), less the sum of preexisting transmission commitments (which includes ETC & TOR) and the Capacity Benefit Margin (CBM). Contract Reference Number Existing Transmission Contract Non-Participating Transmission Owner Publishes the active entitlements/volumes associated with the selected Date. Note: There is a 7 day publish that publishes for the Date + 6. Publishes the Outage Equipment description, Outage text, Transmission Interface (limit), Direction, Start hour, End hour, and line ratings. Note: This publish does not contain the entitlements or volumes. Responsible Participating Transmission Owner Transmission Ownership Right Total Transfer Capability defined as the amount of electric power that can be moved or transferred reliably from one area to another area of the interconnected transmission system by way of all transmission lines (or paths) between those areas under specified system conditions. This commits changes for Outage notes that have been entered and updates the Outage Sheet. Page 9 of 11
